Due to the inexhaustment of the export duty on the fuel oil, Russia will lose 300 billion rubles of income in 2015. “Of course, these are different budgets, but the budget system works on the principle of communicating vessels. The decision on the MHIF will release the resource for other healthcare expenses planned in the federal budget, ”the minister said.
