The State Duma will soften the law on the prohibition of the mat

The law on the ban on the use of the mat in the cinema, theater, literature and concerts will be revised by the State Duma to the autumn session at least one point - on the compulsory rental certificate for any show of the film in Russia. This was reported by Izvestia with reference to the first deputy chairman of the State Duma Committee on Culture Elena Drapeko.

"In September, when the deputies leave the vacation, we will definitely raise this issue at a meeting of the culture committee. I am sure we will be able to come to an acceptable decision," the deputy said.

In the current law, films, specially created for showing on etheric, cable, satellite television, as well as foreign films at international film festivals, are exempted. Cinematographers hope that all festivals, film clubs, various forms of non -profit show will be added to the exception list.

The Ministry of Culture also promised "once again to carefully analyze the adopted regulatory acts, their practical application and influence on festival activities," the publication notes.

Director Vladimir Bortko, deputy chairman of the State Duma Committee on Culture, previously spoke for mitigating the norms of the law. "If the director shoots the author’s cinema intended for a small audience, it is stupid to deprive him of this viewer. The festival is created so that the picture could be demonstrated in the form in which the artist conceived it," he said.

The program director of the Moscow Film Festival, Kinovist Kirill Razlogov told the publication that the new law "simply eliminating the festival movement." "As a rule, premiere shows of paintings are arranged at festivals, long before the screens. No festival will wait six months until all selected films receive permits," explained Razlogov.

Claims of the cinema community are summarized in the open letter of the Nevoger Cinema and TV guild of June 26 in the name of the Minister of Culture Vladimir Medinsky. In particular, the guild experts pay attention to the ineffectiveness of the concepts of “film” and “rental” from a legal point of view, in connection with which any public show of any sequence of personnel - from demonstration of student work in VGIK to the retrospect of classical paintings in the Museum of Cinema - can be recognized as an administrative offense.

Experts also pay attention to a number of technical difficulties of the procedure for obtaining a certificate and the relatively high cost of the procedure (18–20 thousand rubles). In addition, there is a high probability that the Ministry of Culture, as well as the State Film Fund and the Russian State Archive of Film Photo -Documents (the applicant is obliged to provide a copy of the film to receive a rental certificate in one of these organizations), will not be able to cope with the flooded flow of paintings.

The law, which entered into force on July 1, banned, on the one hand, the issuance of rental certificates for films with obscene vocabulary, and on the other, a public show of films without a rental certificate. According to the adopted law, the first offense will be punishable by a fine of up to 50 thousand rubles, repeated - up to 100 thousand rubles or the suspension of activities for a period of three months.
