Many processes in the field of science and education taking place in Ukraine go in parallel with what is happening in Russia. The experience of colleagues from a neighboring state in dealing with turnkey dissertations is interesting. We are publishing a translation from Ukrainian of a letter from Deputy Minister of Education and Science of Ukraine Andrei Gevko to the country’s law enforcement agencies with a request to pay attention to companies engaged in custom dissertations. We thank physicist Nikolai Iorgov for his help with the translation.

About the preparation of dissertations

to order

Recently, cases of providing services for the preparation of custom theses, dissertations for scientific degrees, publications on the topic of a dissertation, etc. have become more frequent. Such activities are openly advertised by posting advertisements both in paper form and using Internet sites.

It should be noted that according to Article 20 of the Law of Ukraine “On Scientific and Scientific-Technical Activities”, the award of scientific degrees based on the results of defending a dissertation is state recognition of the level of qualifications of a scientist. In addition, holders of diplomas with scientific degrees acquire the rights to state guarantees established by the legislation of Ukraine for scientific workers, in particular, when occupying positions for which the presence of a scientific degree is a qualification requirement, receiving additional payment for a scientific degree, providing additional living space and its preferential payment , which is provided for by the Resolution of the Cabinet of Ministers of Ukraine dated July 22, 1999 No. 1329 “On some issues of recognition in Ukraine of diplomas awarding scientific degrees.”

Based on this, the illegal acquisition by a person of a scientific degree and the receipt of a diploma of a scientific degree leads to the unlawful acquisition of the right to leadership positions and the receipt of additional payments for a scientific degree from the state budget. Activities aimed at complicity in the illegal acquisition by a person of a scientific degree are harmful to society, the state and its citizens.

Taking into account the above, the Ministry of Education and Science sends a list of sites that are centers for the provision of services for the preparation of custom theses, dissertations for scientific degrees, publications on the topic of a dissertation, and appeals to law enforcement agencies and state security agencies with a request to check their activities for compliance current legislation.
