
Deputy of the State Duma from the party "Fair Russia" D.G. Gudkov on June 23, 2014 introduced the draft Federal Law No. 552663-6 [1], formulating the point of view expressed by a significant part of the scientific community in the legal language. The Council of the Society of Scientists (ONR) turned to academicians who are part of the profile committee of the Duma, with an urgent request to support the bill and soon received the first answer.
A project called “On Amendments to Article 4, 4.1, 6.4 of the Federal Law“ On Science and State Scientific and Technical Policy ”(in terms of establishing additional measures to eliminate the consequences of violation of citizens' rights in the name of scientific works)” provides for the bringing with the Civil Code of the Russian Federation regulatory documents regarding the award of scientific degrees, in particular the introduction of the unlimited nature of the considerations Copyright violations in dissertation.
In the accompanying note to the bill Dmitry Gudkov, to whom the deputies Ilya Ponomarev (SR) and Oleg Smolin (the Communist Party) subsequently joined, in particular, refers to the appeal of almost 3 thousand scientists to the Chairman of the Government of the Russian Federation with a demand for the abolition of the "statute of limitations" for false dissertations [2], initiated by ONR. Therefore, having learned about the initiative of Gudkov, the ONR Council addressed the chairman of the relevant committee on science and high -tech technologies to the one -partyist Gudkov to academician V.A. Chereshnev and member of the same committee to academician J.I. Alfierov (Communist Party), as well as to the chairman of the State Duma and the leaders of all its factions with an appeal to support the bill [3].
Soon the answer of V.A. Chereshnev [4], which, in particular, says: “I fully support your point of view about the need to tighten control over incorrect borrowing, falsification of experimental data and introducing an unlimited nature of consideration of issues about falsified dissertations.” At the same time, the author of the answer notes that the issue of supporting the bill will be resolved at the meeting by all members of the relevant committee. So we follow the development of events.
