
Dear colleagues, in accordance with the decision of the general meeting of the Scientific Pattering, begins a set of experts-volunteers who are ready to participate in the public certification of dissertation work.
Experts will weekly receive information about all the dissertations in their scientific specialty, presented for defense in all dissertation councils of Russia, indicating the names of dissertations, protection places, scientific advisers and/or consultants, leading organizations and opponents, as well as links for downloading texts of abstracts. With complete texts of dissertations, according to the current “Regulation on the award of scientific degrees” (hereinafter “Position”), experts can get acquainted on the sites of organizations in which the relevant dissertation councils have been established.
If the dissertation work interests the expert and he writes a review on it and directs it in accordance with the “position” to the dissertation council, then the “scientific patrol” will help in his further “accompaniment”, i.e. To control its timely publication on the website of the dissertation council and reflection in the materials of the dissertation, up to the approval of the Higher Attestation Commission.
Experts of the “scientific patrol” may become candidates and doctors of sciences, as well as owners of relevant scientific degrees received abroad, having at least 2 publications in the reviewed scientific publications over the past 3 years.
To include experts in the list of experts, you need to send a letter to Sciwatch@onr-russia.ru with an indication of the code of scientific specialty (specialties) at the Higher School of Higher School, Surname, name and middle name (in the upper marks of “...”) and electronic addresses (in angular brackets) according to the following sample:

Experts who are not members of the OHP need, in addition, send a list of at least 2 and no more than 5 publications in the reviewed scientific publications over the past 3 years.
The start of the project is scheduled for September 2014.
