
Yesterday, the former permanent director of the Museum of Cinema Naum Ikhilievich Kleiman has concluded a new labor contract. Now he holds the position of president of the museum and is subordinate to his new director Larisa Solonitsyna. C OLTA . RU recalls the entire nine -year history of the struggle of the Ministry of Culture with the museum and its former director.
December 2005 - Museum of Cinema loses premises in the movie center on Krasnaya Presnya. Museum funds (about 400,000 storage units) move to Mosfilm, shows are arranged at different Moscow venues: CDH, “Artistic”, “Pioneer”, the cinema named after Moss council. The chairman of the board of directors of the Center Nikita Mikhalkov takes an active part in the eviction of the museum from the film center: in January 2005, at the II, an extraordinary plenum of the board of the Union of Cinematographers (chairman - Nikita Mikhalkov), it was decided to sell all the Cinocenter union to the owners of the Entertainment Complex of Arlelekino. The museum is proposed either to urgently take out its funds, or pay the market value of renting space (about $ 5,000 a year).
2007 - the concept of the new Museum of Cinema was published in the journal "Cinema Notes". The project includes the creation of five complementary exposition complexes dedicated to the film production system, cinema history, documentary movie materials, popular science cinema and animation.
April 2013 - Advisor to the Minister of Culture, Alexei Kucherenko, meets with the director of the Museum of Kino, Naum Ikhilevich Kleiman and unequivocally offers him to leave the post of director of the museum for the decorative position of the President. In return, the official offers the museum a building at 15 Zubovsky, 15, p. 1. The project provides for the placement of a cinema museum in a building with a mini-hot and night club, but without space for storage of funds. Kleiman predictably refuses.
July 2013 - the Ministry of Culture is not going to extend the five -year contract Naum Kleiman. The magazine "Session" publishes an open letter in support of Kleiman and the museum. At a response press conference of the Ministry of Culture Vladimir Medinsky rejects all the accusations of attempts by the ministry to get rid of Kleiman and talks about the desire of the Ministry of Culture to finally find a full-fledged platform for the museum. We quote: “During this year, we will have the task of finding a suitable building, choosing the concept of the museum, holding a competition for its architectural decision.”
November 2013 - the first meeting of the Public Council on the revival of the State Central Museum of Cinema is being held. Kleiman offers the director of his current deputy Maxim Pavlov, the ministry - one of the deputies of Medinsky, “Effective Manager” by Alexei Kucherenko. The updated concept of the Kino Museum presented by Naum Kleuman is adopted as the basic, the Ministry of Culture of the Museum of the Museum instructs to finalize it, taking into account the decision on the placement of the Museum of the Cinema in the Nickth of the Nicffiy and the Experienced Production - despite the objections of the Kleiman, who advocates the construction of a new building, which meets all the technological requirements.
January 2014 - Museum of Cinema prepares a new accommodation project . At the same time, information appears that even before the New Year the Ministry of Culture abandoned these plans (the ministry suddenly found out that only part of the institute’s building belongs to the state). Medinsky offers the museum to accommodate in the “Illusion”, after the Media’s restraint comments in the media, the ministry refuses this project, again promising to find a suitable building for the museum or build a new one.
June 10, 2014 - Naum Kleiman receives a telegram from the Ministry of Culture, in which he is notified of the termination of the employment contract in connection with the expiration of its validity on July 1. After the telegram was published in the media, the ministry gives an official refutation of the dismissal of Skiman, claiming that the telegram was a pure formality. Officials promise Kleiman to extend the contract. At the same time, Vladimir Medinsky accuses Naum Kleiman of that he "did not approve the development plan of the museum in the year and did not decide on the site."
July 7, 2014-by order of the Minister of Culture of the Russian Federation, Larisa Ottovna Solonitsyna, editor-in-chief of the SK-Novosti newspaper, the internal newspaper of the Union of Cinematographers of the Russian Federation, headed by Nikita Mikhalkov, was appointed by order of the Minister of Culture of the Russian Federation. Kleiman was transferred to the position of president, however, the current charter of the museum does not imply such a position, and therefore the relevant authority. No new project for placing a museum or option of building a new building for it has not been presented for it. Employees are afraid that the appointment of Solonitsyna may be the beginning of the implementation of the Mikhalkov plan for the construction of the Palace of Festivals, a part of which may become a movie Museum - despite the fact that there can be neither stock storage facilities, nor halls for the constant exposition of the museum (N.S. Mikhalkov once spoke about the allocation of a “pair of film calls for museum film programs”).
July 15, 2014 - Museum of the Museum of Cinema appeal to the Ministry of Culture with a proposal to secure its president in the charter of the Museum of Competence and create an independent public trusteeship. In particular, the museum team advocates the independence of the President from the director ("The President is appointed and dismissed by the Ministry of Culture of the Russian Federation"). The collection of signatures under the petition in support of this appeal begins.
July 17, 2014 - Larisa Solonitsyna claims that he is actually already a full -fledged director of the Museum of Cinema. The Ministry of Culture refuses to confirm this information.

- My position now is the director of the Museum of Cinema. At the first stage, I received information from the Ministry of Culture that I will be the acting director of the museum. But when I saw the order, there I was already listed as a director.
- Are you familiar with the concept of the museum proposed by Kleiman in 2007?
- Yes, of course. Naum Ikhilievich handed it to me, and I read it.
-Do you have any comments or objections?
- I have no comments and even more so objections. The fact is that we need to first understand which building, the premises we need to adapt this concept. There are a lot of modern, creative ideas that we will certainly use. But this concept is now a little abstraction, since we still do not understand in which room we will realize everything that is described there. As soon as we get a place of residence permit, Naum Ikhilievich and I, perhaps, is even more than me - we will adapt it to real conditions.
-Did the employees of the Ministry of Culture already offered you any options for the future building for the museum?
- There were several specific proposals, we discussed them with Naum Ikhilievich. But now - the beginning of the path. To take some steps, and even more to draw conclusions about the proposals of the ministry, I need to enter this position, understand how the museum works, get acquainted with a huge number of documentation. The Ministry of Culture will conduct an audit. I have to get acquainted with the funds, and this is physically impossible to do within a few weeks. I now have a period of reaching office. When it ends, then it will be possible to talk about specific actions.
- Who is now responsible for the personnel policy of the museum?
- The director always was always responsible for the personnel policy according to the charter of the Museum of Cinema.
- Could you tell us a little more about your functions in the museum?
- I will answer for the entire work of the Museum of Cinema in all its manifestations, like any leader of any other organization. Here in this sense there are no discrepancies with any other labor contract of the head of the state institution of culture. In the charter of the museum, my powers are spelled out, earlier they were the powers of Naum Ikhilevich, there are a lot of them, this is organizational work and administrative, and, of course, financial responsibility.
-Are you going to take a direct part in the scientific and exposure activities of the museum? Or do you prefer to engage in administration and delegate this part of the work to Kleiman and the team that worked with him all this time?
- Now it’s hard for me to answer this question. I just don’t know yet what amount of time and effort will take away from me. Since I am a cinema by education, it would be interesting for me to participate in the cultural life of the museum, in events, shows and exhibitions, which I am sure - we will conduct. But so far I do not know when I can connect to this. I really hope that I can.
