Hacking Dvorkovich


Electronic correspondence, which is claimed, belongs to Deputy Prime Minister Arkady Dvorkovich, was published on the Shaltay Boltay blog. Despite the fact that it is almost impossible to open a direct link in Russia - the IP is blocked by Roskomnadzor - all the information, of course, instantly turned out to be available to all interested parties.

It was not a hacking box of Deputy Prime Minister, but his personal account in Gmail. Despite the fact that members of the government are prohibited from conducting working correspondence through personal mail addresses, many officials violate the rules, writes with reference to anonymous interlocutors in the White House of the newspaper Vedomosti. The fact is that officials have access to the official box only at the workplace, and not everyone can afford to be in the office 24 hours a day.

According to the blog authors themselves, all personal messages were deleted in the published selection of letters and only business correspondence was saved. The immediate reason for the publication was announced a letter that Dvorkovich allegedly wrote to Prime Minister Dmitry Medvedev. This document reports that budget design for 2015-2017, which the Ministry of Finance makes, is actually unrealistic.

“If the main budget parameters for 2015-2017, it will be impossible to ensure the solution of most of the tasks set in the program documents of the Russian government and the presidential instructions presented by the Ministry of Finance of Russia. In particular, I do not see ways to achieve targeted indicators of state programs for the development of agriculture, transport and communications, industry (except for the defense industry), energy, as well as physical education and sports, ”the authorship of which is attributed to Dvorkovich.

In order to save the budget, the letter proposes: to adjust the concept of “oil and gas revenues of the budget”, which will allow you to slightly change the budget rule, secondly, to refuse to form conditionally accommodated expenses, of the third, to ensure the financing of Crimea and Sevastopol not due to the redistribution of funds, but by the search for additional sources of income and, fourthly, use the reserve reserve The Fund and the National Welfare Fund for the provision of budget loans to the regions for investment purposes - it is supposed to be provided, thanks to financing at the expense of future tax payments.

The author of the letter also considers it advisable not to implement the latest proposals of the Ministry of Finance, such as increasing excise excise taxes, the introduction of gas excise tax, supplied by “blue flow”, as well as the introduction of sales tax. In general, the author of the letter acts actively against the tax on sales - he indicates that before the decision is made, it is necessary to debug the tax administration mechanism, which can take about two years, and also proposes to reduce VAT simultaneously with the conduct of a new tax.

According to Vedomosti, published correspondence is news No. 1 in the White House. Two people whose addresses are present in published correspondence confirmed that the letters are real. However, these people wished to remain unknown. But Natalya Timakova told the publication that the address of her personal email was indicated incorrectly. But, according to the interlocutor of Vedomosti, after the publication, many officials began to delete letters immediately after reading - so that henceforth hackers receive nothing interesting even in case of hacking the box.

Due to the fact that no one recognizes the deputy chairman of the government officially the hacking of the post, sanctions may not apply to him. But those who picked up the password to the box are facing the court. According to the law, for violation of the secret of correspondence, the guilty faces a fine of up to 80 thousand rubles or correctional labor up to a year. If an official position was used for hacking, then the guilty can face up to four years in prison.

However, in Russia, things about the hacking of working correspondence are not too actively investigated. Earlier, personal letters of various opposition figures, as well as spokesman Vasily Yakimenko Kristina Dantik, have been laid out on the network many times-however, the guilty were never found and punished. Perhaps the hacking of the mail of the Deputy Prime Minister, if this is confirmed, will change something in the practice of investigating such cases.

In total, about two dozen letters have been published, among them there are not at all substantial and duty presentations, and, for example, a discussion of financing for the construction of the railway at the Pulkovo St. Petersburg airport. Obviously, over the past month, Arkady Dvorkovich used his e -mail much more often. So if the letters are really taken from his box, and this is almost impossible to prove, then they are very sorted, which gives rise to doubt the honesty and disinterestedness of the Hacker, who decided to lay out the official correspondence of the official for the idea of ​​openness of the state apparatus for citizens.

Ultimately, one cannot disagree with the Minister of Open Government Mikhail Abyzov: “The greater openness of the authorities will be ensured when making decisions, the less interest they will represent such leaks,” he told Vedomosti.
