In the office of the mayor of Yekaterinburg, Evgeny Roizman, a search was held. The mayor himself was on vacation at this time, but promised to return to the city in the evening, and go to work on Wednesday. Although the investigative measures were distant to Roizman himself, for him they are unlikely to be pleasant news.
The case, in the framework of which the investigators came to Roizman, was initiated against his former ally, deputy of the Yekaterinburg City Duma Oleg Kinev.
The charter of the city of Yekaterinburg, we recall, provides for the post of the city manager, so that the mayor directly has symbolic authority-he meets foreign guests, signs documents and presides at meetings of the City Duma.
However, Evgeny Roizman took the mayor as a result of popular elections - in September 2013 he received 33% of the vote and went around all his competitors. This allows Roizman and without formal powers to be one of the most influential people in the city, and certainly the most noticeable.
Evgeny Roizman managed to make himself and enemies and is constantly subjected to various attacks, including through law enforcement agencies, but a search in the mayor’s office, nevertheless, has not yet become an ordinary event for Yekaterinburg.
However, it cannot be said that clouds are gathering over Roizman - in the end, the mayor began to actively promote the investigation before they came to his office with a search.
Oleg Kinev. Photo: ura.ruOn Monday, July 21, the city deputy Oleg Kinev was detained on suspicion of organizing the murder of 84-year-old Olga Ledovskaya. The detainee, together with two accomplices, has already given a confession - this allowed investigators to find a divided body of a pensioner in a swamp near Yekaterinburg.
Olga Ledovskaya shortly before his death turned to the Yevgeny Roizman Foundation “A city without drugs” for material assistance, suggesting in return to bequeaths the organizations of her apartment. For Roizman, such a request was not a new product - even before the election, the flow of walkers did not subside.
Evgeny Roizman became interested in the proposal and instructed them to engage in Oleg Kinev, his associate in the party “Civil Platform”, from which he was a little later and elected mayor. After some time, Ledovskaya began to complain to deputies of different levels that Kinev simply took her apartment.
After a while, the pensioner disappeared - a statement to the police wrote about this at the end of May 2014, her neighbor. Law enforcement agencies immediately opened a criminal case of murder and quickly calculated the suspects, including the deputy of the city assembly of Oleg Kinev and his two accomplices-a 27-year-old specialist in the Security Service of one of the commercial organizations of the city, as well as a 27-year-old unemployed who became the executor of the murder.
The murder of a pensioner because of the apartment excited Yekaterinburgers that the local department of Rosreestr issued a special appeal, which reminded the owners of apartments and other real estate on how to behave in case of suspicion of fraud. The Rosreestr recommended that, in case of concern, to immediately apply to the nearest multifunctional center with a statement prohibition of any real estate actions without the personal participation of the copyright holder.
Immediately after the arrest of the suspects, Yevgeny Roizman convened an urgent press conference at which he explained his role in the crime. He said that he learned that Kinev rewrote the apartment of the deceased to his assistant, July 14, and already 15 wrote a statement to the police about this.
Nina PelevinaThe representative of the regional department of the Ministry of Internal Affairs Nina Pelevina said that the Roizman statement did not help the investigation in any way - at that time the picture of the police had already been clear. However, as Roizman himself admitted, if not for an officially executed statement, he would have been forced to resign from the mayor’s post - since his fellow party was arrested, and the name of Roizman himself, of course, appears in the criminal case.
However, while the resignation option should not be excluded-investigators searched the mayor’s office in order to find out if information about the criminal case could somehow leak out and, thus, allow Kinev to evade responsibility. The fact that Kinev was arrested, of course, means that the leak did not reach him - but the investigators still decided to look for her tracks.
Although, as it seems, the search will not directly affect the political career of Roizman, opposition politicians should still pay attention to an alarming bell.
The mayor’s competitive elections were held in the capital, at the same time Evgeny Roizman won Yekaterinburg. The vertex of this short -term “thaw” can be considered the victory of the Communist Anatoly Lokota in the elections of the mayor of Novosibirsk - in this city, unlike Yekaterinburg, the mayor is the real leader of the administration, and not a symbolic figure.
In all cases, the victories of opposition candidates can be attributed to the conflict of elites in this place and at this time. But in other circumstances, such a conflict could not occur in principle, more there, when the post of mayor of the capital of the region was put on the end.
Only a few months have passed since the victory of the candidate from the Communist Party in Novosibirsk. However, during this time in the east of Ukraine a real war began, which Russia became an indirect participant; The United States introduced a package of sanctions against Moscow, which can hit the country's economy quite strongly, so now it’s not up to the opposition. This is clearly visible in the example of three dozen governor's elections - really powerful rivals were not allowed.
All this does not mean that tomorrow Evgeny Roizman will be removed from the mayor’s post, and a week later they will put him in prison. But such mayors as he, in the near future, will hardly increase in Russia.
