
In two months, Moscow mayor Sergey Sobyanin lost ten positions in the ranking of the heads of regions, drawn up by the Foundation for the Development of Civil Society (Forso). As a result, he approached the lower border of the group of officials with a very high rating, ITAR-TASS reports.
The previous rating was presented on June 2. The average fund is every two months. The rating is four groups according to which the heads of the constituent entities of the Russian Federation are located, depending on the scored points: a very high rating (more than 75 points), high (75-65 points), medium (65-50 points) and below average (less than 50).
In the previous rating, Sobyanin held 4-6 positions, along with the head of the Kemerovo region Aman Tuleyev and the governor of the Belgorod region Yevgeny Savchenko. In the new issue of the Forsgo, the Moscow Mayor sank into 14-15th place, but not because of the elections. In this case, the accident in the Moscow metro played a role on July 15 with a death of 23 people and the numerous negative publications on the activities of the metropolitan authorities that appeared in this regard, RBC Daily notes.
In total, the group of governors with a very high rating of 22 positions. At the same time, Tuleyev and Savchenko retained their upper lines.
The three rating leaders remained, as in the past two issues, unchanged. The first place, with 98 points, is occupied by the head of the Yamal-Nenets Autonomous Okrug Dmitry Kobylkin. It is followed by the Governor of the Kaluga region Anatoly Artamonov and the head of Tatarstan Rustam Minnikhanov (96 points each).
The head of Chechnya Ramzan Kadyrov strengthened his position by 1 line, dividing 6-8 places with the head of the Komi Vyacheslav Gaiser and the governor of the Tyumen region Vladimir Yakushev.
The governor of St. Petersburg Georgy Poltavchenko left the group with a very high rating and moved four lines down.
The fourth group of "outsiders", due to a stronger decrease in other officials, was left by the head of Karelia, Alexander Khudilinen.
To date, the list of leaders of subjects with the lowest rating is closed by chapters: the Perm Territory Viktor Basargin, North Ossetia Taimurazov Mamsurov, the Bryansk region Nikolai Denin, the Yaroslavl Region Sergey Zheastrebov and the Tver Region Andrei Shevelev.
The new release of the rating differs from the previous ones in that it covers the period of deployment of active election campaigns. On a single voting day, on September 14, in 30 regions of the country they will choose the heads of subjects, and in 14 - deputies of regional legislatures.
As experts of the Forso in the explanatory note to the rating, it is of great importance for assessing the effectiveness of the heads of regions are the ability to ensure the conditions for competitive, open and legitimate elections. Therefore, in this and the next ratings, the Forgo introduces an additional reduction coefficient for areas, where there are problems with ensuring a clean election struggle.
In those subjects where there are problems with competitive elections (in particular, public scandals, violations of electoral legislation), but the governor makes efforts to correct the situation, the official receives "-10" places in the ranking.
In the same place where the governor does not try to solve the election problems, he is subtracted 20 positions. The final result consists of this reducing coefficient and its own dynamics - positive or negative - governor.
Most of all, against the background of election scandals in the struggle for the post of head of the region, the acting governor of the Lipetsk region Oleg Korolev (-22 lines), the head of the Nizhny Novgorod region Valery Shantsev (-15) lost.
Ten additional positions were lost: the acting governor of the Kirov region Nikita Belykh (-14 lines in the ranking), acting governor of the Samara region Nikolai Merkushkin (-11 positions), acting head of the Altai Territory Alexander Karllin (-9 seats) and the acting governor of the Astrakhan region (-7 lines).
In all these regions, Forgo experts recorded problems with the election campaign in opposition candidates. So, in the Kirov region, this is a communist Sergey Mamaev, in Astrakhan - a representative of "Fair Russia" Oleg Shein.
In addition, the Governor of the Tula region Vladimir Gruzdev, the Governor of the Tula Region, went down. He was accused of pressure on candidates for the Legislative Assembly from "Fair Russia". In addition, one of the candidates from the common part of the list was arrested.
The distribution of governors by groups is carried out on the basis of a study by the “Georition” of the Foundation Public Opinion, the characteristics of the economic situation in the region based on the materials of the Federal State Statistics Service of Russia, the media efficiency index calculated by the National Service for Monitoring, Expert assessments and the results of the social well -being rating of the Russian regions.
