
Naftogaz Ukraine offers the Russian Gazprom to revise the contract on the volume and conditions of the transit of natural gas through the country's territory from 2009 to 2019. About this, according to RBC , said the head of the board of the Ukrainian state holding Andrei Kobolev on the air of the Freedom of Speech program on the ICTV television channel.
The head of Naftogaz did not talk about all the proposals regarding the revision of the contract, but noted that Naftogaz wants to make certain changes to the gas metering methodology.
Earlier, Kobolev did not exclude that in the event of a refusal of Gazprom from negotiations on a change in the transit contract, Naftogaz may contact Stockholm arbitration.
The Ukrainian agency UNIAN explains that Naftogaz Ukraine previously repeatedly criticized the transit contract with Gazprom dated January 19, 2009 for the lack of guarantees of transit volumes.
According to the contract, Gazprom is obliged to annually pump at least 110 billion cubic meters of natural gas through the territory of Ukraine, otherwise, if the Russian company does not fulfill this condition, the position of “Kahai or Pay” comes into force. Gazprom never met this condition, while the volume of transit falls over the past four years.
In addition, Kyiv is going to raise the issue of revising the transit rate, considering it underestimated, and proposes to transfer the point of receipt by European consumers of Russian natural gas to the Russian-Ukrainian border.
The head of Naftogaz also spoke about the difficulties that may arise after the commissioning of the South Stream gas pipeline. According to him, gas transit through the territory of Ukraine can be reduced to 60 billion cubic meters. m.
"The gas pipeline will take from Ukrainian transit to potentially up to 60 billion cubic meters. Now this transit is already 86. Earlier it was 110-120. That is, it has already fallen due to the" northern stream, "Kobolev noted.
On June 16, Gazprom transferred Ukraine to an advance payment for the supply of blue fuel. Immediately after this, Naftogaz filed a lawsuit at the Arbitration Institute at the Stockholm Chamber of Commerce, which requires the establishment of a “fair and market price for gas, which Gazprom is supplied to Ukraine.
For its part, Gazprom filed a lawsuit against Ukraine against $ 4.5 billion in the Stockholm arbitration. It is this amount, according to the Russian concern, that Ukraine owed for Russian gas at that time.
Andrei Kobolev recalled that Stockholm arbitration united the claims of Naftogaz and Gazprom into one production, which will significantly accelerate the beginning of the consideration of the case on the merits.
NAC Naftogaz Ukraine unites the largest oil and gas producing enterprises of the country, is a monopolist in transit and storage of natural gas in underground storage facilities, as well as for the transportation of oil with pipeline transport throughout Ukraine.
On July 4, 2014, the Verkhovna Rada adopted in the first reading the law on the reform of Naftogaz, according to which the GTS itself and the underground gas storages are proposed to leave the state ownership, but the management of the system is transferred to a separate company-operator. It is assumed that 49% of the shares of the newly created AO will receive gas transmission companies from EU and the US member countries.
