Investigator Novikov insists that even before the creation of the OPS, Sugrobov "organized and committed at least four serious crimes against state power and the interests of public service."

The publication believes that one of the episodes may be the case of the city manager of Smolensk Konstantin Lazarev, who was arrested in 2011 on false charges. The organizer of the criminal prosecution was previously considered Deputy Svugrobov, General Boris Kolesnikov, who committed suicide during the interrogation in the TFR. According to Kommersant, the TFR also checks the things that Sugrobov worked at the same place of service, in the Main Directorate of the Ministry of Internal Affairs in the Central Federal District.

Earlier, three agents who participated in provocations pleaded guilty and asked to judge them in a special order. The ex-head of the 19th department of the GUEBIPK Office Ivan Kosour and four of his subordinates, who directly participated in provocations, are accused in the GUEBIPK case. Similar accusations were brought by the ex-head of the B Office of Salavat Mullayarov, his deputy Alexei Bodnar, ex-head of the Guabip-GUEBIPK Denis Svugrobov and his deputy Boris Kolesnikov.
