In scientific organizations, life is quiet in the summer, but in politics it hits the key, despite the vacation season. The downed Malaysian aircraft became the reason for the next round of anti -Russian hysteria, to strengthen economic pressure on Russia - the beginning of deploying the so -called sector sanctions. Washington, obviously, raises the question like this: either Russia fulfills the instructions coming from there and obediently follows the fairway of American politics, or everything will be done for economic strangulation of our country. The Washington Regional Committee does not allow us to pursue a really independent policy.

Our officials talk about the asymmetric response to sanctions and, I believe, this is an extremely correct solution. Only you need to think over your version of sector sanctions against the West. Without pretending to be all -leature, I would like to offer the attention of colleagues and the authorities a plan to introduce sanctions in the field of science.

As everyone knows, many tens of thousands of our highly qualified scientists work around the world. Many scientists working here collaborate with foreign colleagues, participate in large international projects. Many of us, what a sin to hide, are regularly published in foreign scientific journals.

As a result, the colossal intellectual resources of our fellow citizens work primarily on the interests of Western countries. Through the training of their students, by creating large scientific and scientific and technical attitudes in the territory there, by ordering their government organizations, including military ministries, finally, by replenishing the piggy bank of world scientific knowledge, which feeds the Western economy. What it came to - even Grigory Perelman, they say, is going to leave for Sweden.

I think that in the current political situation this is completely unacceptable, it is urgent to take measures. Firstly, all employees of Russian scientific and educational institutions should be withdrawn from hostile countries. Secondly, we need to stop our participation in various large and small international projects. Thirdly, it is necessary to prohibit Russian scientists to receive foreign financing to carry out any research work. And, of course, it is necessary to stop the practice of publishing the results of scientific research in foreign magazines and in English in the most decisive way. You get state financing-write in Russian! Finally, you should appeal to all representatives of the Russian scientific diaspora: remember the homeland, stop serving the interests of the powers hostile to Russia, return to Russia!

I understand that not all our current and former fellow citizens will be ready to show high consciousness and patriotism. Not all those working abroad will want to leave their own places at the universities there and research centers. Unfortunately, nothing can be done with this. Worse is different: not all our citizens working in Russia will behave dignified and patriotic, putting the interests of society above their skins.

And here we are quite able to take a number of measures that will establish a certain framework for such dubious subjects. All employees of scientific institutions and higher education organizations should be removed by foreign passports, placing them in the safes of the first departments. The departure abroad is allowed only at the request of the organization’s management and, after passing the interview in the relevant authorities, where comrades in civilian clothes will find out whether the desire to escape from the country and sold to the enemy is hiding behind an innocent motive for visiting a scientific conference or rest at the resorts of Turkey and Thailand.

All unreliable entities should be required to make large monetary bailouts, and in the case of flight - to requisition their real estate and expensive movable property. Well, one should not forget about the younger generation: students and graduates of universities - before the expiration of three years from the date of graduation, should be issued a foreign passport only if the full cost of training should be issued. With interest.

So then let's see how the Washington puppeteers will dance without Russian talents.
