From August 1, a number of amendments to the laws governing the exchange of information using information and telecommunication networks come into force in Russia. These legislative changes, first of all, relate to the registration of popular bloggers.

Blog owners with a traffic of more than three thousand users per day are equated with the media. Now popular bloggers should be registered in the register of Roskomnadzor and comply with all the requirements of the legislation in the media.

From this day, the authors of the blogs are responsible for their maintenance. They will have to ensure that extremist materials, pornography were not published on their pages on social networks and blog platforms, state secrets were not disclosed, cruelty, violence, and so on were not built into the cult. Bloggers were also forbidden to express themselves obscenely. In addition, the owners of popular blogs will be required to check the reliability of all published information. Thus, they presented almost all the basic requirements related to the media.

“The main idea for these amendments is that people who write on the Internet and lay out their thoughts do not forbid anything. No one forbids criticizing Putin, Medvedev, Zhirinovsky, money, LDPR and any parties, for the sake of God, lay out, but be decent, cultural. If you post information, then merge, and you are quoted by the media-this is not very good, ”the first deputy chairman of the State Duma Committee on Information Policy Vadim Mnun on the air of the Kommersant-FM radio station explained the meaning of the amendments.

Popular bloggers need to register on a specially created site in order to be included in the register. This can be done both on your own initiative, and having waited for notification from Roskomnadzor about the need to provide information about the blog attendance within 10 days. The registration procedure involves an indication of the surname and initials of the author of the blog and the email address. The user himself or his provider will be obliged to send the same data to Roskomnadzor if the corresponding request comes from the department. Otherwise, both the blogger and his provider will have to pay a fine. The size of the fine for violation of new requirements is up to 30 thousand rubles. For individuals and up to 300 thousand for legal.

The department has already formed the first list of bloggers, which today will be sent to enter the register, the Izvestia newspaper reports on Friday. It included seven people: writer Eduard Limonov, satirist Mikhail Zadornov, actor Mikhail Galustyan, blogger and photographer Sergey Dolya, blogger Dmitry Chernyshev, writer Boris Akunin, executive director of the Newsmedia media holding.

On the eve of July 31, Roskomnadzor approved the mechanism for determining the number of users of the site or Internet page. This indicator will be determined by calculating single calls to unique users within a day. In this case, the requested page should be fully loaded in the operator of the user mini for at least 15 seconds. It is noted that Roskomnadzor has the right to receive information about the number of visitors from the organizers of the dissemination of information and from the bloggers themselves.

“Responsibility for failure to fulfill the requirements of this law is provided primarily for the organizers of the dissemination of information - Internet sites that provide bloggers with the opportunity to express themselves,” said Maxim Ksenzov, deputy head of Roskomnadzor. “Administrative liability in the form of fines can be applied to them, and in the prescribed manner access to them may be limited by communication operators. This does not mean that bloggers can ignore the requirements of the law, ”the official emphasized. Ksenzov expressed confidence that the sites will respond to increasing regulatory risks and make appropriate changes to the rules of use of resources, distributing the liability provided for by law, and Roskomnadzor will conduct systematic monitoring of the blogosphere, checking whether the legislation is respected. “We still proceed from the belief that popular bloggers are adults, conscious, responsible people. In addition, the law does not present to them any supernatural, impossible requirements, ”said the deputy head of Roskomnadzor.

However, the bloggers themselves responded to new demands emotionally. “In connection with the entry into force of the“ Law on Bloggers ”, Article 29 of the Constitution of the Russian Federation is canceled,” writes Rustem Adagamov (@adagamov) on his Twitter.

Another top blogger Runet Anton Nosik published in his living magazine a whole post dedicated to his position on this issue: “I am not going to receive any certificates, licenses, certificates, evidence and other things. I just do not see a single reason in the world to do it. My right to express my public opinion on the Internet in black and white is recorded in Article 29 of the current Constitution of the Russian Federation, and no preliminary licensing for owners of the right to open a mouth is said there, ”the nose writes in his blog. In his opinion, the only strong argument in favor of registration in the state register is the threat of blocking. But here the blogger draws the attention of his readers to the text of the amendments, according to which measures to limit access are applicable only to those persons who are called the organizers of the dissemination of information on the Internet. “That is, we are talking strictly about hosting providers and sites, and not about individual bloggers creating content,” Anton Nosik summarizes. He himself is removed from these innovations, indicating that his LJ is physically located on the server in one of the American states, and relations with Livejournal Inc., which provides a blog site, is regulated by the laws of the state of California.

The Internet Ombudsman Dmitry Marinichev considers it quite appropriate changes in the legislation regarding bloggers: “To limit bloggers, probably, is not entirely correct, but many of them have an impact on many people. Therefore, this should still be regulated, but correctly, without creating big problems to disseminate information. Criminal liability for slander on the Internet is not busty. Close should always be punishable, ”Marinichev shared his opinion with the magazine“ Power ”.

As already mentioned, to popular bloggers, the so -called thousands, amendments prohibit the use of obscene vocabulary in their blogs. But today, on the first day of the changes in force, each disagreed with new restrictions considered it his duty to publicly swear in the blog. “And, for sure, from the first of August the law on bloggers comes into force.
