
The deputy head of the Ministry of Economic Development Sergei Belyakov, who previously apologized for extending the moratorium on investing non -state pension funds, was dismissed from his position. The corresponding order signed by Prime Minister Dmitry Medvedev is published on the government website.
The certificate of the order of the dismissal of Belyakov is explained by the fact that he violated clause 10 of part 1 of Article 17 of the Law "On the State Civil Service of the Russian Federation". This norm forbids the official to “allow public statements, judgments and assessments, including in the media, in relation to the activities of state bodies, their leaders, including the decisions of the higher state body or state body, in which the civil servant replaces the position of civil service, if this is not included in his job responsibilities.”
Belyakov made his statement regarding the freezing of the funded part of the pensions of citizens for 2015 on Wednesday night on a personal page on Facebook . The official admitted that he was ashamed of this decision. Freezing of funds "means essentially a refusal to use this money in the economy in principle, and not just in 2015," he explained.
Belyakov also recalled the promise of the government, according to which the pension deductions of Russians will be frozen only in 2014. “I apologize to everyone for the stupid things that we do, and because we do not value our word,” he wrote.
In the comments on the record, the press secretary of Medvedev Natalya Timakova said that the decision has already been made and it must be executed. “Sergey, the government is a collective responsibility. If you are very embarrassing, you know what to do,” she wrote. “Before making a decision, you can do everything. After - it’s more difficult.”
“We stopped experiencing a feeling of shame. This is very bad,” Belyakov answered her. “I have not stopped. Simply, if it is so unbearable that you need to make excuses, do not break yourself,” Timakova objected.

The day before, the press service of the Ministry of Labor reported that the government extended the moratorium on the transfer of the funded part of the pension for 2015 . At the same time, the Ministry of Economic Development opposed such a measure.
