The spouse of the Institute for the Development of Freedom of Information, Ivan Pavlov, unexpectedly selected a residence permit. A letter from the Office of the Federal Migration Service for St. Petersburg and the Leningrad region, signed by the head of the unit of Elena Dunaeva, found in a mailbox on August 5. From the document dated July 21, it follows that the residence permit issued to the wife of Pavlov, American Gennifer Gaspar four and a half years ago, was canceled. Within two weeks, she should leave the country in which she lived for more than ten years, otherwise it is deported.

Motivating the decision, the FMS refers to paragraph 9 of the Federal Law “On the Legal Status of Foreigners”, from which it follows - a residence permit is canceled in the case, “if a foreign citizen advocates for a violent change in the basics of the constitutional system of the Russian Federation, by other actions creates a threat to the security of the Russian Federation”.

The simple counting of days showed that the “news” from the Federal Migration Service reached the spouses on the last day of the deadline established by the Federal Migration Service (that is, only one day remained for the fees).

“Six months later, a residence permit ended, so it is not clear that we had to do this so that they would not suffer just a few months,” Pavlov argues.

The spouses do not intend to give up without a fight: having received paper from the FMS, Pavlov turned to the Frunze District Court the next day to challenge the decision, suspend the deportation during the consideration of the case, and at the same time find out on the basis of what data the decision was made. “It is clear that this is the initiative of the FSB, I have enough ill -wishers in local administration,” he says. - Jennifer and I are very tolerant, law -abiding people, violence in our family is prohibited, and we are expelled from the country - it is clear that none of us will separately go anywhere. If the court nevertheless sides the UFMS, we will leave with a five -year -old daughter (also a citizen of Russia, by the way). What to do? There is no reception against scrap. ”

In the FMS in St. Petersburg, in an interview with Novaya, they emphasized that the decision was made on the basis of "documents that came from some law enforcement services working in certain areas."

“Indeed, the article on which it is expelled is rarely found, but this is not an isolated case even over the past six months,” the UFMS press service told the “New”, refusing to voice the exact number of deported “undermining” confidentiality.

The department also added that they work with "a whole spectrum of law enforcement agencies that make different acts."

The FSB of Russia said that “they have no concepts,” in connection with which a residence permit was canceled. “The FMS made a decision - they have all the responsibility,” they cut off the FSB.

The press service of the FSB in St. Petersburg and the Leningrad region again redirected to the Federal Migration Service. When in a conversation we referred to a quote from a statement by the press service of the Federal Migration Service about “documents received from law enforcement services that work in certain areas”, they cut off to the Federal Penitentiary Service: “It is not authorized to comment on the statements of the Federal Migration Service.”

The Freedom Development Fund was created in April 2004. The organization monitors sites of federal state authorities for citizens' access to information. In January, the prosecutor's office of the Central District of St. Petersburg came with an audit at the NGO-the organization received an idea of eliminating violations of the legislation on non-profit organizations. They checked the fund for anonymous denunciation - the work was carried out in connection with the appeal of an “interested citizen” received, the prosecutor's office said then. According to the supervisory authority, receiving foreign financing, the fund is engaged in activities "containing signs of political", "which is an instrument of public opinion formation." The representation emphasized-apparently as a factor that burdens the guilt-that "for the implementation of political activity, the Fund actively uses Internet resources."

In the late 1990s, Ivan Pavlov acted as a defender of journalists Alexander Nikitin and Grigory Pasko, who were persecuted for openly talking about environmental violations in the Northern and Pacific Fleet. Since June 5, Ivan Pavlov has been defending the director of the regional press institute Anna Sharogradskaya, who was illegally detained at the St. Petersburg Pulkovo Airport on June 5, where she was kept for five hours and subjected to inspection in the absence of witnesses.

Now Jennifer continues to be in St. Petersburg. At the same time, her status is extremely vague - at any moment they can capture her, take her to the airport and throw it out of the country. “We petitioned the court that she could be in Russia during the consideration, but have not yet received an answer,” said Ivan Pavlov.
