
Many of the floods in the Amur Region in the summer of 2013 are still without a roof over their heads
Residents of the Amur region closely monitor the reports of the hydrometeorological center and the Ministry of Emergencies. A year passed after the flood. This year, the level of Amur in many settlements is again exceeded, but still not dangerous.
In Khabarovsk, the floods a year later resemble yellowish stripes on the walls of some houses and garages, broken sections of roads, and also closed for vacationers, which was under water last year. The repeated flood would have been a brutal disaster: the Far East has not yet coped with the consequences of the previous one.
The Khabarovsk builders who are erecting social housing for people who have lost their heads last year complain about the rains: the weather slows down the construction. The houses began to be built with a huge delay: for too long the earth stood out under them. In addition, housing needs more and more: when a decision was made to build, 152 families needed housing in Khabarovsk. Now - after the lawsuit and repeated commissions - new people are included in the lists, and their number is constantly growing. According to the latest data, already 196 apartments are needed, but this is not the final figure.
Approximately 45% of the victims did not wait for apartments from the state and preferred to take monetary compensation for the lost housing. Payments are based on standards: loners are entitled to 33 square meters, for two - 42, and for three or more people - 18 "squares" for each family member.

How the Voronins family from the Jewish Autonomous Region was convinced, for the Far East this is very little. Last year, two of their houses and a plot in the village of Nizhneleninskoye flooded. A special commission recognized their housing emergency, and as a result, a family of five people, including a grandmother and a small child, received a housing certificate for 2.7 million rubles.
According to the standards, for this money they needed to buy an apartment or house with an area of at least 90 square meters. At first, the family of rural librarian Natalia Voronina tried to find housing in Khabarovsk, where one of her daughters with her husband lives. However, they did not find such an apartment, and the family will not pull a mortgage. They began to look throughout Russia - even on the Black Sea, popular among the Far East, where to live, in their opinion, is much cheaper than on the other region of the country:
“We flew to Anapa, spent two weeks there, but could not find anything,” says the son -in -law of Natalia Voronina Alexander Simontsev, “they returned back, went to the local authorities, and they offered a smaller area for this money. As a result, they took a“ three -year -old ”on the fifth floor - 54 partially furnished square meters. They will not work out all the same, but this is still to fit in. At least something, the affected houses in the village and so far live in them: to live in the city, without a garden and work, they do not want to, it is expensive and unusual.

Another story: the so -called "Stalin" along the street in Khabarovsk, in which Yuri and Nina Chernichkov lived for 35 years, was flooded last year. The commission, to the surprise of the residents, instantly recognized the house with emergency and subject to demolition, although, according to Yuri Chernichkov, the builder in the specialty, the building normally suffered a flood and required only a small repair. They wanted to resettle the married couple from a three -room apartment in the center to "Odino" on the outskirts. Among the residents of Stalinka, rumors even went to the craft that, under the pretext of caring for people, they want to demolish their house for the construction of a new shopping center. After an annual correspondence with officials, upholstery of thresholds and litigation, the residents managed to defend the right to stay in their house.

The inhabitants of the Nanai village of Belgo, destroyed by a flood, remained on their native land. Now Belgo is the even rows of the same siding houses equipped with a boiler and a shower cabin. Only the roads promised by Putin is not there yet.

Residents of the border with China of the island of the Bolshoi Ussuriysky were less fortunate. The authorities decided not to build up the island subject to flooding, but to resettle its inhabitants, since all apartment buildings on the island are recognized as unsuitable for living.
On August 7, the Prosecutor's Office of the Khabarovsk Territory said that most houses for victims of floods in the region are built with a delay on schedule. They must be surrendered in September, when in some areas of the region there are already frosts, and if there are additional delays, some "subtilles" can meet the winter without a roof over their heads.
On September 14, elections to the regional parliament and the city Duma of Khabarovsk will be held in the Khabarovsk Territory. The liquidation of the consequences of floods is a key topic for United Russia, the positions of which have recently weakened in the region recently. It is not known how the situation will change for the subcut time after September 14, however, the flood, having deprived people of the roof over their heads, taught many to defend their rights, not to believe the local officials and believe the president, who sometimes arrives, dismisses local “kings” and does not get tired of promising that everything will be fine.
