No smoke without fire

The low-snow winter, the arid summer and the coming August involuntarily forced to recall the peat fires and the smoky capital in August 2010. In general, the situation with forest fires is very reminiscent of the situation with scientific certification, and in particular with the protection of dissertations in our country. Systematic multiple underestimation of the area of forests covered by fire and peat bogs is akin to falsifications with the appropriation of scientific degrees. There is also an anti -cyvilization barrier law (order of the Ministry of Emergencies of the Russian Federation dated 06.29.2006 No. 386), which allows not to report a forest fire until “5 people died or 10 people or more were injured”. As you guess, this is an analogue of the dissertation amnesty, according to which the forgery, committed in scientific research, is legitimized and becomes undeniable for three years. There is an analogue of the Dissernet community - the Forest Department of Greenpeace Russia. Therefore, recently the Dissernet community was interested in the scientific heritage of the St. Petersburg University of the State Fire Service of the Ministry of Emergencies of Russia (SPbUGPS EMERCOM of the Russian Federation). This is the same university that is preparing the leadership of the Ministry of Emergencies of the regional and federal levels.

For a year and a half of its existence, “Dissernet” turned into a sociological measuring device, which determines the measure of readiness of a particular social group to go to the forgery depending on the circumstances. Moreover, experience and common sense suggest that if in the traditions of some social group of falsification of scientific certification, then in many other respects its members are also ready to go to a forgery. There is no need to go far for examples. It is enough to correlate the successes of our foreign policy with the prosperous tradition of simulating scientific activity in the walls of the prestigious University of MGIMO [1]. To many, such a comparison of facts will seem attracted by the ears, but I am convinced that one is the result of the second, and that's why. Classes of real scientific activity over time form a rational type of thinking, which, roughly speaking, does not allow us to call white black. The imitation of scientific activity forms the irrational type of thinking, which is characterized by more blurry boundaries between truth and lies, between good and evil; Such a person easily goes to call white black, and sincerely offends if someone exposes him in this. The irrational brain is superstitious and self -hypnosis. Its owners often lose touch with reality and continue to live in their invented world. Unfortunately, the consequences of this phenomenon have to feel everyone around.

As expected, in the walls of the St. Petersburg University of the State Fire Service of the Ministry of Emergencies of Russia, an actively working dishesing factory was discovered. Mostly, appropriate teachers go off the conveyor there for further work in educational institutions of the state fire service, but also many heads of the Ministry of Emergencies in uniform. For an external observer, this is a doctor of pedagogical sciences, a leading researcher at the Military Institute of Physical Culture, Alexander Eduardovich Bolotin, on the account of which, only according to the Dissernet community, more than twenty dissertations protected mainly in SPbugps, in which he is listed either as a supervisor or an official opponent and in which large -scale incorrect to borrowings were discovered. If the conversation came about the doctor of the swamp, it cannot be mentioned that his activity is not limited to the factory of dissertations, but applies to the review of monographs and textbooks on pedagogy. For example, the monographs of the Associate Professor of UlGTU I.V. Pereverzeva “Psychological and pedagogical support of the professional development of teachers in physical education at the university”, released in Ulyanovsk in 2011. This monograph in fact turned out to be a compilation of texts of four other people's earlier sources [3]. Moreover, in at least half of the cases, these sources themselves are written off from the even earlier ones. One of the reviewers who gave the green light to this disgrace is Alexander Eduardovich.

As an epilogue, I will allow myself to make a small lyrical digression dedicated to linden scientific monographs and scientific publications. Why is it important? Yes, because they often shock them, and not dissertations before naive citizens, they say, look, such and such an author is the author of fifteen textbooks and monographs, as well as hundreds of scientific articles. The same scientific works proudly flaunt on the map of Russian science. The same monographs and publications in the so -called Vakov magazines are the input ticket when defending dissertations. Dissernet has not yet been densely engaged in them. And in those rare cases when he turned his attention to them, he came into quiet horror from the scale of the disaster. The faded dissertations are most likely, as the British would say, Smoking Gun, or, as we say, there is no smoke without fire.
