
From the next school year, students will begin to pay for rooms in dormitories at the rates provided for municipal housing. This is stated in the Ministry of Education and Science of the Ministry of Education and Science of the Order of the Order. Officials argue that thanks to this they will not allow universities to overstate the accommodation fee in hostels. Experts are afraid that the restriction will only extend to budget students, and contractors will be forced to pay several times more, they write "New Izvestia" .
According to the order of the Ministry of Education and Science, the maximum size of the payment for the hostel cannot be higher than the "fees for the use of the premises for tenants of residential premises under the rental agreements of residential premises of the state or municipal housing fund established by local self -government bodies." Now the rental rates under social contracts are in most regions from 15 to 30 rubles per square meter. This means that with a typical double accommodation in a 15-meter room, the monthly fee will be 100-200 rubles per person.
Recall that the issue of the cost of hostels acutely arose at the beginning of the last school year, when the new law "On Education" began to operate: it canceled the norm according to which the price of student dormitories should be no more than 5% of the scholarship. As a result, in September, the dormitories accommodated in many universities many times and reached 3.5 thousand (in the rnome by N. I. Pirogov). The Minister of Education and Science Dmitry Livanov had to send recommendations to the rector about the inadmissibility of significant cost.
In the March of this year, the average cost of hostels, according to the Ministry of Education and Science, for students of budgets was 329 rubles. In the Higher School of Economics, the cost of hostels for budget students is 67 rubles per month, at Moscow State University - 120 rubles, at the Yaroslavl State University P. G. Demidov - 67 rubles, and at the Udmurt State University, freshmen will pay 400 rubles, and students of senior courses - 80 rubles each.
“Now it’s too early to say whether all universities have established an acceptable fee for dormitories - the academic year has not yet begun,” says Artem Khromov, Commissioner for Student Rights. According to him, the leaders of some universities have already stated that students should pay more, because "the university has external debts," or "to pay for the repair of buildings."
According to Khromov, the question of the difference in the cost of dormitories for state employees and "raiders" remains unresolved. For example, at the Russian State Geological Exploration University for students on a budget basis, the cost is 450 rubles per month, and for "raiders" - six thousand rubles, in the Yaroslavl State Medical Academy, state employees will pay about 400 rubles for accommodation, and contractors - up to two thousand rubles.
"Why should commercial students pay more - do they not even get scholarships?" - complains the student ombudsman. He claims that about half of Russian universities were installed an increased price for the “waders”, although this difference is not spelled out in the law. Khromov has already sent a request to the Ministry of Education and Science on this occasion. The Minister of Education Dmitry Livanov said in the spring of this year that the average fee for a hostel for students of contracts is 956 rubles per month - almost three times higher than for state employees.
In addition to housing, students pay utility bills. This is stated in the amendments to the Housing Code and the Law "On Education" that entered into force this summer. In accordance with the amendments, utility bills are set by the university itself, but its size should be mandatory agreed with the student council if there is one at the university. The law also prohibited the increase in the hostel during the school year.
