Ex-governor of the Kursk region Alexander Rutsky was again removed from the election

Despite the fact that Alexander Rutskoy himself, without the help of the authorities, gathered the signatures needed by the candidate for his nomination by the candidate and on July 30 to the Kursk Regional Electoral Commission, on August 12, during the draw for registered candidates for the provision of print space and airtime in the state press, the chairman of the regional election commission Galina Zaika suddenly reported: “Ritsky refused to register and Rutskiy and Rutskiy Alexander Vladimirovich, candidate for the position of governor of the Kursk region, nominated from the party "Democratic Legal Russia".

Reasons for refusal: it is argued that the candidate did not provide information about the occupation in the election commission of the Kursk region. In addition, a violation of the candidate’s nomination procedure and the insufficient number of signatures in the sheets of his support were announced deputies and heads of municipal districts and urban districts. The headquarters of Alexander Rutsky reported that they were going to appeal the decision of the Kursk Oblazbirkom in court.

At the end of July, information began to seep that several municipalities deputies would be excluded from United Russia for supporting the nomination of Rutsky. In the Kursk region, in order to become a registered candidate, it was necessary to collect from 240 to 252 (with a margin of 5%) signatures of municipal deputies and heads of districts.

In an interview with the publication “Life-Kursk”, the deputy of the City Assembly of Kursk Boris Sviridov said: “We were collected and recommended that we would by no means support Rutskiy. But I am a non-partisan person and better know how to dispose of our vote. Personally, I was made up for the claim only by the head of the Kursk administration Nikolai Ovcharov. But at the district level, as far as I know, the pressure is much stronger.”

“As far as I know, people are threatened with exceptions to the party, dismissal from the main work, various sanctions against relatives,” the candidate of Rutskoy said. “Demand a signature for another candidate and date to an earlier term than signature for me. In this case, the second signature becomes invalid.”

Political scientist Vladimir Slavinov believes that the refusal of the registration of Alexander Rutsky was expected and that the upcoming elections will actually be a vote to approve the candidacy of the temporarily acting governor Alexander Mikhailov. Slavinov notes that the removal of Rutsky from the election race led to the fact that the current governor had no serious rivals, and the protest electorate simply would not come to vote. "The Kursk elections practically took place. There will be no problems with the victory of Alexander Mikhailov in the first round," the political scientist summed up.

Vladimir Slavinov assesses the situation as the "star hour" of the regional leader of the LDPR Vladimir Fedorov. The political scientist believes that some part of the opposition electorate will necessarily switch to him as the only candidate who acts with strict criticism of the regional executive branch. “Of course, there will be no second round of elections, but Vladimir Fedorov has a chance to get one of the best results of the LDPR candidates in the current governor’s elections,” Vladimir Slavinov assessed the situation.

Today, five registered candidates are left in the Kursk region. Konstantin Komkov is a candidate from “Fair Russia”, Vladimir Firsov - from the Communist Party, Elena Teslev - from the Party of Free Citizens, Vladimir Fedorov - from the LDPR and the acting governor Alexander Mikhailov - from United Russia.

After 2000, when Alexander Rutsky ended the powers of the governor, he is chronically unlucky. Then he tried to head the region again, but the judge of the Kursk Regional Court Lyudmila Polyanskaya satisfied the claims of competing candidates, finding violations in his income declaration.

In 2003, Rutskaya gathered in the State Duma, but the Supreme Court of Russia prevented him from becoming a deputy, satisfying the lawsuit of the Kursk Communist Nikolai Ivanov , who announced inaccurate information about the place of work.

Three years later, Alexander Rutskaya ran for the Kursk Regional Duma from the Popular Volya party. This time, the Kursk Oblazbirk became an obstacle, finding violations of the law on parties in the actions of the "people's volumes". After that, a criminal case arose of "insulting the current governor Alexander Mikhailov in the performance of official duties": in the party newspaper of the Popular Volya party, they published the appeal of Rutskiy, in which he was impartially responding about Mikhailov. Rutsky was fined.
