The nuances are that non -parliamentary parties were able to register mainly where preliminary qualifications were not required, this very filter. That is - not where they choose governors and regional parliaments. What took advantage of the Tula and Volgograd regions, the republics of Mari El, Altai, Kabardino-Balkaria and Tatarstan. But there are the rest, they should also say something like that, right?
