The ban on the “march for the federalization of Siberia”, which was planned to be held on August 17 in Novosibirsk, seemed to have the opposite effect: “people's republics” began to appear on the outskirts of the Russian power. For now, however, only in social networks

The march for the federalization of Siberia has become one of the most high -profile political scandals of Augustus. It was not even a ban on the Novosibirsk mayor, but the strict requirements of Roskomnadzor and the Prosecutor General to the media to remove information about the action. But this did not help: the topic of relations between the center and regions today is one of the most discussed in Runet and media space. In turn, the organizers of the action in Novosibirsk considered the refusal illegal and announced their intention to conduct it contrary to the ban.

Siberia is unitary

The organizers of the march advocated the redistribution of profit from mineral production - they say, Siberia has the right to leave more. And at the expense of this money - to establish benefits and additional allowances to people living in harsh climatic conditions. Another slogan: regional policy independent of Moscow is in full accordance with the constitutional principles of Russia as a federal state. However, the Prosecutor General’s Office, Roskomnadzor and the Novosibirsk City Hall considered this the propaganda of separatism. The organizers of the action were not helped by its renaming the march in defense of the inviolability of the constitutional system ” - the Novosibirsk City Hall stood hard:“ Refuse! ”

“A public event,” the city hall’s response to the application of civil activists said, “takes place at the transport infrastructure facility, namely on public road, the operation of which requires special safety precautions.” Meanwhile, the organizers declared the traditional route of Novosibirsk political demonstrations - in the city center. The refusal also reports that "the General Prosecutor's Office of the Russian Federation gives an unambiguous assessment of the content of the action planned for August 17 as a public event aimed at undermining the constitutional system." The organizers of the march did not agree with this definition and called on the inhabitants of Novosibirsk to reach the action inconsistent with the authorities.

The “National-Bolshevik platform” is a small group of activists, mostly Muscovites and Novosibirsk, who broke away from the “other Russia” of Eduard Limonov due to disagreement with the line leader of the party leader. Including because Limonov supports the Kremlin in the Ukrainian issue.

One of the leaders of the “National Bolshevik Platform” and the organizer of Marshal Alexei Baranov, in a conversation with The New Times, expressed confidence: an indication of the ban on the action was launched into Novosibirsk from the federal authorities. According to Baranov, when he was called for a conversation to the Novosibirsk Administration of the Center "E" (special forces of the Ministry of Internal Affairs "to combat extremism"), he had a persistent feeling: the questionnaire was compiled in Moscow.

The question of the origin of funds for the organization of the promotion of rams decisively celebrates:

The meeting with the vice-mayor ended with the proposal of the authorities to voluntarily withdraw the application for the march. Baranov refused.

However, as noted in a conversation with The New Times, the Novosibirsk art defender Artem Loskutov, there is already so much noise around the march that "his goal is achieved, regardless of whether the people will go out into the street or not."

Even if the action will not take place on August 17, Novosibirsk activists are not going to refuse further activities. Their plans, according to Alexei Baranov, are holding an independent economic forum at which the prospects for the development of Siberia will be discussed.

Resonance

The Novosibirsk scandal caused a resonance throughout the country. Information about those planned on the same day, on August 17, shares “For federalization” in St. Petersburg, in the Urals, in Belgorod, Kaliningrad, Krasnodar began to appear on the Web ... Even two “people's republics” with the same abbreviation of the PRC-the Kaliningrad People’s Republic and the Kuban People’s Republic (the word “Kuban” were created in the virtual world. They write just like that, with a soft sign).

What is the “Kaliningrad People’s Republic” and who is behind it - to understand this is not a simple task. On the network it was not possible to find any public contacts of the PRC. The flag of Lithuania with the inscription “Kaliningrad People’s Republic”, which is distributed on the network anonymously, reports about leaflets “on behalf of the new state” in Kaliningrad, as well as a call to protest on August 17 in Kaliningrad, but even without indicating the place of gathering - that was the time, which was found with the help of search engines.

At the same time, in Kaliningrad, as nowhere in Russia, “regionalist” traditions are strong. Since 1993, the Baltic Regional Party has been in the city. Of course, her official party registration was selected at the beginning of the 2000s (the current party legislation, in principle, provides that the party can only be general Federal), but a group of like -minded people has been preserved.

“It is difficult for me to answer some questions in connection with Russian legislation,” Rustam Vasiliev, the leader of the Baltic Republicans, began a conversation with The New Times.

Indeed, for “calls for separatism” you can now get up to 5 years in a colony. In the spring, three local activists were posted on the building of the Kaliningrad UFSB flag of Germany. As a result, all three are in jail on charges of hooliganism, one of them is accused of "illegal turnover of Hexogen." And one of their comrades was attracted for "storage of ammunition."

According to Rustam Vasiliev, the Kaliningrad People’s Republic is a Ukrainian project. “Local regionalists never use the term“ Kaliningrad ”. They say - Prussia, Eastern Prussia, Koenigsberg, Tilsit, Pillau, etc., ”the interlocutor of the magazine notes. At the same time, Vasiliev believes that the activities of the “PRC” are useful at least by the fact that it updates the discussion about the position of the regions in the Russian Federation.

What are the prospects? There will now be no “offline” regionalist movement in Kaliningrad, Vasiliev is sure. “Do you want 5 years in jail, block your accounts, searches (including your parents), confiscation of all electronics, dismissal and intimidation? He asks a rhetorical question. “So the rest do not want,” he says. However, it does not exclude: if the situation in the country worsens, everything can change.

Another “PRC” - Krasnodarskaya, looks more serious. Back in the 20th century, Ukrainian nationalists declared that they consider the Kuban part of Ukraine. And they still talk about it. Accordingly, the Kuban China has clearly more rainbow prospects for resource support - from Ukrainian nationalists. And still there is an innocent asset.

“The initiator of the movement, of course, is Siberia, but it was just in the air! I have been talking about the Kuban Republic everywhere for several months, other activists, too, also managed to combine our efforts and ideas,” says Peter Lyubchenkov, who calls himself the Presidential Spokesman.

Lyubchenkov is a psychologist from Krasnodar, now is in Odessa. According to him, he asked for political asylum in Ukraine, because in Krasnodar he received threats for the "wrong position in Ukraine." “The ultimate goal of the movement for the federalization of Russia is to minimize the power of Moscow, and return to people the opportunity to rule on their land, organize and influence their own life,” says Lubchenkov. According to him, the movement for federalization needs the All -Russian Coordination Center, which, according to Lubchenkov, can become Odessa and “activists - citizens of the Russian Federation here in Ukraine, who are many”.

However, supporters of the Krasnodar "PRC" were seen not only in Ukraine, but also in Russia. In early August, in the VKontakte group “Marsh for the federalization of the Kuban” there were almost a thousand participants, and the Krasnodar administration submitted a notification about the march on August 17. The requirement of the Kuban activists is to “introduce a regional component of the resort business tax” for the purpose of “a more fair distribution of income between federal and local budgets”. The Krasnodar City Hall refused to coordinate the action, after which the KNR asset called on Krasnodarsev to hold the 17th folk gathering "in accordance with the 31st Article of the Constitution."

By the way, the Krasnodar activist Daria Polyudova, a participant in general civil protests and left -and -radical initiatives in the region, attributed a notification of the march to the city hall. Polyudova says that although the “ten -ten Oppositionists” in Krasnodar “ten people”, VKontakte agitation showed: the idea of ​​federalization has adherents in the Kuban. Polyudov herself was interested in this idea as "the answer to the hypocrisy of the Kremlin requiring federalization of Ukraine."

The Kuban “PRC” already has its own flag, to which, however, activists of the “republic” are different. Polyudova says that so far this is only the “avatar” of the VKontakte group, Lyubchenkov has another characteristic: “These are the colors of the flag of the Krasnodar Territory now. The coat of arms is a traditional Cossack. But I'm in order to hold a contest and voting on the flag. ”

The ghost of separatism

Criminal liability for “calls to separatism” was introduced in the spring of 2014, although the corresponding bill was introduced by a group of deputies at the end of 2013. Its initial version provided for up to 20 years in prison, instead of the current 5.

One of the authors of the bill, reference Mikhail Emelyanov explained The New Times: at the end of 2013, there was no separatism problem in Russia, but the authors of the bill “foresaw such risks”. “I am quite sure that this is a paid Western project to destabilize the situation. This is a response to Putin's foreign policy. I am sure the organizers will be imprisoned, ”Emelyanov comments on the situation around the“ federalization of Siberia ”.

According to the independent deputy of the State Duma, Ilya Ponomarev, who in the elections of the Novosibirsk mayor starred in favor of the Communist Party of the Communist Party of the Communist Party Anatoly Lokotya and continues to cooperate with the city administration, the idea of ​​“federalization of Siberia” is still wild for most Siberians. At the same time, according to him, discontent is widespread in the spirit that "Moscow refers to Siberia as a colony." Such moods, Ponomarev believes, are generated by the problem of the unfair distribution of funds between federal and local budgets, and this problem is real. For example, the implementation of Putin May Decrees, implying a serious increase in salaries to state employees, according to the deputy, "completely dumped into the regions."

The Russian state, according to Ponomarev’s remark, allows itself to spend money on large -scale geopolitical campaigns at a time when local authorities hardly make ends meet. And in Novosibirsk this year, according to him, there is also a fall in tax collection-due to an unfavorable economic situation. The future of the idea of ​​“federalization” depends on the economic well -being of the population - both in Siberia and in other regions.
