
While the idea of “federalization of Ukraine” is actively supported in Russia at the official level, they are now persecuted for talk about federalization in relation to the regions of the Russian Federation.
Back in July, the first reports of the impending march for the federalization of Siberia, planned in Novosibirsk on August 17, appeared. One of its organizers Alexei Baranov explained to the OVD-Info that federalization is not at all separatism, that those who prepare the event are against the collapse of the country, but advocate the nationalization of enterprises so that the money from production does not go to the oligarchs, but are distributed to the state for the needs of the population. The main slogan of the march is "Stop feeding Moscow!" (By the way, events under this slogan have more than once held in the regions). In addition, the organizers of the march are defending the idea independent of the Center for Regional Policy, which corresponds to the principle of federalism adopted in the state, and also talk about the need to create a Siberian republic within Russia or equalizing the regions of Siberia in rights with the republics. However, they also said that they want to “troll power”, supporting “supporters of federalization” in the southeast of Ukraine.
Later it became known about the preparation of similar events in other regions, also appointed on August 17. They started talking about the federalization of the Kuban and the Urals. There were also reports of the march for federalization in the Kaliningrad region. Some messages mentioned even some “people's republics”, by analogy with the self -called Donetsk and Lugansk.
The authorities reacted to these plans nervously. According to the SOVA information and analytical center, from August 1, several dozen pages of online publications were blocked, where the Novosibirsk march was mentioned. They began with an article by one of the organizers of the event, the former activist of “another Russia” Mikhail Pulin on the website “New meaning”. The pages of the event on social networks were blocked. In addition, more than ten publications, including quite famous (among them Polit. RU, REGNUM, Rosbalt, City), received notifications from Roskomnadzor with a request to delete the relevant materials. The notifications stated that the materials contain “calls to the riots, the implementation of extremist activities, participation in mass events conducted in violation of the established procedure”. Most listened: so, from the site of the publication "Slon. RU ”was deleted by an interview with the famous Novosibirsk artist, organizer of the absurd“ monstrents ”Artem Loskutov, which mentioned the march, despite the fact that Loskutov, according to Alexei Baranov, has no attitude to the organization of the march. (Some publications after that preferred, mentioning the event, nothing to say about its topic .) And on the website of the new region the new region, not only the article by Maxim Sibyryaks was blocked by the march for federalization was blocked, but even a note that the mentioned article was closed for viewing in Russia.
In Novosibirsk, Krasnodar and Yekaterinburg, notifications were submitted about the conduct of marches, but, of course, the local authorities refused to coordinate them (it is important to note that the blocking and sending of notifications began before the city hall decided to refuse). In Krasnodar, the reason for the refusal was that the organizers indicated the Gorky Park in the notification, while its official name is the city garden (although it is called on the maps in the old way). The organizers of the Yekaterinburg event said that in the place where they wanted to spend it, work after the city day will go. The city hall of Novosibirsk also referred to the fact that “the General Prosecutor's Office of the Russian Federation was given an unambiguous assessment of the content of the action planned on August 17 as a public event aimed at undermining the constitutional system” (the information was taken from the article on The New Times, deleted at the request of Roskomnadzor and reprinted on the Svobodnaya Zone website, in connection with which the editorial office received the site. notification ). In the response signed by the Deputy Mayor of Novosibirsk, Gennady Zakharov, it was : "To ensure the inviolability of the constitutional system, territorial integrity and sovereignty of the Russian Federation to refuse the march."
In Yekaterinburg, the organizers of the event filed another notification after the refusal, about the picket, on the same day, but a few hours later than in the first notification - but the mayor's office refused , citing the fact that the cleaning after the city day would last until 23:00. The organizers renamed the Novosibirsk march to the march for the inviolability of the constitutional system. But this did not help. As Mikhail Polilin, Alexei Baranov, said at negotiations in the city hall, said that they had information that the militants of the “Right Sector” would come in Novosibirsk.
As a result, in Yekaterinburg, the organizers decided to hold an event in the format of single pickets. In Krasnodar and Novosibirsk, they chose to spend a popular gathering. “In any case, people who decided to take part in the march will find a way to realize their constitutional right to freedom of assembly, people will come out in accordance with the 31st article of the Constitution, we do not call for illegal anything,” said Mikhail Pulin.
Activists participating in the organization of marches have recently undergone pressure. Over the past one and a half weeks, Alexei Baranov and other applicants of the march in Novosibirsk were called to the Center for Combating Extremism. Judging by the explanations of Baranov and Stanislav Karakovsky , Artem Loskutov was mentioned during the conversations. On the page of another activist participating in the organization of the event, Dmitry Polyakov, it is said that, as the organizers in the ED center explained, unknown submitted "several dozen statements to the Ministry of Internal Affairs and the prosecutor's office." “But we reassured the police, terror on the march is not planned, and the State Department agents do not pay us money,” Polyakov wrote. Baranova was also asked about Mikhail Pulin and Maxim Sobsk, who, according to the ATS-info, were also called to the EE center, but, apparently, did not find it.
These conversations were not limited. On August 14, Baranov was called to the local Ministry of Internal Affairs in the morning, and in the evening to the prosecutor’s office, and the prosecutor’s office was interrogated for about two hours. At the same time, according to him, before he went to the prosecutor’s office, four people approached him and told him that he might have problems related to life and health if he does not stop the organization of the march. They mentioned his relatives, their names and addresses. Baranov is sure that these people are associated with organs. “I am not such a well-known person, I work as an electrician,” he explains, saying that it would be difficult for people who are not on the assignment of civil service, it would be difficult to learn anything about his relatives. The prosecutor’s office was again asked on whose money the march is preparing and whether the organizers were going to conduct any revolutionary actions. After that, Baranov did not spend the night at home, fearing that he could be detained on suspicion of some crime: “For example, they would say that I was squeezed from someone,” he suggested. On the next morning, Baranov’s parents found that they threw a severed lamb’s head under the door of their apartment where he was registered.
One of the co -advisers of Marshal Konstantin Eremenko, who was also previously interrogated in the EC center, called, according to Baranov, from the FSB and said that he might have problems, that he could find drugs. Some people also called the parents of another organizer of the march, Alexander Atabaev, as well as the parents of his girlfriend and, as Baranov said, asked if they knew with which person she communicates. According to Mikhail Pulin, "pitching guard people at the porches."
The details of the organization of the march were also interrogated by the Altai activist Dmitry Bychkov: as he told the OVD-info, the employees of the E-E Center hinted to him that the march was financed by Ukraine to destabilize Russia.
The special services managed to find Mikhail Pulin and Maxim Sobieskoy in Altai. They, together with the wife of Pulin Maria Katynskaya, were driving a hitchhiking, and detained them in the village of Maima near Gorno-Altaysk (Altai Republic), and, according to Pulin, "almost a" interception "plan was introduced, oriented to employees." Pulin and Sobyskoy told the OVD-Info that, according to their information, they were caught for five days. “Majors were delayed,” Sobiesky remarked, grinning. The detainees were delivered to the local center to counteract extremism - supposedly for giving explanations for an extremist organization, and Pulina was interrogated by the head of the EE regional center Alexei Popov. According to Pulin, the fighters with extremism was interested in, in addition to the details of the organization of the event in Novosibirsk, their further route and further plans related to political activity. They also asked Sobskoye how he relates to the events in the east of Ukraine, why he travels with Pulin and his wife and is not embarrassing him that Pulin has so many convictions (Pulin, a member of the prohibited National Bolshevik Party and another Russia, was subjected to persecution with other national bonds and was sentenced to four years in prison in two cases; Political prisoners ” recognized him as a political prisoner). Maria Katynskaya, who has nothing to do with the organization of the march, was also interrogated-about the journey route, about whether it is in any political organization, whether she is going to take part in any public events. After the interrogation, all three were released.
However, the adventures of the Trinity did not end there. Sobvykoy separated from the spouses, caught a car to go to Novosibirsk, and already in the territory of the Altai Territory he was stopped by a traffic police outfit. We checked the documents and released, but by that time the car had already left, and traffic police officers themselves caught another one. Then he was stopped again, after which the driver of the car wrote a complaint that he allegedly threatened him, demanding to change the route. Sobvykoy spent about an hour and a half in a police car, according to him, “in a clean field” (it was already a deaf night) in the territory of the Talmen district of the Altai Territory, then he was delivered to the police department in the village of Talmenka. The police referred to the driver's complaint and a certain operation "Magistral". In addition, they asked if he was from Kostroma (a native of Kostroma Mikhail Pulin). In the ATS in the absence of a lawyer and in the presence of two detainees, according to Sobieski, obviously drunken, they conducted an inspection of the journalist’s personal belongings in the role of witnesses, did not find anything suspicious and released, receiving written explanations from him. They also talked about the Novosibirsk march, asked about Pulin and said that he was destroying Russia with the money of the US State Department. From the moment of the first detention of Sobysk in the territory of the Altai Territory, about six hours have passed before the liberation from the ATS.
Pulin and Katynskaya also caught the car, two people were sitting in it. The activist and his wife were brought all night, and on the morning of August 15, as the OVD-info Katynskaya told, they said that “they got lost, broke out, there was fog”, and as a result they were “somehow miraculous” in Gorno-Altaysk. In Pulin and Katynskaya, this did not arouse suspicion. But soon they, already in the Altai Territory, were detained by the traffic police. This happened near the turn to the village of Troitskoye. Together with the traffic police, there was an investigator who informed the detainees that they had an orientation in connection with the theft. Pulin was discovered in the backpack ... A certain mobile phone (Baranov looked like water), unfamiliar to him or his wife. Katynskaya assumes that the people who brought them were “were operational employees who threw this phone. It turns out that they left Gorno-Altaysk, rolled around him and arrived in Gorno-Altaysk in the morning. ” Pulin and Katynskaya were taken to the Department of Internal Affairs of the Trinity District of the Altai Territory, Pulin was interrogated, after which the car took them back to the Altai Republic late in the evening for investigative actions - according to the orientation, the phone was stolen there. At the same time, Katynskaya was formally not even considered the detainee, it was not a question of initiating a criminal case, the status of Pulin was also not clear. They were brought to the Department of Internal Affairs of the Maiminsky District of the Republic of Altai, to a neighboring building with where they were the day earlier by the head of the Republican Center “E” Popov. Here they remained to spend the night. The next day, investigative actions took place, as a result of which it was found that there were no fingerprints on the phone either Pulin or Katynskaya. Moreover, the person who allegedly stole this phone disappeared. Nevertheless, Pulin and Katynskaya - in the status of witnesses in the criminal case of the theft - were left in the police department. They were told that on the morning of August 17, investigative actions would continue (so they are unlikely to get to Novosibirsk).
On August 16, Alexei Baranov and Alexander Atabaev were detained in Novosibirsk itself. This happened at the National-Bolshevik Platform Congress-the structures that include the organizers of the Novosibirsk march that came out of another Russia, disagreeing with the fact that the leader of the unregistered party Eduard Limonov supported the position of the Russian state in the Ukrainian issue. Later, the detainees were released, but they were obliged to appear in the Investigative Committee on August 17 - an hour and a half before the event they planned, which means that they are unlikely to get on it. In addition, Baranov was acquainted with the materials of the administrative case under Article 20.2 of the Code of Administrative Offenses, which was initiated by the statement of some citizens from the city of Kupino, located at a considerable distance from Novosibirsk, that Baranov campaigned in the bar to go on a prohibited march. According to Baranov, this is fiction, and Kupino was chosen in order to invite these people as witnesses it was impossible. He also said that police officers made amendments to the application directly to him. The court in this case was appointed on August 21.
The Kuban activist Daria Polyudova, participating in the organization of the event in Krasnodar (previously lived in Novorossiysk, where she was constantly detained, including on single pickets and was planted on administrative affairs), was also persecuted. On August 15, she informed the OVD-Info that a certain young man was sticking to her on the street who began to blame her for the nationalist and “run through”, after which the police appeared and detained her, accusing her of petty hooliganism. Polyudov was delivered to the building of the Internal Affairs Directorate of the Western District of Krasnodar, there was no connection with her for several hours, after which the Krasnodar activist of Solidarity Viktor Chirikov informed the OVD-Info that she was left there at night. Police took food and cigarettes for Polyudova, but they did not give her. On August 16, the court sentenced the activist to 14 days of arrest. In addition, as the OVD-Info Chirikov told, employees of the local center “E” visited the elderly housewife of the apartment, which Polyudova was renting, and intimidated her that she sheltered an extremist, a fascist, a person who was able to maintain an apartment. Now Polyudova after liberation will have to look for new housing.
