And although the process of transformation has long lasted for some time, a significant part of the parents still does not understand what programs their children will study further and whether the boarding school will remain, that is, the opportunity to leave the child overnight. The only thing that was exactly known was that the afternoon - an extension - becomes paid, like some additional classes.

Andrei Shchegelsky: In our case, this happened with significant violations of the law. Firstly, no one chose the managerial council of the school, no one knows its composition, in this case the documents on the school website were not posted and were not brought to the parents. We did not vote for the new version of the Charter of the school. The charter itself appeared in the 6th edition last summer, in August, they approved it only in January, they brought it on the eve of summer holidays, when the parents could not do anything, they could not resist this illegal event. We, parents, are ready to insist that the managerial council exceeded its authority, since, according to the 5th version of the charter, the main body that had the right to make basic decisions on the management of the school, from the point of view of the democratic foundations of the legal state, which we build, is a general meeting of parents, which included 5 people from each class. There are 13 people in the management council, and 7-8 really gather, and this is a structure fully controlled by the director. According to the 6th version of the Charter, the Management Council, which is essentially a public organization, may even receive a fee for the fact that they, in fact, are simply present at this management council.
Tamara Lyalenkova: Andrey is a large father, he has three children. And the people who brought their children and grandchildren to this boarding school are people with a certain social status and problems. I recorded on the phone Evgeny Pavlovich, the guardian of the student of this school, he has his own story ...
- We are together with my wife, grandmother, bring up the granddaughter. While we are alive, we will not give her to the orphanage. Since I have a spouse - a disabled person, she had a complex heart surgery, two -thirds of his hearts are artificial, three valves, she doesn’t go out almost in the winter, in the summer can only pass. Therefore, it is difficult for us to educate a very granddaughter. Since the school has a good authority, they recorded there at night, I remember I stood for a night. At first, everything suited me. We cannot take it every day, it is physically difficult for us, but we are engaged in it, and we had such an understanding and teachers with the school, they knew that the girl was not abandoned, that they were working with her. On Friday, I took her and on Saturday and Sunday at home with her with her grandmother, and she managed. But last year, some strange events began to take place in our school, they said that the school should change the name and so on. All this was done by Kelena, and by the spring, by March, it was announced that the school had changed its status, and instead of a boarding school, it has now turned into a common educational institution of the city of Moscow.
It is not known whether in the new conditions there will be the possibility of round -the -clock finding a child at school or not. I belong to the preferential category, the services should provide me for free, but no one guarantees me that these services will continue to be saved - round -the -clock content. And in general, in full ignorance, no one from school warned me that it was necessary to write some statements to provide a sleeping place, no one had said whether it would be, and no one consulted with me, not informed me so that if this does not suit me, I would look for another place of study for my child.
Tamara Lyalenkova: As I understand it, Diana has already taken her child. You learned that perhaps there will be paid services, and hastened to transfer your son?
Diana Guchinova: Yes, because I was, like all other parents, confront fact. At the end of the school year, meetings were held by the school administration - separately for the first grades, for the second, for the third, and so on. And the information was transmitted gradually. Moreover, we are not lawyers, and we may not know something, this is normal. And while we ourselves, the fourth grades, did not come to this meeting, we did not really know anything, and still we had a shock. The formulations of the administration were very ornate, so it was difficult to even figure it out and asking questions at once, and we did not achieve any results at this meeting.
I was forced to pick up the child. I believe that this is a violation, and I felt a catch, but somehow I could not explain it correctly. Taking a child in the 5th grade to the new school is not very good, of course, but there are a lot of people like me. And what else was surprised at me when I came for a personal file, personal affairs were already prepared and collected in the office. I had the feeling that this was some kind of well-planned action, and no one was surprised that we were leaving.
Tamara Lyalenkova: I must say that the boarding school is in a good place, it is avenue of peace, closer to VDNH, there is a large territory, tennis courts, a pool, a branch of a music school. This institution has existed since the 50s precisely for socially unprocessed families.
Diana Guchina: So I transferred my son to another school, and I am not a teacher, but I try to judge as objectively as possible - the kids from our school can hardly cope with the tests that other secondary schools offer them. I headed the parent committee in our class, I communicate with my parents, and I know that good students in our class, who went to other schools, handed over to “deuce” tests in mathematics and the Russian language, a general program.
Tamara Lyalenkova: Elena, this is probably not the first experience of reincarnating the schools you are faced with?
Elena Vasilieva: In Russia, I came across such things in different cities. A lot of similar letters came to our parent movement "March 8". I listen and understand that people are not upset in the legal sense. Let's start with the little things. What is a low -income family? People go to custody, there are social workers who say: yes, this family is low -income. Now many women are forced to work for days, on the same ambulance. A large number of children who have lost their parents, and there are guardians. All these people have a certain status, it is legal, there is compulsory social protection, social guarantees. Further, boarding schools were created exclusively for such children, and children were sent there through the city, guardianship authorities, executive bodies and deputies were connected. This is a very complex system.
The budget of a boarding school is state, which means that money is allocated for their sleep on their sleep. A mandatory audit is needed here, what funds were allocated to school, and if there is an additional collection of money from parents, then this is just fraud, a criminal article. It is easy for parents to stop this enough. Another aspect is important here. If you take the documents, social protection is obliged to intervene. If a low-income family moves somewhere, transfer the child to another school, they must track such a child. If social services cannot submit another boarding school, there is another measure, very tough - the child should be transferred to the orphanage. And guardians are obliged to abandon this child so that he is not transferred, suppose, to a boarding school to another city. This is just a tragedy!
Back in 2006, the State Duma adopted the law on autonomous institutions, and it was the basic law, its essence was that autonomous institutions in the form of hospitals, museums, libraries should begin to look for self -financing and completely switch to self -financing. But if we are talking about secondary schools, this is one, and the boarding school is essentially inviolable, because too many services should stand on its hind legs. I read the documents, my parents are well done! - We turned to the prosecutor’s office, but the prosecutor’s office will not solve, unfortunately, this issue quickly.
Andrei Shchegelsky: From the authorities, we still receive unsubscribes, which states that the boarding school independently made this decision that no one has the right to intervene in the history of the boarding school. Which is absolutely wrong because there are violations. No checks are carried out, there are no meetings with parents to really solve this situation. This is a big problem. Recently, the Management Council was held at the level of the management of the education of the NEAO, and it was said that the law now does not have boarding schools, which is not true. The legislation says that there are boarding schools, there is 66th article, and there is a 23rd article.
Tamara Lyalenkova: That is, the school can choose a training program as the Internet, that is, it can leave that program or change it, but again by making a decision by all participants in the educational process. But in this case, even those programs that were proposed as an additional education were not presented. I turned to the Moscow Education Department and to the school with a request to comment, but there were excuses that now is summer, I did not receive any comments. My colleagues from the Moscow Komsomolets were more successful in this sense, but they also have no specific statements by the school principal or would answer from the department something else than "the parents themselves decided."
Elena Vasilieva: It turns out that orphanages can now change their status, especially if they are in some beautiful place, and stop being orphanages?
Tamara Lyalenkova: If they are in municipal management, I think that this can be.
Natalya Chernysheva: In recent years, I constantly notice that there is an attack on education on all fronts. Nobody sorry for the children, they are not interested in anyone, their development does not care about anyone. Everyone is careful exclusively by money! And after this 83rd law on commercialization of the budget sphere of the institution, they were settled in all grains. But the good news is that this can be opposed, and you, as I understand it, have begun. We went to a hunger strike in Ulyanovsk, when we were going to merge and close schools there, there the parents just lived in tents and starved. I am also the director of the organization of folk control, and I asked for financial documents and I spend with my specialists on a voluntary basis for verification of financial statements, because I am a professional auditor by education. We looked there and saw that the deception was just showing. I immediately said what to do, they called directors, governors who did this to everyone, and they immediately abandoned all their creeps and said: "Okay, we will not merge your school." Immediately other schools wanted the same, but they told them: you were not starving! The same situation was with the merger of schools in the Lomonosovsky district, I also participated a little there, and there people managed to protect their rights without a hunger strike - letters, constant campaigns to different authorities.
I understand why this was done in May in May - so that you do not have time to unite. I feel sad to hear that you are just giving up and taking your child. I understand that maybe there is no strength to fight, but if you all united, went to the director and said: "What do you allow yourself?! We already have an education on the residual principle, our state is not needed, and you only chase money!" - You would put them before the fact that you are power, that you will go to the Ministry of Education, you will scandal there if nothing is left.
Tamara Lyalenkova: We must understand that there are special parents, many of them are single mothers. Let's listen to another fragment - an interview with one of these mothers.
- I am alone, I have two children, 11 and 6 years old. My mother in 2000 underwent a cancer operation, and she still does not belong to herself; And dad, he is already 79 years old, last year there was a heart attack. As a result, it turns out that we actually live on their pension, because I simply cannot get a job. I had great hopes for the boarding school - there was still a long stay, plus they still fed dinner, the children are fed and under supervision. It was very happy that there were no drugs, wine, wine and all the other things at school, they have a very good job with this, in each class educators, children are always under supervision, they are engaged in them, there are circles. Now all this was just taken and taken! Now I have to pay the extension, and this is about 7.5 thousand rubles, plus food, in total it will turn out about 10 thousand. For two children, it is difficult for me to pay that kind of money, especially if you take into account that I am without work.
Tamara Lyalenkova: That is, the parents of the children in this school are good, they just found themselves in a difficult situation, given that the percentage of incomplete families in Russia is huge. Since it came to money, I must say that parents managed to turn the situation a little a little. A letter from the Ministry of Education recently came ...
Andrei Shchegelsky: Yes, we received an answer from the Department of Education, that, as an exception, our school will be left by a boarding school, and funds were allocated for the current year, 2014-2015, to pay for extended day groups. I have this letter.
Tamara Lyalenkova: I know that there were many from school, 70 students. There were meetings where parents were invited, and I have a record of discussions of school ways to make money. This is the director of the boarding school Nadezhda Boss.
- The cost is 2 million 250 thousand rubles. Salary expenses, including taxes, are 1 million 878 thousand. Compensation of utilities - 225 thousand. The conclusion of mandatory contracts is 96 thousand 197 rubles 59 kopecks. Accordingly, we receive with you 2 million 250 thousand rubles. This is the cost of services per month. We divide them by 300 people or 400 people. In elementary school, 307 children are studying, in the middle level, 5-9th grades, 277 children study. Not all children choose a program for 7500. We take the average amount - 400 children choose a program for 7500. We divide 2 million 250 thousand per month by 400 children. We received 5625 rubles a month with you. When the amounts became clear to both the counting commission and for the members of the Governing Council, the question arose that children are studying in the school of certain preferential categories, and it is necessary to provide a reduction in payment for preferential categories. Elena Vasilieva: And the fact is that there was a budget, it is laid from January to March of each year, and it was laid in the budget that since this is a boarding school ... To begin with, it was necessary to decide whether the status of this school was changed.

Andrei Shchegelsky: He was changed with the introduction of a new charter. And this can be confirmed by the federal law - Article 66, paragraph 9: “It is not allowed to include expenses for the implementation of the educational program of primary general, basic general or secondary general education, as well as the costs of maintaining real estate of state municipal educational organizations in the parental fee, the maintenance of children in an educational organization with a boarding school, and the child’s care and care of the extended day in such organizations”. This is what the change in status means in essence.
Elena Vasilieva: If we are talking about paragraph 9, then he allows payment for food, but no more. But we, as far as I know, are also saying that this boarding school itself is in a rather prestigious place, as I understood, and there, sleeping buildings are going to demolish.
Andrey Shchegelsky: They have already been demolished! The fact is that, taking into account the association, and in order to confirm the lack of our status of the boarding school, the director decides to demolish sleeping premises. The building was originally built as a boarding school, sleeping rooms were planned for all GOSTs, showers, game rooms, and they begin to demolish them!
Elena Vasilieva: In this case, it seems to me we are talking about some kind of scam with property, maybe with the ground, but in fact we are talking about a deeper thing. Office of guardianship know that there is nowhere to sleep for children in a boarding school, they are aware of this?
Andrey Shchegelsky: I think no. Лично я обращалась в местные органы соцзащиты населения и просил их довести до руководства школы информацию о том, что в СВАО проживают 1 миллион 400 тысяч человек, из них более 7 тысяч человек - многодетные. Если прибавить малоимущих и матерей-одиночек, это можно сумму умножить. И в этот момент в интернате происходит то, что туда набираются дети, не имеющие льгот. В классе моего младшего сына из 26 человек только трое детей имеют льготы. How is it possible?!
Елена Васильева: Это просто беспредел, и его надо останавливать, надо разбираться строго по документам.
Тамара Ляленкова: Ну, может быть, они решили уйти в автономное плавание, отказаться от госфинансирования...
Елена Васильева: Тогда органы опеки обязаны были автоматически появиться в этой школе и начать распределять детей сами по другим школам-интернатам. Есть такой закон, это прописано и в Семейном кодексе. Но в данном случае ничего, кроме уголовки, я здесь не вижу, вот как правозащитник.
Наталья Чернышева: Вот примерно так же, как этот директор, говорит обычно глава управы, префект, сколько денег потрачено. Их специально учат говорить таким мерным, спокойным голосом сказочника, усыпляющим слушателей. И на слух родителям тяжело это воспринять, трудно сосчитать в уме шестизначные цифры, понять, как одна цифра вытекает из другой. Это и профессионал не поймет в таком виде. Я считаю, что вам нужно пригласить профессионалом, и мы можем прийти, как Организация народного контроля, затребовать документы должны вы, показать нам, и мы скажем, насколько это все соответствует здравому смыслу. И нельзя им, конечно же, верить на слово, и суммы у них странноватые... Надо сравнить их с другими школами, подобными.
Андрей Щегельский: Вот чем мне еще была интересна эта встреча с руководством школы, она была о введении новых программ, но никаких новых программ, собственно, там нету. Директор говорит: программы мы вам подготовим к сентябрю , а платите вы за них сейчас. У нас есть общеобразовательная программа, и ее, я так понимаю, достаточно. А неразработанную программу продавать родителям - это необъективно просто! И третье, что делать людям, которым не нужна эта новая программа? Альтернативы не было предложено, почему ушла Диана, ушли многие люди.
Диана Гучинова: Ее не просто не было, а безапелляционным тоном родителям было сказано: если вы не выбираете ни одну из программ, то ваш ребенок не имеет права находиться на территории школы по окончании занятий. Если ребенок после уроков остается в школе, вы обязаны оплатить энную сумму за одну из четырех программ, где-то 400 рублей в час, где-то еще сколько-то... Если родитель стоит в пробке или, не дай бог, что-то случилось, это никого не интересует, вы обязаны оплатить эту сумму, или ваш ребенок уходит. И все эти суммы, кстати, назывались без учета питания, то есть питание еще должно быть оплачено отдельным пунктом.
Андрей Щегельский: Да, 10 тысяч за ребенка, у меня трое детей, 300 тысяч в год.
Диана Гучинова: То есть это не 7,5 тысяч, о которых она говорит здесь, а еще плюс то, то и то. 7500 - это базовая цифра, без питания, без дополнительных часов в школе... А еще никто не отменял оплату дополнительного образования, потому что какие-то кружки, она об этом тоже сказала на собрании, становятся платными.
Андрей Щегельский: И я еще раз хотел бы напомнить, что мы говорим о людях, материально не обеспеченных, многие из которых живут на дотации государства, гораздо более скромные, чем те суммы, которые сейчас заявлены на образование.
Елена Васильева: Я вспоминаю прошлый год, когда многодетные матери вышли к приемной партии "Единая Россия" и несколько месяцев просто проводили голодовку. В конечном итоге только три человека смогли чего-то добиться. В связи с чем в Москве была проведена акция "Бабий бунт" - взбунтовались женщины. В самом начале своего жизненного пути я работала в школе-интернате, и внутренняя обстановка у вас мне очень понятна. И тут учителя и здание в любом случае на балансе государства, и деньги на них идут из бюджета. А если нужно какое-то дополнительное образование, разработано очень много разных методик, и их можно внедрить в вашей школе-интернате. И еще раз говорю, школу должна проверить прокуратура! Видимо, руководство школы просто рассчитывает на то, что родители безграмотны и забиты, они не будут сопротивляться, а выжмут из себя последние соки, чтобы только ребенок учился.
Наталья Чернышева: Давайте скажем прямо, что чиновники, которые принимают такие законы, и директора, которые им следуют, просто "едят детей"!
Елена Васильева: Все то, о чем мы с вами сейчас говорим, этот мифический устав, мифический управленческий совет, это все какая-то игра, мошенничество. И особенно учитывая место нахождения интерната, есть уже масса вопросов. Надо искать всегда, кому это выгодно! В эту школу нельзя прийти просто так, и когда вы говорите, что у вас там уже три четверти детей из нормальных семей, даже если они в 2014 году решили поменять статус школы, сделать из интерната простую школу, откуда взялись дети, которые без статуса социально незащищенных? Это просто заранее спланированное мошенничество, уголовное дело!
Тамара Ляленкова: А есть ли гарантии, что, если в этом году продленка будет бесплатной, она останется бесплатной и на следующий год?
Андрей Щегельский: У меня двое детей в этой школе, я планирую, что и третий ребенок тоже будет иметь возможность поступить в данную школу. И сейчас, когда у меня есть письмо от Департамента образования, что проблема решена, я на этом не остановился. Они просто хотят сгладить проблему на текущий момент, потому что единственный путь для родителей сейчас - доказать, что все было сделано в нарушение законодательства. В данном случае управленческий совет превысил свои полномочия, он взял на себя те функции, которые мы ему никогда не передавали. Во-вторых, директор злоупотребил своими полномочиями, потому что он был обязан при таких коренных изменениях собрать опять же общий совет школы, что прописано в 5-й версии устава. И родители обязаны выразить недоверие управленческому совету и отменить его решение о принятии 6-й версии устава, о которой мы все время говорим. Потому что в 6-й версии вводится платное образование. На сайте школы нет многих документов, на которые ссылается устав, и до родителей никто информацию о них не доводил, поэтому родители находятся просто в правовом вакууме, им даже нечего посмотреть, чтобы сделать для себя какие-то выводы.
Елена Васильева: А откуда вообще взялся устав школы? Может быть, эту школу-интернат давным-давно выкупили, землю выкупили, может, у нее хозяин есть? Может быть, мы просто ничего не знаем? Это все вопросы к аудитору, к местным депутатам, к префектуре. Надо понять, как школа финансируется, на балансе она у кого?
Тамара Ляленкова: Это все очень большая работа! Родители уже проделали некую работу, и результатом ее стало то, что еще на один год осталась бесплатной продленка, но уже без интерната.
Елена Васильева: То есть у детей нет возможности оставаться там на ночь. А школа-интернат подразумевает необходимость круглосуточного пребывания детей в ней, обязательный сон для детей. То есть к концу 2014 года все детки остались без возможности отдыха.
Тамара Ляленкова: Я так понимаю, что спальные помещения начали ломать летом, когда закончился учебный год.
Андрей Щегельский: Все верно. И я хотел бы отметить, что спальные помещения востребованы, их не так много, люди записываются за полгода.
Тамара Ляленкова: На том же собрании, я помню, директор говорила, что только часть льготников реально пользуется спальными местами, и за них платит государство, все остальные пользуются этим в силу того, что они есть.
Андрей Щегельский: В любом случае сейчас эти помещения уже снесли. Я уже говорил о том, что набраны дети, не имеющие льгот, и если их родители выкупают места для своих детей, а мест ограниченное количество, то льготникам места просто уже может не хватить. То есть сейчас еще будет конфликт интересов, что присутствуют разные группы лиц, разные дети, имеющие или не имеющие льгот, то есть ситуация значительно усложнилась.
Тамара Ляленкова: Ну, поскольку все снесли, по факту это уже не интернат...
Андрей Щегельский: Нет, снесли еще не все, 160 мест осталось, но их было больше.
Диана Гучинова: Вообще, после собраний была путаница, люди не могли понять, кто же мы в результате - общеобразовательное учреждение или интернат. Было четко произнесено, что мы отказываемся от статуса интерната. Но почему-то еще остались спальные места. И родители просто запутались, кто мы, за что мы должны платить, за что не должны платить. Директор сказал: вы оплачиваете все. Тогда какие группы имеют право на ночевку? И ночевку где, если будет внесена большая часть помещений? Вопросов осталось очень много!
Тамара Ляленкова: Наталья, это частный случай или, может быть, обычная политическая история в образовании?
Наталья Чернышева: Конечно, это не частный случай, а это просто один из вопиющих случаев общей стратегии, которая сейчас реализуется. И мы просто должны спасать наших детей от нашего государства!
Андрей Щегельский: Я хотел бы добавить, что в настоящий момент подобная политика проводится во всех интернатах города Москвы. Интернаты нужны в Москве! В Москве много людей, которые работают посуточно, и данная услуга востребована, и уничтожать интернаты просто некорректно, это будет ошибкой для всех москвичей.
