
The Federal Migration Service has developed a bill "On Immigration Control in the Russian Federation," Russian Newspaper reports. In accordance with the document, immigration control bodies can conduct inquiry, investigative and other procedural actions, carry out personal search of citizens, their things and vehicles. Also, the FMS employees will have the right to use physical force and firearms.
Immigration control bodies will receive the right to call citizens and officials and receive the necessary explanations from them. Employees can forcefully lead to their units. In addition, immigration control bodies will independently decide on the undesirable arrival and residence of specific foreigners, prohibit them with entry into the country.
The bill also gives the right to create a network of informants. It will be allowed to "involve people who want to" promote immigration control to the freelance cooperation. "
Currently, the bill is undergoing a discussion. "From this bill, the FMS desire to create a special service endowed with all the necessary attributes, including the system of its agents. On August 19, the governmentchanged the rules for registration of citizens. The decision was prepared by the FMS. The rules are brought into line with the law on "rubber" apartments. Now a citizen can be deregistered in case of identification of the fact of his fictitious registration by decision of the registration authority.
Since January 2014, the concept of fictitious registration in residential premises has been introduced . We are talking about the so -called "rubber" apartments, when dozens, sometimes hundreds of people are recorded in one living room. Each such a "resident" may account for literally a few centimeters of living space. At the same time, people are only registered in the apartment and actually do not live in it.
In early June, it was reported that the government approved changes in the rules of migration accounting of foreigners and stateless persons, according to which the FMS can now derive from the registration of the place of residence of fictitious foreigners. Previously, the migration service could not refuse homeowners to register new residents. It was possible to remove from a person even in the so -called "rubber" apartment only by court decision.
