Today, at a plenary meeting of the Legislative Assembly of the Perm Territory, deputies approved the estimate of their own expenses for 2015 and the planning period of 2016 and 2017. The total amount of expenses will be 486.4 million rubles. This is by 6.5% or 29 million rubles. more than last year, but at the level of officially predicted inflation. Among other expenses, an increase in costs for the development of the youth parliament by 1.6 million rubles is provided. – as a result, the amount of expenses under this item will be 3.6 million rubles. Deputy Andrei Starkov proposed to approve the expenditures of the youth parliament in the amount of 1.9 million rubles. But his amendment was rejected. Vladimir Korsun was categorically against increasing the expenses of the youth parliament. “I just can’t understand why young people in the Youth Parliament should go in for sports for budget money (the budget includes the costs of holding the Sports Day for Young Parliamentarians - Kommersant)?” the deputy was perplexed. Sergei Mitrofanov noted that over the six years of work, the budget of the youth parliament has increased 6 times.

Deputy Dmitry Skrivanov proposed to think over plan “B” for the estimate. He said that the State Duma has two options for ensuring its own activities: based on an analysis of general macroeconomic indicators and for emergency situations. Today, according to the deputy, the Legislative Assembly should block a number of expenses and not start investing anywhere without a preliminary competition procedure. In conditions of inflation equal to 6.8% and the presence of a deficit budget, it is simply irrational to accept an estimate that increases expenses by 29 million rubles, the deputy noted. Despite the criticism, the majority of parliamentarians voted for the proposed draft estimate.
