
Petro Poroshenko dismissed the parliament of Ukraine. Are the elections in the conditions of war timely?
On the eve of negotiations in Minsk, to resolve the Ukrainian crisis, President of Ukraine Petro Poroshenko signed a decree on the dissolution of the Verkhovna Rada and the appointment of early elections on October 26. The head of state received such a law provided for by the Constitution of the country after a new ruling coalition did not arise in the parliament instead of the former - as part of the Batkivshchina, “Blood” and “Freedom”.
When making a decision on the dissolution of the Verkhovna Rada, Petro Poroshenko was guided not only by the legal basis that appeared, but also by public opinion. The latest hundreds of questions show that at least 80% of citizens believe: Ukraine needs a new parliament. In an appeal to the people, the head of state expressed the hope that the decree signed by him would help to cleanse power:

And most of these deputies adopted dictatorial laws that carried away the lives of the "heavenly hundreds" . For this, you need to bear responsibility - both criminal and political. In addition, many deputies of the current Rada are, if not direct sponsors and accomplices, then supporters of the paratroopers, ”Poroshenko believes.
Most experts support the early elections of the Rada. Among the critics of such a decision, Poroshenko is the head of the Institute of Ukrainian Policy, Kost Bondarenko . The political scientist calls the dissolution of the parliament of one of the greatest mistakes of the president:

- At a time when several regions of Ukraine cannot hold a full -fledged election campaign, when 44 districts are outside the electoral process, I think that the parliament can not be fully legitimate. The parliament, which may result in an additional factor in the destabilization of the situation in the country and will not be recognized as part of the citizens of Ukraine, since this radiation will not represent their interests. And in the conditions of war, until the world has come, to conduct any election campaigns - this is nonsense, ”Bondarenko’s bone is convinced.
Another political expert, the former deputy of the Verkhovna Rada Taras, recalls that the complete reboot of the authorities, including not only the presidential, but also the parliamentary elections, was the key requirement of the second Maidan:

- This was required by the absolute majority of the population of Ukraine. The new Rada will be much better than the current one. It, probably, will no longer be the Communists - the “fifth column”, corrupt politicians who protect the interests of not Ukraine, but a neighboring state. There will be no obvious representatives of the former ruling party of regions in the new parliament. This party has problems overcoming the established five percent barrier. It can be assumed that several parties will participate in the elections, which were created by the former “regionals”, behind which are famous oligarchs, including pro -Russian, but they will have to play by completely different rules. The next Rada will be elected in a different social format, and it will be really Ukrainian, ”Taras evaluated.
The deputies of the current composition of the Verkhovna Rada will have to fulfill their powers before the election of a new parliament. In early September, they should ratify the Association of Ukraine with the European Union and, perhaps, deputies will make another attempt to adopt a new election law. Taras draft believes that parliamentarians will not refuse the current mixed election system, according to which half of the parliamentarians are elected in the districts, and half according to party lists. Nevertheless, the members of the Rada can still vote for the possibility of participating in the elections not only of parties (as in the current version of the Law “On the Elections of People's Deputies”), but also of the blocks, as well as for the reduction for the parties to the passing barrier from 5 to 3%:

- It is unlikely to be glad to change the electoral system, but its modernization is quite possible. Blocks have always been in the Ukrainian elections, with the exception of the latter. And now proposals are sounding to allow participation in the elections to blocks. The President is interested in the return of such a norm to the law, since Blok Poroshenko could unite several not very strong pro -presidential parties and, quite likely, would become the leader of the campaign. At the same time, parties in the reaction wing with the formation of their bloc may have problems. Obviously, no one will obviously create a Yanukovych block named after Yanukovych, ”says Taras.
The Ukrainian press, meanwhile, argues that the probability, if not the adoption of a new one, then the changes in the current law “On the election of people's deputies” have increased significantly in recent days, since the blocks may need not only the authorities, but also the opposition. The newspaper Vesti reports the possibility of the appearance of the Bloc of the Party of the Development of Ukraine (is considered a project of the former head of the presidential administration Yanukovych Sergey Levochkin) and the Party of Regions (now controlled by oligarch Rinat Akhmetov). It is possible that in the near future it can also be announced the formation of a pro -government block .
