The first prisoner of federalization of Russia

In Krasnodar, to the opposition, Daria Polyudova, who was one of the organizers of the failed “march for the federalization of the Kuban”, opened a criminal case under two extremist articles - including under the article for propaganda of separatism. This is the first known case of applying a new “separatist” article, only recently included in the Criminal Code. Polyudova was arrested by the court for two months and is now in pre -trial detention center No. 5 of the UFSB, human rights activist Alexander Popkov told Mediazone.

The prosecutor's office of the region sent to the Prosecutor General’s Office the requirements “On blocking access to prohibited information posted on Internet sites”. What exactly sites and what information are in question, the department has not been specified.

The maximum punishment under the presented Polyudovaya article 280 of the Criminal Code (“Public calls for extremist activity”) is five years in prison.

Under article 280.1 (“Public calls for the implementation of actions aimed at violating the territorial integrity of the Russian Federation”) The maximum punishment also reaches five years in prison.

The new article 280.1 appeared in the Criminal Code in December 2013. Then the deputies from the Communist Party, who introduced the article to the parliament, justified its need by the fact that "the introduced norms would prevent possible separatist trends and calls for actions to assign parts of Russia to foreign states, as well as to stop the spread of information justifying these actions."

The “separatist” article entered into force on May 9, 2014; Recently, the State Duma has tightened the punishment provided to her.

According to the activist of the Krasnodar "solidarity" Viktor Chirikov, today Polyudova’s parents were searched at home.

23-year-old Daria Polyudova is a well-known opposition activist from Novorossiysk, she consists of an unregistered Rot Front party and in the United Communist Party. Polyudov was repeatedly detained by police during opposition shares. So, in February, she was arrested 10 days after a single picket under the “Strategy-31”, and in June she spent the night at the police and was fined for petty hooliganism after a single picket against the cutting of a pioneer grove near Novorossiysk.

Polyudova was one of the organizers of the “march for the federalization of the Kuban”, which was appointed on August 17. The action was supposed to go under the slogan “Stop feeding Moscow!”. “Our goal is to create the Kuban Republic as part of the Russian Federation or equalizing the rights of our regions with the republics,” the organizers wrote on the VKontakte campaign page (blocked at the request of the Prosecutor General). The notification submitted to the Krasnodar authorities was rejected under the pretext of the incorrectly indicated place of the event, after which the activists decided to conduct it in the format of the “folk gathering”.

Already on August 15, Daria Polyudova was arrested on charges of petty hooliganism. As the activist told reporters, she was detained by police officers after an unknown man tried to provoke a conflict on the street, accusing her of nationalism. The next day, the court sent Polyudov to arrest for 14 days. On August 26, while the girl was in a special -reception, the policecame with a search in her rented apartment and seized equipment from there. After the end of the arrest on August 29, Polyudova did not be released and her fate was unclear until yesterday.

The march itself did not actually take place on August 17: instead of supporters of federalization, there were a large number of police officers and ultra -conservative activists, who came to “disperse the Maidan”. The activist Vladimir Martynov, who nevertheless appeared at the venue of the action with a ribbon of flowers of the Ukrainian flag, was attacked by ideological opponents. Martynov was detained, the next day he was sentenced to 15 days of arrest under the article on “petty hooliganism”. As the lawyer and human rights activist Alexander Popkov told Mediazone, now Martynov has already been released, he was not charged with any accusations or claims.

Popkov, who previously defended Daria Polyudova on administrative charges, also does not know exactly what kind of records on the network could attract the attention of law enforcement officers.

“She wrote a lot there, she has such a rhetoric, about the capitalists, about the bourgeoisie ...” says Popkov, who is not involved in Polyudova himself. So far, only the appointed state approval is protected.

According to the representatives of the PMC, who visited Polyudov in the pre -trial detention center, Alexander Popkov knows that the girl did not complain about the pressure and is in a combat mood: “She is a Comrade Stop, Stubborn, Fighter for the Proletariat, and now she is in such a vigorous state of mind.”

Simultaneously with the Krasnodar action, a “march for the federalization of Siberia” was supposed to pass, which also did not take place. Immediately 14 publications that published materials about the planned action received a warning from Roskomnadzor and the requirement to delete materials. Almost all the media submitted to the requirements, only the Russian BBC service refused to delete interviews with the Siberian artist Artem Loskutov.

One of the organizers of the Siberian march, Mikhail Pulin, together with his wife Maria Katynskaya was detained in the Altai Republic. After interrogation, they were first released, and on the morning of August 15 they again were detained on suspicion of theft of a mobile phone. Activists were kept in the police and on various investigative actions for more than two days, but in the end they released without any charges. Other organizers were called several times to the Novosibirsk Center “E”, and the activist Alexei Baranov under the door of the apartment was thrown by a severed lamb's head. Baranov and another organizer of the action - Alexander Atabaev - were detained on the afternoon of August 16. They were released on the same day, issuing the summons for interrogation to the Investigative Committee. The interrogation began almost simultaneously with the planned time "march for the federalization of Siberia."
