The deputy head of the State Traffic Safety Inspectorate of the Main Directorate of the Ministry of Internal Affairs of Russia for the Rostov Region, Alexander Otsimik, who was suspended from service due to a criminal case of beating the head of the regional traffic police, became involved in another criminal case - this time about receiving a bribe for issuing “prestigious” license plates.
Otsimik came to the attention of investigators in the spring of this year: according to them, it was he who organized the attack on the head of the State Traffic Safety Inspectorate of the Main Directorate of the Ministry of Internal Affairs of Russia for the Rostov Region, Sergei Morgachev, who was beaten on March 25 in the entrance of the house where he lived. 40-year-old Morgachev was beaten with sticks and kicked in the head and face. According to the materials of the criminal case, Otsimik paid the two participants in the attack and the driver who brought them to the house of the head of the State Traffic Safety Inspectorate 100 thousand rubles each. Morgachev was appointed to a leadership position in December 2013, before that acting. The head of the State Traffic Safety Inspectorate was Otsimik. According to some reports, among the attackers was also a police officer who had not passed certification. While investigating the case of beating Morgachev, investigators also found out that Otsimik, being the acting the head of the State Traffic Safety Inspectorate for the Rostov region, received from a local businessman for obtaining “prestigious state registration plates” for several cars. According to the Investigation Department of the Investigative Committee for the Rostov Region, the entrepreneur first forgave Otsimik a debt in the amount of 2 million rubles, and then paid another 450 thousand rubles. A criminal case was initiated under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receipt by an official personally of a bribe in the form of money and in the form of the illegal provision of services of a property nature to him for illegal actions in favor of the bribe-giver, committed on an especially large scale) and combined into one proceeding with the case under Part 3 of Art. 33, paragraph “a”, part 3, art. 111 of the Criminal Code of the Russian Federation (organization of intentional infliction of grievous bodily harm).
