Vladimir Putin proposed a plan for the settlement of the crisis in Ukraine. He added that along the way from Blagoveshchensk to Ulan Bator on an airplane, " he threw some thoughts, plan of action ." The plan consists of seven points.

Here the nuance - Putin does not talk about international control of the border, but only about the situation in areas occupied by separatists.
- " Exclude the use of military aviation against civilians and settlements in the conflict zone ." Well, if a truce and stop, there are no questions.

Further scenario: Putin hopes that the agreements between the parties to the conflict will be reached on September 5 at a meeting of the contact group. Of course, there is an uncertainty related to the fact that the plan is offered by the president of the country, which constantly assures that it is not a participant in the conflict.
B. Obama in Tallinn
The Program of Obama's visit to Estonia is on the White House website. On September 3, on the first day of the visit, at a joint press conference with Estonian President Ilves, he proclaimed the " unwavering and constant commitment to the US Security Safety of his NATO allies. Well, in Tallinn he could only start with this. According to him, the United States will be sent more than the Air Force and aircraft to the Baltic countries. He called the former Soviet air base of Emari (near Tallinn) an ideal place to participate in this process and assured that the United States has eternal obligations to NATO members in accordance with the Charter on the collective defense of the alliance.
At the same press conference, Obama officially announced that the Russian troops were located in Ukraine and called on the Russian authorities to withdraw them: " Russian troops entering Ukraine is not a humanitarian or peacekeeping mission. But now - that is, after Putin’s plan - as if new circumstances appeared. It seems to be a demonstration of peace. But so far she did not give the effect. Obama on this occasion noted that it was too early to say that the agreement on the ceasefire began to act. He also added that " if Russia is actually ready to stop funding, weapons, training and assistance to separatists and take the political settlement of the crisis seriously, then this is what everyone hopes for ." But, of course, the summit will have time to slip until the moment when the West is convinced of the peace of Russia (if it is demonstrated). Moreover, Russia continues to argue that "is not a side of the conflict."
From the words of Obama, one cannot understand what exactly NATO will decide. He also had a public speech in which there are such points:
