On Friday, the Lenin Court of Saransk arrested the head of the Mordovian IK-13 Dmitry Netskin on suspicion of receiving a bribe of 1 million 25 thousand rubles. The case against Netskin was opened in part 6 of Article 290 of the Criminal Code (receiving a bribe on an especially large amount).
According to the investigation, at the beginning of 2013, the 53-year-old head of the correctional colony, “having an intent to receive a bribe on an especially large scale,” gave his subordinates an indication of the conclusion with several commercial organizations of contracts for sewing products on the basis of the colony, which he led. According to the Netskin plan, businessmen had to transfer to him the so -called “rollback” 20% of the cost of the service for sewing one product.
“In the future, they calculated the approximate amount of a bribe for the manufactured products and on September 3, 2014, when receiving a fund of 1 million 25 thousand rubles, a colonel of the domestic service was detained with the red -handed employees of the Federal Security Service of Russia in the Republic of Mordovia,” the Republican SU SK said in a statement. Now investigators are establishing the details of the crime committed by Netskin.
Already in the evening on Friday, the court passed as it was suppressed. Before the meeting in the corridor of the Leninsky Court of Saransk, Colonel Netskin carefully hid from the lenses of cameras behind his defender, whom he invited from Ryazan.
- Yes, stop shooting! What do you like here a photo shoot, or something!? - lawyer Alexei Postnikov was annoyed for journalists. He left the request to comment on the detention from the red -handed client without comment.
Judge Nina Uryavina began a meeting with the identity of the suspect. “Higher education, a citizen of the Russian Federation, is married, there are no health problems,” the colonel answered. Investigator Sergei Andreev asked to send the head of the colony to the pre -trial detention center.
- Your honor, I ask you to conclude Netskin into custody, because, remaining free, he can prevent the establishment of truth in the case. Almost all witnesses are subordinates to Netskina. He can affect them, ”the investigator argued his request.
- Do you agree? - the judge asked Netskin.
“Pfff,” the colonel sighed. - Not ... well, I didn’t kill anyone. Leave me under house arrest. You see, I have such a state that I do not understand anything at all.
After the judge went out to make a decision in the deliberative room, the defendant communicated with the operatives of the Republican FSB.
- Can you take pills in a pre -trial detention center? - asked the head of the colony. - And then my pressure jumped up.
“You can’t do your pills in a pre -trial detention center,” the investigators explained to him. - There you write a statement, they will be given.
The judge decided to send Dmitry Netskin into custody for two months. The colonel turned to the wall.
According to the journalist and human rights activist Zoe Sveta, in order to assemble incriminating evidence to the head of IK-13, the women's prisoners were interrogated by the FSB operatives.
“So, for example, they did with Olga Zharikova. They demanded that she testify to her head of the colony, told how many stitched costumes are sent to the left, how much fabric is stealing. For interrogations, she was transferred to the neighboring colony of IK-14, where Nadia Tolokonnikov was sitting, ”Svetova writes on his Facebook.
In the spring of 2014, the acting The head of the Mordovian department of the FSIN was the internal service colonel Alexei Netskin, the namesake of the head of the IK-13. Since then, four high -ranking FSIN employees in Mordovia have lost their posts. The ex-head of the IK-14 Alexander Kulagin, which previously kept Nadezhda Tolokonnikova, as well as his wife Svetlana, who held the post of deputy head of the educational work of the FSIN of Mordovia, was removed from the post. Together with her husband, she moved to Krasnodar, now Kulagin leads IK-3 there. In addition, according to the head of the Human Rights Organization of Agora, Pavel Chikov, the case of corruption was instituted against the head of IK-12 Alexander Milakin, he lost his post.
In the Mordovian IK-13, specializing in sewing forms for security forces, Chechenka Zara Murtazalieva was serving a sentence since 2005. She received nine years of colony on charges of preparing a terrorist attack in the Moscow Commercial Center "Okhotny Ryad". The Supreme Court later reduced her sentence for six months. International human rights organizations called Murtazaliev political prisoner, this was due to the fact that the witnesses who had given the testimony against her at the investigation stage at the trial were abandoned.
Having left the colony, Murtazaliev formulated a large number of claims to the leadership of a correctional institution. According to her, in the colony of prisoners, daily beatings and torture are waiting for, 15 hours of work, seven days a week.
“We sewed clothes, and for this hard labor we gave us 200-300 rubles a month, which was enough to buy a kilogram of sweets and half a kilo of cookies. The most common disease from which prisoners allegedly die is a heart failure. In fact, people are dying of beatings and torture, ”Murtazalieva noted. Dmitry Netskin refuted her accusations against him. In an interview with RFI, he said that the former prisoner could not, for example, get a head injury that she reported.
“We are not even convicted, well, it sometimes happens, mostly women how? They scold, cling to the hair, scare. This can still be. And so, so, to this? No, we cannot have this. And there was not even. Here I have been working since 2004, and there has never been anything like that. Not a single criminal case was opened, ”Netskin noted in a conversation with reporters. He called Murtazaliev a man "smart, secretive, cunning." According to him, "she can psychologically affect other convicts and even employees." He first refused to talk about Chechenka’s involvement in the preparation of the terrorist attack, and then announced that Murtazalieva "100% still have a swab somewhere."
Members of the PMC Mordovia, with whom the Mediazone managed to contact, do not have the details of the criminal prosecution of the chief IK-13. Gennady Morozov, the former chief of the Republican PMC, and, according to his colleagues, ex-employee of the FSIN, refused to speak with reporters. He did not know about the detention of Netskin on Friday in the afternoon.
“My duties include only the protection of the rights of prisoners. In general, I will talk about this topic, sorry, I won’t, goodbye, ”Morozov told the mediazone correspondent.
