In the Southern Federal District on September 14, it will be rich in voting in the afternoon. Despite the fact that only six regions are included in the district, the number of interesting and important elections that pass there, many neighbors can only envy.
Governor's elections
Of the six regions, the heads of administrations choose the population of three - Kalmykia, the Astrakhan and Volgograd regions. Moreover, if it is more or less clear with Kalmykia, then the elections in the remaining two regions are difficult to call passing through.
The Kremlin tried to find a good head of the Volgograd region for a long time. The previous attempt ended unsuccessfully - Dmitry Medvedev, Sergey Bozhenov, who was appointed in January 2012, who had previously held the mayor of Astrakhan, could not agree with the local elites, was involved in several corruption scandals, made a series of terrorist attacks at the end of 2013 and was resigned by Vladimir Putin in April 2014, and now, according to some data, according to some data, according to some data. hidden abroad.
Andrey BocharovAndrei Bocharov came to the place of Bozhenov, whom Vladimir Putin appointed the acting governor. Bocharov - a participant in the First Chechen War, Hero of Russia, the former deputy head of the Bryansk region and at the time of his appointment - deputy of the State Duma. Before his appointment, little connected him with Volgograd, but he managed to build a layout in a few months in such a way that he had practically no rivals.
Initially, it was believed that Bocharov’s competition will be a candidate from the traditionally strong in the region of the Communist Party. However, Nikolai Parshin, who was going to participate in the campaign, was removed due to the criminal scandal, the State Duma even deprived of parliamentary immunity.
After the disappearance from Parshin’s political scene, Bocharov’s main competitor began to be considered, quite famous in the field of Socialist Revolutionary, Oleg Mikheev. However, these sociology show that practically nothing shines on him, and the Moscow protege almost guaranteed himself a victory in the first round.
The editor of the newspaper MK-Volgograd Yevgeny Kalinin told Polit.ru that Bocharov initially abandoned any public controversy and conducting a full-fledged election campaign, in the city neither billboards nor any other signs of a campaign.
According to Kalinin, under Bocharov, the region began to receive more preferences, including from the federal center. “Those funds that come to the region, and those projects of federal significance that are implemented in the region, of course, add votes to him,” Kalinin is convinced.
According to the journalist, no one except Bocharov could present a decent program of action, so the acting governor was out of competition. “The campaigns of other candidates are based on capitalization of their political image,” Kalinin believes. - They are more concerned about the problems of future years, and not the current situation in the region. The whole campaign is built on their personal achievements and merits, all agitation is reduced to gain as many rating glasses as possible for them, not in relation to the context of the governor’s election. ”
Alexander ZhilkinA completely different situation in the neighboring Astrakhan region. The current governor Alexander Zhilkin has been managing the region for 10 years, but does not receive any support of the Kremlin, in any case, visible. In the region, one of the most competitive elections of governors with the country is held, and the campaign is quite quiet - which is especially surprising, given that in last years the elections were accompanied by scandals that thundered throughout Russia.
The editor -in -chief of the AiF - Astrakhan newspaper, Alexei Dmitriev, told Polit.ru that everyone was waiting for the early resignation of Zhilkin and the appointment of his temporarily acting head of the Astrakhan region, but this did not happen. “In this regard, some of his opponents say that since he did not receive approval from the leadership of the country, then it is not worth voting for him, since it is likely that he will be removed from his post in the near future,” the journalist notes.
Nevertheless, Zhilkin does not give up: the status of the current head of the region allows him to constantly carry out campaigning measures, to appear in the press and on television. “From an administrative point of view, everything that could be done was done on his part,” Dmitriev is convinced.
Oleg SheinThe main competitor of Zhilkin is Oleg Shein just Russians. Dmitriev is sure that his main goal is to achieve the second round, and the chances of such a development of events are quite high. Sheina mainly supports the urban population, and the regional election commission for this time decided to establish electronic urns for voting throughout Astrakhan and Akhtubinsk, the second largest population of the city of the region, which increases the chances of honest counting of votes.
Despite everything, Dmitriev believes that Zhilkin will still win the first round, but with a very small advantage, and in cities the support of Shein will be much stronger. “In Astrakhan, Znamensk and Akhtubinsk, most likely, they will support an opposition candidate. The north of the region is a place where just Russians and the Communists traditionally received large percentages of the vote, in addition, the latest elections showed that the counting of the votes there was more or less honest, ”he notes.
Elections to Legislative Assembly
In the entire Southern District, citizens will elect only one regional parliament - the Volgograd region. In principle, there should be no surprises, it is unlikely that at least any - that party, except for United Russia, will be able to create a large faction. The election of the regional council is interesting from the point of view that the governor has just been appointed and should not only ensure his election, but also guarantee the impact in the Legislative Assembly.
Elections of mayors
Anatoly PakhomovAt the municipal level in the Southern Federal District, of course, dozens of elections are also held-but most of them can hardly be called competitive and it is unlikely that they will be interesting to someone outside their regions. Probably, at least some attention of federal observers will be called only elections in Sochi-Anatoly Pakhomov is going to be re-elected in the Olympic capital. It will also be possible to observe the voting progress, for example, in Novoshakhtinsk - the city right on the border with the Lugansk region of Ukraine, where the separatists are waging a war on the department with the central government. It is unlikely that this fact will somehow affect the results, but with the vote itself there may be all sorts of unexpected incidents.
City councils
But for a long time the elections in the city assembly of Elista, the capital of Kalmykia will be remembered. Only three parties really apply for the distribution of mandates - in addition to United Russia, this is a “civilian platform” and the Communist Party. Moreover, according to the calculations of the opposition, the EP will gain only about 40%, the GP in the region of 20%, and the Communists will take another 10%. Considering that out of 25 city deputies on lists, 18 people will fall into the meeting and only 7 will go through the elections in single -mandate districts, party ratings play an important role here. If the opposition’s calculations are correct, then the “civilian platform” will be allowed before the formation of the policy of the city administration.
The low result of the party in power is explained by the fact that there is no unity in the local cell of EP. The former mayor of Elista Radiy Burulov, and the head of the administration of the head of the republic Igor Shalkhakov, and the leader of the United Russia, Anatoly Kozachko, are influenced.
