Of course, the initiative of the minister will contribute to a further decline in literacy - in the study of any subject, and the Russian language is not an exception, the students are very much motivated by the upcoming exam. In addition, the work of teachers who check the works threatens to turn into the work of decoders, since the phonetic system of the Russian language is arranged so that the same word can be written in many different ways (which was shown by M.V. Panov in the above quote).

The very assumption that a decent essay is capable of a person who is familiar with spelling so bad that the very fact of its existence does not allow him to express a thought and blocks the flow of speech, absolutely absurd. It is in vain to expect from a person who writes “Surrender”, “Porlamin”, “Rilegeous” and putting a comma in almost every phrase between the subject and predicate, good and intelligible written text. Spelling is not a vignette of written speech, especially - not constraining its chains. Spelling is a deeply organic and integral part of it. If a person does not know how to write competently - this, in fact, means that he does not know how to write at all, he is incapable of the written manifestation of speech. Written and oral speech are two different types of speech activity, and both of them formed both of a cultural educated person. In general, it seems to me, the main task of the school composition is just the formation and consolidation of the child’s skill of free written speech. It is the absence of this skill that gives rise to that terrible unreadable chancellery, which is replete today, for example, press releases of the Russian Foreign Ministry and other government agencies.

However, the proposal of Minister Livanov is not at all surprising. It is quite consistent with the general establishment of the current government for contempt (and suspicion) to people who competently and freely own both oral and written speech. (By the way, a colleague of Livanova, Minister of Culture Medinsky lamented on the same days that the humanities in the country divorced a dime a dozen).

But what about the protection of the Russian language, proclaimed today from all state stands? In the light of the events of recent months, I can assume that a person who protects the Russian language with weapons in the hands of another country is more convenient for the authorities than the one who owns this language impeccably and subtly feels it.
