As Kommersant learned, the Odintsovo City Court of the Moscow Region will consider a criminal case against the alleged accomplice of ex-employees of the GUEBiPK Ministry of Internal Affairs, businessman Sergei Laskin, accused of organizing a criminal community. The trial should not take much time, as it will be carried out in a special manner without a judicial investigation.

The indictment in the case of Sergei Laskin, investigated by the Main Investigation Department of the Investigative Committee of the Russian Federation, was approved by Deputy Prosecutor General of Russia Viktor Grin. He also sent the investigation materials to the Odintsovo City Court. The court has already held preliminary hearings in the case, and Sergei Laskin may be sentenced this week.

The owner and general director of NPO Prizma LLC, near Moscow, “Laskin is accused of committing a crime under Art. 30 and art. 286 of the Criminal Code of the Russian Federation (aiding and abetting abuse of power). According to investigators, at the beginning of 2013, a businessman whose company installs Strelka photo and video cameras on highways for recording traffic violations, contacted the GUEBiPK, saying that, despite the fact that he had won a competition in the Moscow region worth about 111 million rubles. , competitors and officials prevented him from fulfilling the contract. The latter allegedly demanded a large kickback.

The operatives suggested that Sergei Laskin “deposit” 17 million rubles to the head of the department for organizing activities of the Ministry of Transport of the Moscow Region, Sergei Naydenov, the amount he allegedly demanded for Prizma’s participation in the installation of cameras. Last September, at a LUKOIL gas station on Rublevo-Uspenskoye Highway, a businessman handed over a bag of money to an official, after which Naydenov was detained by GUEBiPK officers. Sergei Naydenov was arrested on charges of attempted especially large-scale fraud (Article 30 and Part 4 of Article 159 of the Criminal Code of the Russian Federation), which was brought against him by the investigative department of the Ministry of Internal Affairs. Subsequently, the head of the Moscow Regional Road Safety Center, Konstantin Bragin, was also detained: according to Sergei Naydenov, the kickback was intended for him. The case received great resonance because it was the first corruption scandal in the government of the Moscow Region after the election of Andrei Vorobyov as governor.

However, after the initiation of a criminal case about a criminal community in the GUEBiPK, the investigation came to the conclusion that in this case there was a provocation on the part of the operatives.

Sergei Laskin was detained by the Main Investigative Directorate of the Investigative Committee of the Russian Federation, and once in a pre-trial detention center, he cooperated with the investigation, fully admitting his guilt and writing a petition to consider his case in a special manner, which guarantees him a minimum sentence.

However, it is not yet a fact that the verdict of the Odintsovo court will be guilty. Let us note that the Izmailovsky District Court, considering the case of another GUEBiPK assistant, Alexey Klyushkin, also accused under Art. 30 and art. 286 of the Criminal Code of the Russian Federation, considered that there was a serious error in the indictment, which prevents its consideration on the merits. As the court decided, Klyushkin should have been charged under Part 2 of Art. 210 of the Criminal Code of the Russian Federation (participation in a criminal community), as well as the operatives whom he assisted in an illegal special operation.
