Half a century ago, in two buildings framing the Soviet Square in Ufa, two main business entities met: the Council of Ministers of the Bashkir Autonomous Soviet Socialist Republic and the Bashneft association.
It is difficult to say which of these organizations of power and influence had more. The building of the association was in Ufa, and the NGDU (oil and gas management) was scattered at all the ends of the republic, and then climbed into Udmurtia, and then to Siberia. As once, in the 30-40s, Baku oil industry workers mastered the deposits between the Volga and the Urals, so in the 60-70s they went to the Urals.
“Bashneft” over the years, however, was getting less and less in her republic, but “Bashneftekhimzavodes” processed more. If the first approached 8 million tons of production a year, then the five factories that were part of the second association reached 42 million tons of processed raw materials. Bashkiria became the second after Rotterdam the oil refining center in Europe.
These powerful production capacities (plus considerable electrical capacities "Bashkirenergo") and compiled the current vertically integrated company, which took the old Honored name "Bashneft". But between the two reincarnations of one name there were many events, for the most part - violating laws, written and unwritten.
Metamorphoses of the "Red Director"
The main character in the changes was Murtaza Rakhimov. He worked for 34 years at the same factory-the Novo-Ufim refinery, dear to the director, and then went to power. For almost 20 years he led Bashkiria, became the first president of the Republic of Bashkortostan, and before that - the initiator of legislative acts that approve the republic’s right to own and dispose of state property located on its territory. That even in the early 90s, when they looked at the spread fingers, violated the Russian Constitution, Boris Yeltsin’s decrees, laws adopted by parliament, and the norms of the Federal Property Management Agency. The list of violations with explanations compiled by lawyers occupies several pages.

Here is just one quote from the former employee of the Accounts Chamber of the Russian Federation Salavat Migranov: “The fate of the Decree No. 1403 is characteristic. They provided for the consolidation of the federal ownership of three years and the transfer of the State Pacete to the Office of Lukoil in 38 % of the shares of NUNPZ, and 38 % of the shares of each of the 28 Bashkir enterprises (including the state -owned regiment of the State Power "Bashneft", UNPZ, "Ufaniftekhim" and "Bashkirnefteproduct"). And then Murtaza Rakhimov, also with violations of all -Russian laws, began in several stages to privatize the Bashkir fuel and energy complex. At these stages, he calculated with some of his old comrades. The director of the refinery, Alexander Voronin, who replaced him, entered the prison, the former head of Bashkirenergo, and then Prime Minister Anatoly Kopov was saved from such a fate by Anatoly Chubais, who took him to the deputy of the RAO UES. But the close Kopsov still visited prison.

Profession is the son of the president
Towards the end of the millennium, the one who all these combinations had been erased on the advance of the Bashkir "oil industry". A modest consultant-economist Ural Rakhimov takes reins to his hands. The son of the president of the republic and his young educated friends, rapidly changing legal entities and distorting the forms of ownership, again brought almost the entire Bashkir fuel and energy complex to one unification. It was called OJSC "Bashneftekhim", then OJSC "Bashkir Fuel Company", finally - "Bashkir capital".
At this stage, many involved in the company were again “eliminated”. The director of the Ufa oil refinery Salavat Gaynanov, the chief accountant of Bashneftekhimtorg Valery Speransky, as well as the manager of the Ronex Tanker, Oleg Bulatov, died. At the coffin of Speransky, his personal friend - Ural Rakhimov cried.
But the other friend - Igor Izmestiev - became a senator from Bashkiria. Subsequently, he was deprived of this title by decision of the Federation Council and was captured by the Russian special services in Bishkek, accused of creating a gang of killers, on the account of the murders of the above businessmen and much more, and sentenced to life imprisonment. On his new testimony, accusations against the Urals Rakhimov and Vladimir Yevtushenkov are now being built, and they are accused of illegal assignment of Bastek shares.
The investigation and accusation could begin ten years earlier. Long before the special operation in Bishkek 2007 and the trial of the Kingisepp group of Killers: back in 2003, the auditor of the Accounts Chamber Vyacheslav Ignatov meticulously dismantled all illegal operations with shares and transferred a thick imprisonment to the investigating authorities and the Prosecutor General. In addition to fraud with shares, he saw the damage to the state and in the Baikonur scheme: from the submission of Izmestiev and his oil industry company, Korus, many sales of Bashkir suppliers began to make transactions with Kazakhstan offshore firms, although in fact, neither products nor real funds were received by the City Cosmodrome. In the press, central and regional, data from the auditor's report appeared, several interviews with him came out. And everything died out.
10 years of exposure
Why is it stalled? In the response to this question, the keys to today's events are hidden, including to the post -extinction testimony of Izmestiev, to the house arrest of Yevtushenkov, to the international wanted list of the Urals Rakhimov. The fact is that in 2003 the next presidential election was held in the Republic of Bashkortostan, fraud with shares and the “response” report by Ignatov served as preparing for them. The story with shares helped the Kremlin in the blackmail of Rakhimov.
The current president of the republic did not go out (according to independent sources) even in the second round of elections, Sergey Veremeenko (then “Interprombank”) and Ralif Safin (then-Vice President of Lukoil) scored more votes. Even the strategy of tension did not help: before the vote, someone blew up a jeep with the protection of the Urals Rakhimov. Rakhimov Sr. rushed for his support, he was provided with him, but for this they demanded to give the "oil industry". After which it was announced that Murtaza Rakhimov was going on a second round, but Safin did not. Veremeenko was threatened with accusations of terrorism, tied the case of the explosion of the Jeep of the Urals and other acts to him, which, as it turned out later, was arranged by the Rakhimovites themselves. As a result, he practically abandoned the struggle, and in the second round of Murtaza Rakhimov was again elected.

But he was by no means in a hurry to give it to overwhelming labor. The Kremlin began to press on it. Then Rakhimov turned to the longtime associate - Yuri Luzhkov. And in 2005, a system close to the mayor of AFK Sistema came to the republic, never before in a large oil business. The “system” received a blocking package of Bashneft, recreated in the form of a vertically integrated company. The deal was helped by structures close to Izmestiev.
Events related to the Kremlin, Rakhimov and Izmestiev occurred between the elections and the arrival of the “system”. In September 2004, Alexander Puman, the Killer-explosive engineer of the Kingisepp Group, was detained during the preparation of a huge power explosion on Kutuzovsky Prospekt. The first version of the attempt on Vladimir Putin appeared. Is this so is unknown: Puman called the police department from the police department and said about the detention, after which a completely extraneous officer came to the police and scored the detainee to death “in the process of interrogation”. The Izmestyev was then accused, among other things, of the preparation of the explosion of the Bashkir businessman, who lived on the very end of Kutuzovsky Prospekt.
Explosive package of shares
In October 2011, The New Times already wrote about the version of the attempt on Putin, that Izmestiev did not need to encroach on the head of state. But Rakhimov theoretically had a reason: not to give the Bashtek. By the way, as the lawyer of Izmestiev Alexander Gusak noted after the press, his client had no motives to prepare those crimes in which he was accused of the testimony of members of the Kingisepp group. The Rakhimovs received all the benefits.

Be that as it may, the largest package of Bashneft shares after numerous gap operations remained in the hands of the Urals Rakhimov. This did not suit Moscow, and she again began to put pressure on Ufa. It was then that the Izmestyev was arrested. Two years of his preliminary conclusion, there was a danger that he would testify to the Rakhimovs, for two years, Ural Rakhimov was locked up on a separate floor of the 13th Ufa city hospital. But as soon as the AFK Sistema squeezed his father and received a control package, the Urals flew to Vienna. And he lived there for the past five years for incomprehensible where the big money came from nowhere: after all, the buyer officially transferred a fee for shares of the Urals charity foundation.
The Ural Foundation, now led by the former president of Bashkortostan, Murtaza Rakhimov, received 60 billion rubles. “Bashneft” only last year allocated 80 billion rubles for dividends. The company conducts reconnaissance in Iraq and Myanmar, mines a year, mainly in spacing areas, about 16 million tons of oil and processes about 21 million. Which, by the way, is half as much as much more than forty years ago.
