Last week, the Internet media scared its readers that at the upcoming Security Council, Russian President Vladimir Putin will discuss with its members the possibility of disconnecting the Russian Internet segment from the global network in emergency situations. On Monday, Putin’s spokesman Dmitry Peskov said that this topic was not discussed by Putin with permanent members of the Security Council. Nevertheless, questions, two days earlier, who prevailed the Runet, hang menacingly in the air, remaining unanswered. Colta.ru addressed them to people whose opinion is important to us.
1) When, in your opinion, they can turn off us from the global Internet?
2) What will you do personally if this happens?
Philosopher, journalist
They can when they want. Of course, bourgeois newspapers will write bad, and investors will shudder. But here we must understand that the West firmly entered us into authoritarian regimes. And by large accounts, two things are required from authoritarian regimes: not to go beyond the boundaries of our country (we have now violated this rule, therefore such a noise) and not cancel capitalism - do not tear world economic relations, sell and buy. And there is Twitter or Facebook in them, in a normal situation, the outside world does not care much. In China, there is no, in Vietnam, there is no, but investment by the river, tourists with a stream. And only if some unrest begins there, everyone recalls: here they have no normal Internet.
Another thing is that without the Internet there is no capitalism in the modern world. Therefore, just so the Internet is not turned off even in authoritarian modes.
Without the Internet, we only have North Korea-there he is in special-communities, like in the USSR, and in some places illegal, through Chinese cellular operators where they are caught. And the rest have. Separate sites are closed, unavailable or fractions for local requirements whole search engines. The Chinese Internet is associated with the World Subtle Channel. But connected. Since the Internet is needed for modern capitalism, even authoritarian capitalism, they will not turn it off, they will work with it, transfer servers, demand from search engines to correctly configure the search results, and turn off the dangerous sites during the days of dangers and unrest. I watched this in Iran during the election.
In Syria and China, everything external is loaded very slowly when there is something wrong there. On the other hand, in the same Syria and Iran, I saw how, with the help of simple bypass programs, people sat on a forbidden Facebook. And in China with Vietnam they sat. I think this will be done if the Internet is disconnected in the Chinese manner. And if they turn off to the North Korean, I will go on a creative business trip. Such a country will not last long.
Journalist, political analyst
I have no doubt that any abomination can be done at any moment without warning. I have already done something with this: I moved to live in Berlin. I believe that it is now impossible to practice journalistic profession in Russia because of a number of new laws and the constant danger of disconnecting or filtering the Internet, so the only possibility of continuing this practice is a move.

1) at any moment when the authorities pleased.
2) Read more books.

1) In the event of war, I do not believe in other layouts. Well, or if someone comes to power much more radically than Putin and arrange North Korea here.
2) if something from the foregoing happened, the loss of access to the world Internet will seem far from the most pressing problem, but it will be necessary to engage in the safety of the family.
The so -called world community in the person of the G7 club will not forgive Russia not agreed with it the return of Crimea, so you can expect anything, even the war between nuclear powers. Turning off the global Internet is also possible, but, in my opinion, it is unlikely. But the strengthening of the influence and participation of the state and its supporters in the online industry will certainly continue.

1) Most likely they will never turn off, but they can try.
2) finish the doctor.

1) I hope never. Such a solution would be suicidal - this would mean to voluntarily return to the level of development of twenty years ago and destroy any hopes for the development of both the economy and science, which are global in the modern world by definition. Not to mention social costs. This is about the same as suddenly abandoning the use of electricity. The authorities still have not made the impression of suicides, although, of course, some of their decisions seem completely inadequate to me. If we are not talking about shutdown, but about partial restrictions like those used in China, Iran, Turkey and some other countries, then such restrictions, as you know, are easy to manage and fundamentally do not change the situation.
2) I hope that I will not have to make such a decision. In any case, my professional activity without the Internet is impossible.
Head of LiveInternet
1) Never, because we are not awaiting a shutdown, but filtering, in implementation is very similar to the Chinese version.
2) I will rejoice and prepare for the growth of capitalization. Yes, finally I will begin to fully communicate with my son VKontakte.

1) I do not think that technically it is possible. For this, Runet is too decentralized and too integrated into the world network. In the same way, during the coup of 1991, the putschists did not manage to turn off Radio Liberty and Echo of Moscow and cut phones and faxes in opposition publications. The emergency shutdown of the Internet “by call” took place in only two countries: in Egypt at Mubarak and Libya under Gaddafi during the “Arab Spring”, and I hope that the security council members remember how it ended for these leaders.
2) I understand that the regime has come to an end, I will take care of the safety of my loved ones and begin to monitor the development of events with interest.

1) Any forecasts for terms - the most ungrateful business, when it comes to the sole decisions of one very unpredictable man. This can happen today, in a month, in a year or never.
2) Personally, if this happens, I will look for and develop alternative channels for access to the network.

1) at any time when the escalation of the conflict with the West - new counter -sanctions in response to the next sanctions - will require the next step, but nothing that could be banned, there will be no longer left.
2) I will go to bed early.

1) This is impossible. This is scared for citizens. The whole business is built on network ties. I do not understand whether it is possible to separately disable the private sectors of the Internet; Probably, the FB and the rest is quite.
2) I remember how to use a phone, telegraph, mail, stations and bridges.
