Tamara Lyalenkova: Today's topic is where to study for a disabled person. And we will speak mainly about children with very disabilities. About those who are inclusion, training with classmates in a regular school, is unavailable, and the only way to obtain education remains in a boarding school. So the state system works in Russia. However, there are several other models that have been working for several years, which we will talk about today.

We probably start with Julia. Julia also works in the regional public organization of disabled people "Perspective", and she is the mother of a rather complicated student. You have traveled a long way, the boy is already 18 years old, and you have been coordinating work with your parents. Where can children gain the maximum that can come in handy in life?
Julia Lentyeva: When the parents of children with disabilities contact us, of course, the organization of disabled people "Perspective", we provide them with services, cooperate with schools, we say where to contact, help mom to apply for a child to school. On the example of my child, I understood that except for the school of St. George, where he is now studying, he was not taken anywhere, he could not help him anywhere. My child has Down syndrome, autistic manifestations, and he does not say, he has a delay in speech development. This is the only place where Filly was taken without problems, he was then 8 years old. And he went to an ordinary kindergarten, although he was not taken. I outwitted the director of the garden, said that he did not have Down syndrome, but a wrong chromosomal set. When they heard about Down syndrome, not a single center or kindergarten of my child took my child. He went three times a week to kindergarten, with ordinary guys.
But, unfortunately, we did not have a school near the house. I wrote to the education department, asked me to be helped with this issue, but they told me that such a school does not exist for my child, and they offered only a boarding school. And when I said that I would take it from a boarding school every day, they told me that it wasn’t so that I would get into the educational process.
Tamara Lyalenkova: How did it happen, Tamara, that you are the director of such a school?
Tamara Isaeva: You know, the school next year will be 20 years old, it has been working in the educational space of the city of Moscow for 20 years. The school arose on the initiative of specialists and parents in the early 90s, when the country took place in the country, which we now recall as good changes. There was an opportunity to create a non -state education just for those children who have not traditionally been accepted into the education system. These were children with severe intellectual disorders, autistic spectrum children, children with a complex structure of a defect, Down syndrome, and so on. For them, then there were only closed educational institutions, boarding schools. At that moment there was an impulse-to create something so open in society so that they had the opportunity, like their peers, to get up in the morning, go around the city, come to a school where they could enjoy the beginning of the day, write, read and count, and return to the family again in the evening.
We wanted to create an educational institution for children who could not be included in the open social life, and on the other hand, we wanted to work with other methods. Therefore, the correctional school of the 8th type, the school of St. George, we call it a medical and pedagogical school. In this school, an educational, correctional process is built on the principles of medical pedagogy. At that time, this was an innovative phenomenon in our educational environment, which safely holds school and has been developing for 20 years in our educational institution. Now 32 specialists work at the school, and they all have a basic state education of special teachers, defectologists, and in parallel they received non -state education in medical pedagogy.
Tamara Lyalenkova: Sofya, how does an inclusive education work in your school?
Sophia Rosenblum: our school will also be 20 years old this year, and it was created at the same time on the same impulse, also had the idea of young, energetic people to make a school oriented to a child, which would give a good education, modern, computer, there was practically nothing like that in Moscow, and with such value -oriented attitudes oriented on the personality of the child.
Tamara Lyalenkova: You have a specialized school, advanced in technical terms, and at the same time, children who are behind, relatively speaking, in development from their peers.
Sophia Rosenblum: This is exactly from a computer advanced school and it took up, this whole idea is inclusive. Because we simply began to arise with us by students, intellectually very advanced, but with autistic disorders. Because reasonable parents, who had nowhere to give their children in the situation that was in Moscow, intuitively felt for programming, information technologies as some opportunity for their children to get an education so that one could count on the future. And by itself, a thin brook of such children has formed. It all started from this, and in 20 years a long journey has already traveled. And now a certain model has already been developed so that it is not spontaneous, but so that we can meaningfully help these children. And now we already have not only children with autistic disorders, but there are a variety of children who come to our accepting atmosphere.
Tamara Lyalenkova: Natalia, how did your organization begin? And whose money do you live on?
Natalya Popova: Our organization started a very long time ago, 26 years ago. It started as a creative group, and for a long time we existed until it was possible, just like such a group of volunteers who are engaged in the creative activities of people with limited health. When it became possible to institutionalize this activity in the form of a public organization, we tried to rebuild and for some time existed only as a public organization within several programs. Over time, the state began to look more condescending to such forms of activity, and our teachers became part of the children and youthful creativity, where there is a whole department that is engaged in socio-cultural rehabilitation of people with disabilities and their families. And this is an additional education. That is, we were slowly looking for where this fact of our existence can be carried out, how to root it, how to provide children with a wide variety of services.
We are generally convinced that this is the main way to include our guys in culture, and all our programs are called "education through creativity." It so happened that in the ontogenesis and in Philogenesis, we see that a person began to draw at first, feel figuratively, he seemed to comprehend the world holistically, and this, of course, is the path of art. First, the right half of the brain develops, and then, when the world is already presented in the form of a holistic picture, this world begins to differentiate. And this is just the same education. We believe that we have such a zero educational cycle - we form a holistic idea of the world in children and help to integrate into various social structures. We do this using the so-called cultural and dynamic approach.
Tamara Lyalenkova: We have three different sites on how they work with the guys, this is such a unique experience, there are very few such places even in Moscow. How do you build guys into the educational process?
Tamara Isaeva: What Natalia, Art and Artistic Activities spoke about, for our guys this is perhaps one of the most important and main routes of embedding into the educational process. The cognitive sphere suffers, it is oppressed, and immediately come with concepts is the path to nowhere. And to go in the pedagogical process from experiencing, from practical activity is the shortest and most effective way to include such a child who visits the school of St. George, and the educational process, and in the social process, to the life of the family, to the life of peers, and then, if possible, in the social life of the city and megacolis.
Tamara Lyalenkova: Does it depend on age? Or depends on each child?
Tamara Isaeva: It does not depend on age. This is what the medical and pedagogical approach that I spoke about is built on, and of course, it depends on the individual capabilities of the child, the main one is an individual approach. But the way we later embed a child into the environment, this is also a separate issue, it is resolved differently, but with the help of those methods, using an artistic approach, with the help of art, which is permeated and lives at school, helps to grow these individuality in the child that cannot be grown in it, if you use its conceptual apparatus in the educational process. This helps the accumulation of the forces of the child, the personal forces, which he will then use in the social process.
T Amara Lyalenkova: Julia, you watched your child when he began to do, there were some amazing things for you, some discoveries? Or did you walk next to him all the time, supporting?
Julia Lentyeva: Unfortunately, I can’t go next to him, because I have to work, and this is important - the help of the school in this. I saw Phil when he was taken to this school. We came for an interview, and I saw how my child was simply enveloped in warmth and care. Because I was afraid all the time, he was small, walked badly, did not go down the stairs ... Now he runs up the stairs. He has impaired coordination of movements, but this does not interfere with fillet. I said: "Oh, he walks slowly with us." And they told me: "Nothing, we all go slowly here." I said: "He eats well." - "Nothing, we all eat here well." There was some kind of such approach to him, and I really liked this situation, when you are not twitching, they don’t pull your child when you are accepted at home.
We had experience, we went to a state school of the 8th type for 10 days. I realized that these 10 days were hell for us, and for Philip, and for me. Firstly, I was not allowed to leave the child on the extension, and I did not work. They told me: "Take it at 12 o’clock because he does not dress." He was not the only child in the class who himself did not dress, or rather, dressed, but slowly. He sat there, did nothing, and the teacher all the time said to me: "He is sitting and throwing pencils from a couple, nothing more." The last was when I saw my child led the corridor, because they didn’t let us into school, he had a backpack, and since he walked slowly, he was shaking for this backpack and simply dragged him. And I said: "All, goodbye!" And in this school I saw his successes, I see how the child grew up, and he has successes with his diagnosis. He strokes the laundry ... When they told me that he would be a plant at all, he would not recognize either mom or dad, different terrible things said, offered to abandon him. But in the end, we now live with this child, and we rejoice in life, our whole family is very glad that we have such a child. And this is thanks to the school teachers, thanks to, of course, to our dad and me and he has very great successes. I see the communication that is happening, he had friends, and this is very important for him. Yes, they do not talk, but they communicate.
Tamara Lyalenkova: Yes, this is very important. Sophia, your situation is different, your guys are built into a regular school, you can say that it is not corrective. How is your model arranged?
Sophia Rosenblum: She is even a gymnasium yes. Our task was for children to be built, special, but at the same time the overall level of teaching in the gymnasium remained high. The task is almost unsolvable, but it is somehow solved. From the moment of education, our school is multi -level training, the whole parallel is divided into training groups, in the main subjects - mathematics, Russian, English - they are divided by levels, and one child can be, respectively, in a strong group in mathematics, in the average in English, in weak in Russian and so on. And inclusive education is well applied to this model, because there is an opportunity to create a small group for those who cannot engage in large, and it is not very clear who went where. And those who at first cannot integrate, had the opportunity to study in small groups, and there the teacher can approach the child as individually as possible and prepare him for the exit in a large group. As it is ready, we slowly transfer children to large groups. But still, individualization in relation to each child is required, and the system works.
Of course, we do not have such complex children, our children can potentially take an ordinary and even advanced program. We accept children - we talk in advance with the parents who are going to us in inclusion. We examine the child, and often even those specialists who worked with this child before, and we have the opportunity to consult with this child in hand in case of it. In general, we are jewelry selecting each training group, every class. Of course, we refuse someone. In Moscow there are few places where such children can go, but if we take all the children who are asking for us, then we just stop being a gymnasium, the school that we are. Inclusion is when not a very large number of special children, but then there should be a lot of inclusive schools. This is a huge problem - to refuse.
Tamara Lyalenkova: And what were your guys the most difficult?
Sophia Rosenblum: we had children with cerebral palsy, who can move ourselves, because we have a building of the 1936th year of construction, without an elevator. These are mainly children with autistic disorders, hard of hearing, with the consequences of cerebral palsy, that is, success stories are exactly such children. Intellectually they can take a program or at least a program of at least 9 classes, but at the same time with the maximum individualization of the approach, nevertheless, with such children we have success. And the largest factor in success is the position of parents when parents understand that they consciously chose not a correctional school, but inclusive, and they must do one common thing with us. When we speak the same language with our parents, it turns out better. Even the child will be harder in its condition, but if the parents are completely like -minded, then the forecast is good.
Tamara Lyalenkova: What skills should the teacher, educator have to work with different children? The diseases are different, these are narrow special directions ...
Tamara Isaeva: Children with a variety of states are accepted to us. They all have a disability, we do not accept children who do not have disability to the school, because we were originally created for children who are difficult to find a place in the existing educational process of the city. We accept children who have intellectual reduction, this is also an important component when children entering school. But at the same time, we accept completely different children - who speak or do not say, who have syndromic disorders or there are no children with an autistic spectrum and without it. The group, the class is formed depending on age, and then in the class there can be children with an autistic spectrum, with the consequences of cerebral palsy, speaking or not talking. And we always have frontal classes. In the classroom from 6 to 8 students, and two self -sufficient teachers have a special education or at least one of them have a special education. A social group is created, and teachers with students are interacting in it, lessons, training, and a variety of classes are taking place.
There are usually two approaches. First, we are with a child who cannot very little something, we do a lot of individual work, and then gradually we include it in the classroom. There is a return trip, which may be more acceptable for us. We immediately include a child in a social group, and he immediately studies in the class immediately social interaction. And then we take it from the group for individual classes. Our practice shows that our children, who do not want to take anywhere, are very difficult to endure skills. Therefore, first we form a social skill in the group, and then we take it for individual classes. We can do a lot individually with the child, and when we place him in the group, he does not know what to do there. Therefore, sometimes we have several autistic children in our group, although they often say that it is not good to make a class only from autistic children. Our practice shows that this can be done, and it all depends, of course, on who accompanies these children, what specialists.
What can be the criteria for accepting a specialist in school? Сейчас высшая школа говорит о профессиональной компетенции, и вот этот компетентностный подход в профессиональном высшем образовании является основополагающим. Я не буду касаться этой темы, это отдельная большая тема, но когда к нам приходит педагог в школу, конечно, важно, чтобы у него были профессиональные знания, это одна из составляющих. Но самое важное – это принятие ребенка, когда специалист прежде всего видит не недостатки ребенка, а его достоинства, то, что он может. И то, что ребенок может, является отправной точкой профессиональной деятельности. Когда я диагностирую ребенка, я говорю: может так, делает так, знает так. Это наш способ осмысления, что такое ребенок, у которого есть проблемы в развитии.
Тамара Ляленкова: Понятно, как трудно ребята даются азы жизни, и мне кажется, что это очень перекликается с тем, что делают в организации "Круг".
Наталья Попова: Согласна абсолютно, что образовательные потребности и у здорового ребенка, и у ребенка с ограниченными возможностями здоровья формируются значительно позже, чем социальные. Если мы учитываем этот момент и стремимся к тому, чтобы дети научились принимать и чувствовать друг друга, то процесс обучения будет идти гораздо активнее. Каковы цели образования? Если цель – выучить ребенка читать, писать, это важные навыки, но не они определяют поведение ребенка, его статус социальный, умение общаться, и это гораздо важнее сегодня и для здоровых людей, без всяких проблем. Если у тебя социальный интеллект в порядке, то и остальные твои качестве будут играть, и тебе будет легко и просто в жизни найти свое место. Задача образования – помочь ребенку найти свое место.
Вот если мы научим его читать и писать, но он больше не будет ничего уметь делать… Например, у нас мальчик – высокофункциональный аутист, он поступил на нанотехнологии, но он, конечно, не смог учиться, потому что в группе он приходит и уходит, и ему нужны сопровождающие, которые закрывали бы его от остального общества. Это способный ребенок, но у него отсутствуют другие навыки. И мы первое, что делаем, когда к нам приходят ребята с аутизмом, мы говорим: у тебя интеллект хороший, давай мы забудем об этом, давай мы будем учиться каким-то очень простым вещам. Мы формируем у него тонус, умение держать позу, работает с вестибулярным аппаратом, это уровень глубокой работы с телом, уровень сенсорной интеграции. For what? Для того чтобы потом формировать социальные потребности, помочь понять, что такое жить в группе. У наших ребят с аутизмом подражания нет, тонуса нет, он не может считывать тонус визуально. И вот здесь у него активные потребности в коммуникации и так далее.
Но я еще хотела бы другую тему поддержать – относительно квалификации педагогов. У нас занимаются все наши педагоги – психологи. Второе, они, естественно, знают какой-либо предмет, которым они занимаются. И что еще очень важно, это наличие какой-то творческой профессии. У них должны быть какие-то навыки, они сами должны быть живыми, нормальными людьми, которые понимают потребности ребенка. Не высокоинтеллектуальные потребности, а вот именно что у него должна быть двуручная деятельность, хорошо бы, что он мог играть там на флейте, это был бы керамист, художник, музыкант, любая творческая профессия. И когда мы имеем вот эти три составляющие – предметность, психологическое образование и какой-то навык практической деятельности – мы имеем педагога, который может работать. И конечно, человеческие качества – это обязательно.
Тамара Ляленкова: У вас общественная организация, и какие-то учреждения поддерживают вас деньгами. Школа Святого Георгия тоже не государственная, она получает финансирование от государства, и там родители доплачивают.
Наталья Попова: Я говорила о дополнительном образовании. Это совершенно бесплатное образование, которое организовано в детско-юношеском центре "Строгино", просто целый отдел работает с детьми ограниченными возможностями здоровья. У нас реализуются программы специальные, программы инклюзивные, программы для взрослых ребят. Вот для взрослых ребят программы платные, с 18 лет. Конечно, тема финансирования очень важна и от нас не всегда зависит. Мы неоднократно подавали различные предложения, но мы не юристы и не финансисты, которые принимают законы и их оценивают.
Но какие-то вещи зависят лично от нас, и я бы говорила о них. Во-первых, это создание профессионального сообщества. Одно дело, когда мы здесь сидим и обсуждаем какие-то вещи, и если мы поняли, что самое главное – содержание образования, и если мы правильно видим цели образования, тогда мы, люди, которые этим занимаются, до этого самого финансирования дойдем. Например, закон о тьюторах принят, но это, как правило, дорогостоящее дело, и никакая школа не может это обеспечить. Но у нас есть волонтеры, студенты, это такие самозабвенные люди, и они будут замечательными специалистами. Нам нужно иметь право просто таких людей привести в учреждение дополнительного образования. Если у нас есть программа, где занимаются дети и родители вместе, они могут это делать, а если такой программы нет, нужна такая тема. Здесь профессиональное сообщество может решать массу всяких вещей. И собрать, организовать его нужно своими силами, для этого и государство, может быть, не нужно. Государство хочет видеть что-то готовое, мы должны предложить ему продукт, но мы не всегда можем это сделать. Нужно решать проблемы, которые зависят от нас.
Тамара Ляленкова: Тамара, расскажите про то, как устроена финансовая часть у вас в школе?
Тамара Исаева: У нас школа лицензированная, когда-то она была аккредитованная, но потом коррекционные школы не стали аккредитовывать. Так как она лицензированная, мы получаем подушевое финансирование, тот норматив, который утвержден по городу Москве. Этот норматив настолько мизерный для деятельности школы, он не может покрыть все расходы школы, и поэтому у нас школа платная для родителей. Но даже эта плата все равно не покрывает расходы. Мы оплачиваем свет, все коммунальные платежи, ведем хозяйственную деятельность, как любая другая школа, все это требует затрат, а государство на это денег не выделяет.
Тамара Ляленкова: А если бы вы были государственной школой 8-го вида, хватало бы вам выделяемых государством денег?
Тамара Исаева: Конечно, финансовая ситуация изменилась бы, безусловно. Но изменилось бы другое. У нас 6-8 учащихся в классе, на них два самодостаточных профессиональных педагога, которые одновременно участвуют в образовательном процессе класса и в сопровождении детей. Когда к детям приходит специалист проводит музыку, труд и тому подобное, эти два специалиста становятся сопровождающими. Ни в одной коррекционной школе мы не найдем такого устройства, такого сопровождения детей, а это требует денег. Создав такие качественные образовательные услуги для родителей, мы имеем очень маленькую зарплату у специалистов, которая совершенно не сопоставима в той зарплатой, который получает имеющий такую квалификацию специалист в государственной школе.
Спонсорской помощи у нас сейчас нет в силу того, что в нашей стране и в Москве изменилась сейчас спонсорская ситуация. Да, мы участвуем в грантах, но их очень трудно выиграть сейчас, и эти гранты направлены на то, что ты должен какую-то еще деятельность развить и придумать. А это значит, что ты берешь на себя еще дополнительную работу. Поэтому, конечно, гранты хороши, но они всегда немножко выкручивают руки, отвлекают от основной деятельности.
Мы действительно создали очень качественные образовательные услуги, которые, даже не знаю, может сейчас взять на себя государство или нет. У нас очень ограниченное финансирование, его не хватает школе, и специалисты, которые работают в школе Святого Георгия, подвижники, энтузиасты.
Тамара Ляленкова: А есть ли какие-то новые возможности полной инклюзии в школе или это не нужно? Или нужно выстраивать специальные учебные учреждения, как школа Святого Георгия?
Софья Розенблюм: Мне кажется, что должна быть финансовая возможность и там и там этого ребенка вести. Если бы у нас была финансовая возможность, мы могли бы выстраивать модели сопровождения ребенка, включения его в жизнь нормативных сверстников. Но это требует огромных кадровых и финансовых вложений, и сейчас это невозможно. В идеале у родителей должен быть выбор, они должны понимать: если мы пойдем в коррекционную школу, будет так, если мы пойдем в обычную школу, будет так. Сейчас обычной школе ребенок-инвалид приносит в Москве коэффициент 2, и если это опорник, то 3. Но это абсолютно недостаточно даже нам, притом что мы не берем самых сложных детей. Ребенку нужна малая группа, чтобы он мог нормально встраиваться, а коэффициент 2 – значит, в классе будет не 25 человек, а 24 человека, из них один аутист. Скажите, это как-то его жизнь и жизнь учителя облегчает? No way. А если это будет группа человек 10, притом что мы не говорим сейчас о психологах, о ком-то еще, только работа учителя. Это значит, что коэффициент, чтобы учитель получал те же самые деньги, такого ребенка должен быть 15. Чтобы класс был рентабелен с точки зрения чиновника. This is unrealistic.
Тамара Ляленкова: Мы говорим о том, как это могло бы работать в обычной школе, если мы хотим инклюзивное образование в полной мере.
Софья Розенблюм: Да. Инклюзивное образование можно организовать, и мы даже понимаем, как это можно было бы сделать. Но с тем финансированием, которое есть сейчас, это нереально. Сейчас я вхожу в рабочую группу, которая разрабатывает какие-то нормативные документы, стандарты по включению детей с ОВЗ, ограниченными возможностями здоровья, есть эта норма в новом законе в образовании. Там есть дети инвалиды и дети с ограниченными возможностями здоровьям. По новому закону, любой ребенок имеет право прийти в любую школу, но никаких подзаконных актов, которые объясняли бы, что делать в такой ситуации, когда ребенок не может взять обычное образование… Здесь ведь вопрос не только финансирования, здесь вопрос еще защиты школы и учителя, если требования к школе предъявляются, рейтинги в Москве и так далее, то есть мы должны чему-то соответствовать. Это все по смыслу противоречит одно другому.
Тамара Исаева: Дети, которые учатся в школе Святого Георгия, это самая незащищенная категория детей. Дети заканчивают школу в 16 лет, но в 16 лет он не соответствует ни по психологических, ни по физическим параметрам этому возрасту, паспортному. Даже если в 18 лет он заканчивает школу, как происходило в школе Святого Георгия, и финансирование прекращается, но дальше он остается в школе, потому что таких организаций, как "Круг", мало, и если даже их будет много, то он туда тоже приходит на ограниченное время. И дальше для человека 18+ и его семьи наступают мытарства. Пойти некуда, реабилитационных учреждений нет, получить дальнейшее образование – считанные учреждения в городе Москве. И вот этот вопрос никак не рассматривается ни на законодательном уровне, ни на уровне содержательном, этот человек, гражданин как бы выпадает. Да, есть система психоневрологических интернатов, но туда не все хотят отдавать детей. Мы до сих пор обсуждаем только систему сопровождаемого проживания. Такой человек, который учится в школе Святого Георгия, будет постоянно нуждаться в сопровождении, во всех возрастах, и это огромная социальная проблема, которая в нашей стране на законодательном уровне до сих пор не решена.
И когда мы говорим об образовании данной категории детей, ее нужно рассматривать в области социальных проблем. И инклюзию нужно рассматривать прежде всего в социальной плоскости. Мы увлеклись формой и забыли о содержании. Школа Святого Георгия – коррекционная, инклюзивная, какая? Да это школа, в которой детям хорошо!
Тамара Ляленкова: Юля, а вы понимаете, как дальше жить? И что думаю родители, окружающие вас, о перспективе?
Юлия Лентьева: Все родители думают о будущем своих детей. Рано или поздно мы уйдем из жизни, и я не хочу, чтобы мой ребенок был в психоневрологическом интернате. Я видела картину, когда рано утром открывается окно за решеткой в таком интернате, на третьем этаже, и оттуда выглядывает молодая девушка. И я понимаю, что эта девушка, кроме как смотреть в это окно, больше ничего не может сделать. И у меня реально сжимается сердце от того, что мой ребенок может попасть в эту систему. Родители думают о том, как сделать так, чтобы их ребенок дальше мог жить, чтобы у него была поддержка, чтобы он мог где-то трудоустроиться. Многие родители думают о том, как создать какие-то мастерские или фирмы, где мой же ребенок сможет работать, какие-то центры, но это очень сложно сделать, особенно в Москве. Мы бьемся, хотим это продвинуть, но пока это не получается у нас.
Тамара Ляленкова: А вы как-то отслеживаете дальнейшую траекторию детей, которые у вас учились?
Софья Розенблюм: Обязательно! Мы следим, кто у нас куда уходит. В этом году мальчик в колледж пошел, кто-то сейчас работает, пошел в "Наш солнечный мир" волонтером. Большинство наших детей поступает в вузы. Но из этого не следует счастливый конец, после которого наступает новая жизнь, потому что родители должны сопровождать и поддерживать их обучение в университете тоже. У меня есть выпускники, которым больше 30 лет, и до сих пор родители мне иногда звонят, и мы с ними обсуждаем, как складывается. Есть ситуации, когда уже и высшее образование получено, а все равно человек не встроился. А есть очень успешные варианты. То есть все по-разному. Но системы нет. Мы только даем шанс какой-то, но выстроенной системы, которая поддерживала бы этих детей все время, нет.
