As usual, with the onset of autumn there is an aggravation: the scientific community, resting over the summer, begins to swear with a vengeance for some new or old reasons. Of course, this year was no exception. One of these was FANO plans for restructuring a network of subordinate institutions.
In short, I remind you of what is at stake. Guided by the goals of achieving breakthrough results in the regions strategically significant for the state, as well as developing the technological modernization of the technologies that are critical for the technological modernization, scientific support for the integrated development of individual territories and sectors of the national economy, etc., Fano developed a plan for the restructuring of scientific institutions in several organizational platforms [1].
The first platform is the forming new, relevant for the country of the sector of post -industrial technological ways that ensure the consolidation of long -term global competitiveness of the basic development of the Russian economy, etc. Federal research centers. The second is national research institutions engaged in fundamental research. The third platform are federal scientific centers that are scientific and innovative nuclei. Finally, the fourth is the solving problems of a certain geographical localization of regional research centers.
I admit that, having got acquainted with this plan, I experienced double feelings. Of course, restructuring, ensuring food independence and the development of the Arctic are archive tasks. However, the principles of restructuring are not quite clear and definite. And we, colleagues, know very well that our scientific and managerial community is not at all a herd, you should not put your finger in your mouth.
It is certainly correctly written in paper that the solution of tasks randomed by federal research centers has a multi-, inter- and transdisciplinary nature. In the same way, when creating such and other centers, the motivation for administrative steps will often have a multi-, inter- and, in particular, transdisciplinary nature. That is, the main tasks will be control over property in prestigious places and cash flows. And, speaking very simple, everything will go on the principle of "who dare - he ate."
Again, we must understand that, in difficult conditions for the growing pressure of the imperialist environment, the most important task, which implicitly stands behind all solutions, should be saving the federal budget funds in various non -rich directions. With the aim of their concentration in the directions of priority: strengthening the armed forces, law enforcement agencies, work on the education of patriotism, moral and moral strengthening of Russian society, protecting it from the corruption of the West and the Internet. And, I must say directly, I have no confidence that the proposed plan will lead to significant savings in the federal budget.
Well, in order to be honest, we know that the change of signs often does not lead to any positive effects, and often-vice versa. Remembering the folk wisdom, "And you, friends, no matter how you sit down, do not suit the musicians."
Therefore, I would venture to offer a much simpler and more understandable plan of restructuring, knowingly leading to significant savings in state funds. The level of financing of institutions and the tasks set before them should be directly tied to the place of registration of the institute. We have two capitals, and all institutions located in these capitals should have a state level of financing and solving problems on a country's scale.
Institutes located in regional centers should be financed from regional budgets and solve regional problems. Institutes in district centers should be focused on solving the problems of a particular area. Finally, in the institutions prescribed in villages and towns, village and village science, financed from the budgets of these settlements, should prosper.
I foresee objections. Say, a strong institute of physics of microstructures of the Russian Academy of Sciences is located in the village of Afonino, and what should he do now? I answer- to focus on the tasks relevant on a rustic scale: the development of micro- and nanostructures for cleaning moonshine, etc. A special astrophysical observatory near the village. Lower Arkhyz let him develop astronomical orientation schemes for shepherds and tourists. In general, everyone who wants to work will find a task.
