Entrance to Moscow will become paid

The Moscow Department of Transport began developing a project for organizing a paid entry into the city. By the end of the year, it is planned to form a concept and consider the options for paid entry into the Moscow Ring Road and the third transport ring, the Vedomosti reports.

According to the publication, the city hall is advised by McKinsey. At the same time, the press service of the Department was refuted in the project, saying that the instruments of the Center for the Road Traffic Center are sufficient for transport planning and modeling.

According to a source close to the Department, officials first plan a detailed analysis of international experience: why they began to take a fee for entry, what are socio-economic results, what technologies were used, etc. The behavior of personal transport users will be predicted: are they ready to pay for entry or prefer to transfer to public transport. These data will serve as the basis for the road card of the organization of paid entry.

In 2015, a pilot project will begin: a fee for entering the territory of Moscow City. There they will work out a paid entry scheme, based on this experience, regulatory acts will be prepared - the fare, fines, etc. If the analysis shows that the entry fee improves the situation with traffic, it may begin to charge in 2016.

There is powers to introduce restrictions on the entry of Moscow, the federal official who oversees infrastructure explained to the publication. As an existing example, he gave a restriction on the fare of the MKAD trucks.
