Later on Wednesday, Astakhov’s words were confirmed by the authorized Foreign Ministry on human rights, democracy and the rule of law Konstantin Dolgov. He stated that the US State Department did not introduce the “firm guarantees of the return of children home at the first request of their parents.”

“As a result, an unacceptable situation arose when our schoolchildren actually found themselves under the jurisdiction of the laws of the American states, which in particular allowing the possibility of independent, without the consent of parents, the choice of a place of residence by minors or the establishment of guardianship on them,” continued debt. “This, in turn, created the conditions for bypassing Russian legislation, including the prohibition of the adoption of children from Russia, including non -traditional citizens. orientation.

The release of Russia from the Flex program became known the day before . US Ambassador to Moscow John Tefft said that the participation of Russian schoolchildren in the program for the 2015/2016 academic year was canceled.

“We deeply regret the decision of the Russian authorities to close the program, which for 21 years built deep and strong ties between our peoples,” the ambassador noted in this regard. He also assured that "the United States still support exchange programs that promote cultural ties and mutual understanding between Russians and Americans."

During the work of the US program, over 8 thousand Russian schoolchildren visited it. During the year, they lived in Americans' families and studied in American schools. “These young Russians were ambassadors of culture and introduced millions of Americans in 50 US states with the best that is in Russia,” the head of the American diplomatic mission noted.
