
The bodies of the Investigative Committee of the Volgograd Region Deputy of the State Duma Nikolai Parshin were charged with committing a crime under part 4 of Article 159 of the Criminal Code (fraud committed by a group of persons by prior conspiracy on an especially large scale). This was reported by the press service of the TFR.
"The investigation of the criminal case against Parshin will be completed as soon as possible. A set of investigative actions aimed at receiving and consolidating the evidence base is currently being carried out," the report said.
On May 26, the Investigative Committee reported that the first secretary of the Volgograd regional committee of the Communist Party Parshin is suspected of involvement in the fraudulent scheme for the prediction from the budget of the Volgograd region, 25 million rubles. According to investigators, in 2008-2012 he developed a fraud plan for the sale of a school building in the Central Akhtubinsky district. Being a deputy of the Volgograd Regional Duma, he lobbied his interests and interests of his accomplices in the regional administration
Previously, the case on this fact was instituted against the head of the administration of the Middle Akhtubinsky municipal district Sergey Tikhonov, the deputy of the Volga City Council Sergey Chekunkov, as well as the head of the financial department of the city district, the city of Volzhsky Andrei Uvarov. Due to the fact that Tikhonov, Chekunkov and Uvarov fully admitted their guilt in the deed, concluded pre -trial agreements on cooperation, criminal cases were allocated in separate proceedings and sent to the court for consideration on the merits. On September 3, the court sentenced Tikhonov to 2 years in prison and a fine of 500 thousand rubles.
On July 4, the State Duma supported the appeal of the Prosecutor General’s Office todeprive Parshin’s deputy inviolability and agreed to attract him as a defendant in a criminal fraud case. 235 deputies voted for this decision, against 82, one refrained. Initially, representatives of the Communist Party, LDPR and Just Russia said that these factions would not take part in the vote. However, according to its results, it is clear that not only unicorn voted. They have 238 mandates.
The Communist Party did not exclude that the request to deprive Parshin’s immunity is connected with his participation in the elections of the Governor of the Volgograd region. The deputy himself also stated this and emphasized that he was not hiding from the investigation. According to him, the accusations against him "are not lended to any criticism." Later Parshin withdrew his candidacy.
On October 2, the Supreme Court recognized the State Duma to be legal about the deprivation of Parshin deputy inviolability in the fraud case. After the meeting, Parshin told reporters about his intention to appeal the decision, which has not yet entered into force.
