Now the NPS law obliges the systems to form deposits from October 31. These contributions should be the key to the smooth operation of international payment systems in Russia.
The source of Vedomosti explained the need for a delay in that the systems simply do not have time to switch intra -Russian transactions to a local partner. Note that representatives of Visa and MasterCard refused to comment on the bill.
However, the deputy chairman of the State Duma Committee on the financial market Vladislav Reznik is sure that the project is “adequate”, as it will contribute to the development of the national payment cards system, which is beneficial for both VISA and MasterCard, which need a solid partner.
The source of the newspaper in a large bank suggested that the system will most likely work as follows: 50-70 banks (principles) will connect to the NSPK, and the remaining (affiliates) will build intermostic formations with them. According to him, all banks will queue to connect to the NSPK, but it is not yet known how many years this line will stretch, while he fears that the NSPK will not immediately cope with such a stream. As for the price of the issue, it, according to the source, is small for principal banks: about $ 50,000 can go to the channel, another $ 150,000 may be required to finalize IT systems.
At the same time, experts interviewed by the newspaper note that the main problem that banks may encounter is time.
“The process can take more than one month if hundreds of banks will be connected to the NSPK, the costs for each participant can be measured by millions of rubles - depending on the volume of the functionality and the number of bank card products,” Valery Torkhov explained the administration of Avangard Bank. However, he added, for serious players, these are “lifting amounts”.
Last week, the head of the Central Bank Elvira Nabiullina told RIA Novosti that the Russian authorities are discussing the possibility of creating a single processing center based on NSPK, through which Visa and MasterCard international payment systems will be able to operate in Russia.
In what terms can a processing center on the basis of the NSPK be created and, accordingly, what delay can VISA and MasterCard can get, the head of the Central Bank did not specify then.
Nikolai Zhuravlev, deputy chairman of the Federation Council of the Federation of Budget and Financial Markets, noted that the Unified Operational Processing Center will make it possible to carry out intra-Russian calculations for all payment systems, including VISA and MasterCard, and protect Russian card holders from possible sanctions.
The decision to create an NSPK was made in the spring of 2014 after Visa and Mastercard ceased to service the maps of four Russian banks that fell under sanctions. It was about the SMP bank, the Bank "Russia", the investkalbank and Sobinbank.
After that, President Vladimir Putin made the initiative to create a national payment system in the country, independent “from the foreign policy at this time”, and a bill on the creation of the National Payment Card system (NSPK) and ensuring the uninterruption of the work of international payment systems was hastily submitted to the State Duma.
According to the law adopted in May, international payment systems are obliged to transfer processing and clearing on their cards to Russia until October 31. Otherwise, they will have to make interim contributions to the Central Bank in the amount of up to 25% of the average daily turnover.
However, later it became clear that the payment systems would not be laid out at this time, so the deputies introduced a bill to the State Duma, which transfers the terms for making these interim contributions to the second quarter of 2015.
It should be noted that the Central Bank has already allocated 500 million rubles for the creation of the national payment cards system - the Central Bank has submitted this amount to the authorized capital of NSPK OJSC. Earlier, during a meeting with Russian President Vladimir Putin, Elvira Nabiullina said that the national payment system could be created in the country in a year and a half.
At the same time, as it became known in July, the Unionpay Chinese payment system wants to expand its presence in Russia and release two million cards in the next three years.
At the moment, several tens of thousands of cards of the Chinese payment system have been issued in Russia, while the Unionpay has recently attracted 30 new partners among large and small banks.
