
The Prosecutor General’s Office proposes to adopt a law on the introduction at the federal level of the maximum percentage of jobs that can be provided to labor migrants. This was stated by the Deputy Prosecutor Grin, Viktor Grin, speaking at a meeting of the Presidium of the Law Council, RIA Novosti reports .
"We propose as a possible legislative measure to develop and adopt a law on the introduction of a maximum percentage of jobs for labor migrants at the federal level of the right to provide regions with the right to adopt their own laws in compliance with this bar," Grin said
According to him, the current quotation system when attracting foreign citizens who arrived in the Russian Federation in a visa -free manner is ineffective. "It does not provide a state national policy aimed at the priority structure of Russian citizens to work," said Grin.
Grin also announced the concern of the intervention of the non -traditional movements of Islam into Russia, Interfax reports . According to him, they are introduced to traffic at foreign Islamic centers preachers. At the same time, graduates often become not only active ideologues of religious extremism, but also bring the norms of social communication and general citizenships that are completely non -characteristic of our country. This serves as an additional factor in interethnic tension, Grin believes.
The Deputy Prosecutor's Proceedings announced the need to support domestic religious education, which should become more competitive, as well as state control in this area.
One of the main causes of extremism in Russia Grin called the problems of external and internal migration. "The neglect of migrants to local customs and traditions is often offensive to the indigenous population and provokes an increase in interethnic contradictions," he said.
Grin also spoke out for the speedy adoption of the law on socio-cultural adaptation of migrants introduced into the State Duma.
In April, it was reported that the FMS developed a bill aimed at cultural adaptation of visitors . For migrants who want to move to Russia, it is planned to introduce adaptive contracts. For them, foreigners are given a delay in providing a certificate of Russian language, history and the basics of law. Foreigners will live and study in specialized centers. All migrants, as well as their children over six years old, must be dactyloscopy. The authors of the bill suggest that it will enter into force on January 1, 2015.
In July, the Ministry of Education and Science approved the procedure for conducting an exam for labor migrants . Since September 1, for a legal device to work, migrant workers need to take tests not only in the Russian language and history, but also in the political structure of Russia. Those who successfully pass the tests will issue a special certificate that allows you to contact the FMS for work permission.
The test consists of four blocks. The first of them establishes the “level of communicative competence” of foreigners - they must be able to read small texts (advertising, signs, interviews, signs), fill out questionnaires, understand dialogs. The minimum lexical level is 850 words. The second block is dedicated to the main events of the history of Russia. In particular, migrants should know the main historical figures, as well as the foundations of different religions and national traditions of the country. The third paragraph includes knowledge of the foundations of the constitutional system of Russia, which includes such concepts as the principle of separation of powers, multi -partyism, rights and freedom of citizens. And the fourth is knowledge of Russian law and legal liability of foreigners.
