The deputy corps of the Verkhovna Rada at the last plenary meeting of the parliament of the seventh convocation, I feel at the buttons with amazing solidarity. It is possible that the deputy cohesion was affected by the participation in the work of the session of Petro Poroshenko, who arrived in the Verkhovna Rada for the presentation of the new Minister of Defense.
However, the head of state lingered in parliament exactly until the parliamentarians also voted for the anti -corruption package of laws and the law on the prosecutor's office. The adoption of which was fundamental not only for “internal use”, but also a prerequisite for obtaining Western loans.
For some of the deputies, the adoption of these laws did not clearly cause much enthusiasm. Since, for example, the law on the compulsory publication of the final owners of the business, including the media, destroys the corruption way, which is familiar to Ukraine, withdrawing from the shadows of, say, officials from the Ministry of Defense who built business schemes, mastering budget finances and defense resources.
There is no doubt that the parliament will support both the resignation of the head of Molesu Gelete and the appointment of the ministerial post of the National Guard Commander of the National Guard. Thus, Poroshenko continued the personnel rotation in the Ministry of Defense, which has recently been severely criticized in the media.
Representing the new Minister of Defense, the president made several iconic statements. Firstly, he announced the cancellation of the celebration of the Defender of the Fatherland Day on February 23 and the transfer of the defender of Ukraine on October 14. Explaining that on this day the day of the Protection of the Mother of God, which was especially honored in Ukraine since the time of the Cossacks, is celebrated. And also because October 14 is considered the day of creating the UPA.
Secondly, Poroshenko stated that the supply of modern weapons began to Ukraine: “This morning,” the president announced, “I had negotiations with the leaders of our two extremely important partners, and I was confirmed by the supply of new intelligence equipment, which will significantly increase the efficiency of the Armed Forces of Ukraine. Unfortunately, we still cannot dream of some types of high -precision weapons. We have just started to supply some types of the latest high -precision weapons. ”
Experts and analysts are still discussing the appointment of a new Minister of Defense with restraint. Although the track record of one and a half looks much more profile than the biography of his predecessor, who is charged with not only the inability of the full support of the army on the eve of winter, but also impose responsibility for a number of disastrous operations. First of all, for the defeat of the Ukrainian units near Ilovaisk, which cost the army more than one hundred lives.
How exactly and at what speed the new minister will restore order in the controlled department is not yet clear. How unclear, and how deep the personnel strip will be. This applies to the post of chief of the General Staff, and intelligence services, and supply and interaction services with battalions that are fighting in the ATO zone, but are subordinated to the Ministry of Internal Affairs.
By the way, on Monday, the future minister heard the word "demobil" outside the walls of the Verkhovna Rada, under the windows of the presidential administration, where several hundred of his immediate subordinates arrived-the soldiers from the National Guard. Who demanded that they be demobilized, since they have served an extra six months, and at the same time to be paid to salary arrears.
Stepan Polokomk managed to resolve the conflict. He gave a guarantee that the money will be paid on October 15. He also promised that for the extra months of service, soldiers would receive premium.
By a strange coincidence, exactly the same action with the participation of the National Guard and with exactly the same requirements was held in Kharkov.
So far, some Ukrainian media are accused of organizing these shares of the Russian FSB. However, it is possible that the question of exactly who stood behind the soldier's mini-bunters will give an answer to the reconnaissance committee created under the President of Ukraine, which was headed by the former head of the SBU Igor Smeshko.
This is another iconic personnel decision by Poroshenko as part of the reformatting of power structures. Since intelligence, more precisely, to what was left of her after Yanukovych’s flight, there were no less complaints than to the Ministry of Defense as a whole.
Another step in the reforming of the power block could be called the dismissal, it seemed, the unsinkable head of the border guard Nikolai Litvin, who was accused of corruption and the loss of control of the Ukrainian border in the Donetsk and Lugansk regions. Following Litvin, reports on the resignation of six more border generals were submitted.
Another personnel replacement of Poroshenko is the appointment of two generals to the post of leaders of the Donetsk and Lugansk regions: Alexander Kikhtenko and Gennady Moskal. Which is much more consistent with the frontline character of these areas.
Again, it is still unclear how these personnel decisions will affect the course of negotiations that take place in the front -line city of Debaltseve between representatives of the Ukrainian (57 people) and Russian (87 people) armies, the OSCE, as well as several representatives of the LPR and the DPR.
Today we can say that the participants in the contact group agreed on the division of the ATO zone into sixteen sites. Eight on each side. Behind each site, specific persons are assigned to monitor and preserve the ceasefire. However, for this, the parties need at least a few days of preserving the full silence regime, which are necessary for the removal of heavy equipment and artillery for a 15-kilometer line on each side. Then the OSCE mission will also be able to start work.
True, despite certain successes in negotiations, there is clearly a premature to talk about complete silence. This applies to the shelling of a number of settlements under the control of the Ukrainian army and the incessant attacks of militants to the Donetsk airport.
Moreover, the representatives of the DPR and the LPR themselves declare that the ceasefire is violating the third force that has not been controlled by them. In particular, armed detachments of field commanders and motorulars are called. What can entail an increase in internal showdowns in the ranks of separatists, which can already be difficult to call one. This is additionally confirmed not only by firing raids in the positions of the Ukrainian military, but also by an attempt to play the independence of the same Igor Bezler nicknamed “Bes”, whose fighters in the morning on Tuesday suddenly left their positions on the right flank of the Debaltsevo bridgehead and without explanation relocated towards Gorlovka, where the headquarters of the demon is located.
Given the fact that in November they plan to hold “elections” to the highest authorities in the DPR and the LPR, it is possible that candidates for higher posts began to strengthen their positions and with the help of strengthening with excess bayonets. Rumor has it that Bes could try to support Pavel Gubarev’s “People’s Governor”, whose car on Monday night was fired by unknown people near the Russian border, and Gubarev himself was in the Rostov hospital. Thus, today the only real candidate for the post of head of the DPR remains the current “Prime Minister” Alexander Zakharchenko, who, unlike Pavel Gubarev, can be reckoned with the “Party of the World” with a stretch. That at the current state of affairs, both Kyiv and the Kremlin are satisfied.
