The Ministry of Labor proposes to create a mechanism for external assessment of employee qualifications

As follows from the new bill of the Ministry of Labor, in the future employers will be able to assess the professional competencies of their employees with the help of third-party organizations - qualification certification centers. An independent assessment of the professional level of specialists will be carried out by associations of employers, public associations and trade unions.

An institute for external assessment of employee qualifications may appear on the Russian labor market - a corresponding bill was developed by the Ministry of Labor. At the initiative of the department, amendments may be made to the Labor Code that provide for the establishment of a new form of assessing the professional competence of employees - qualification certification, that is, an assessment procedure that the employer can carry out at its own expense with the help of a third-party organization. As Deputy Head of the Ministry of Labor Lyubov Yeltsova previously stated, this procedure is becoming increasingly in demand. “This is caused primarily by the increasing complexity of assessing the qualifications of workers directly in the organization due to the complication of labor functions and the equipment used, and the increasing complexity of technological processes,” she noted.

It is expected that certification of qualifications will be carried out by specially authorized centers, which can be associations of employers, public associations and trade unions. Also, as follows from the text of the document, basic provisions will be added to the Labor Code for the certification of an employee by the employer himself.
