Mostotrest, Stroygazconsulting and three other companies submitted applications for the competition for the fifth section of the Central Ring Road

Mostotrest OJSC, Stroygazconsulting LLC (SGK), Crocus International CJSC (part of Aras Agalarov's Crocus Group), Ring Highway LLC and DSK Avtoban OJSC submitted applications for the competition for construction, maintenance, repair and overhaul of the fifth launch complex of the Central Ring Road (TsKAD), an Interfax correspondent reported from the procedure for opening envelopes with applications.

The initial (maximum) price of the contract is 42.798 billion rubles. Review of applications and summing up are scheduled for November 21, 2014.

The responsibilities of the contractor under the agreement will include preparation of the territory, construction of the fifth launch complex of the Central Ring Road and co-financing of the project using its own and borrowed funds. After putting the road into operation, the contractor will carry out its maintenance, carry out current and major repairs, and bear other obligations.

State funding for the construction of the facility will amount to no more than 37.96 billion rubles. The maximum amount of payment paid to the contractor under the agreement by the state company Avtodor to ensure proper operation of the route will be no more than 7.23 billion rubles. The maximum amount of the base premium to inflation is 4.65% (this indicator is used to calculate the investment payment, which ensures the return on the contractor’s investment). The above project parameters are subject to reduction during the competition. At the same time, the amount of the contractor’s investment in the project will be 4.84 billion rubles. The validity period of the long-term investment agreement is 23 years.

The fifth launch complex will pass through the territory of Naro-Fominsk, Odintsovo, Istra, Solnechnogorsk districts and the Zvenigorod urban district of the Moscow region.

After construction and reconstruction, the 76-kilometer section will become a four-lane highway and will correspond to technical category II outside populated areas and a main street of citywide importance for regulated traffic in populated areas.

The project provides for the construction and reconstruction of 26 bridge structures (eight bridges, 12 overpasses and six overpasses). The site will have interchanges at the intersection with the M1 Belarus highway, Zvenigorod bypass, Volokolamsk highway, Pyatnitskoye highway and the M10 Russia highway. The forecast traffic intensity in this section will be 26,600 vehicles per day. The construction period for the fifth launch complex of the Central Ring Road is 2015-2018. The operation of this site will be free of charge.
