Russia's budget revenues have quadrupled over 10 years - from 3.2 trillion rubles in 2004 to 13 trillion in 2013. By the end of 2014, the budget should receive more than 14.2 trillion rubles.

Over these years, the share of oil and gas revenues in the budget has grown sharply: if in 2004 the total share of export duties on oil, oil products and gas, as well as the tax on mineral extraction (in terms of hydrocarbon raw materials) was 30.18%, then in 2013 it grew to 50.18%, and for three quarters of 2014 it was even more - 51.35%. This is evidenced by the reports on the execution of the federal budget for the last decade, as well as for the first three quarters of 2014 (see graph and table)

The share of excise taxes decreased in the first half of the decade, and then increased. If in 2004 they accounted for 3.2% of the total federal budget revenue, then by 2009 their share reached a minimum of 1.11%, after which they began to grow again - up to 3.54% in 2013. The growth of excise taxes on tobacco is especially noticeable. In 2004, they brought the budget 23.2 million rubles (0.01% of all revenue), in 2013 - already 250.4 billion (1.92%).

On the other hand, the share of VAT on goods sold in Russia and the corporate income tax, which had fallen sharply during the 2009 crisis, have significantly decreased. VAT on goods imported into Russia, on the contrary, grew almost continuously until 2010, after which its share in budget revenues began to gradually decrease. Revenues from the use of state property over the decade fluctuated from 1.57% in 2005 to 5.74% in 2009, when this column began to include revenues from the placement of funds from the National Welfare Fund and the Reserve Fund.
