The government included three groups of "designer drugs" prohibited in the Russian Federation

Russian Prime Minister Dmitry Medvedev signed a decree "On the inclusion of new psychoactive formations in the list of narcotic drugs, psychotropic substances and their precursors," the official website of the Government of the Russian Federation reports on Tuesday.

As stated in a certificate to the document, “in order to increase the effectiveness of counteracting the spread of new types of psychoactive substances into the sections“ narcotic drugs ”and“ psychotropic substances ”of the list of drugs, psychotropic substances and their precursors subject to control in the Russian Federation, 1- (2- (methoxos (phenyl) methyl) phenyl and its derivatives; Naftalin-1-L-L-Pentil-1N-ANDDOL-3-carboxylate (NM-018);

It is noted that at present, drug producers continue to actively engage in the search and synthesis of new psychoactive compounds, which can serve as a replacement for narcotic drugs and psychotropic substances already prohibited in Russia.

At the same time, new synthetic substances began to be offered not a variety of series, but limited by single compounds. In Russia, the so -called "designer drugs" - methoxypamine, NM -018 and ethylphenidate were widespread. Cases of detection of these substances in the Novosibirsk, Leningrad, Arkhangelsk, Sakhalin, Chelyabinsk, Smolensk, Kirov and Pskov regions, as well as in the Republic of Ingushetia, have been recorded.

The changes made in the list will establish effective measures to control the turnover of these substances. "At the same time, changes were made to large and especially large sizes of precursors of narcotic drugs or psychotropic substances for the purposes of articles 2283, 2284 and 2291 of the Criminal Code of the Russian Federation," the certificate emphasizes.

Recall that attention to the problem of drug use in Russia has aggravated after a recent epidemic of mass poisoning with smoking mixtures. According to official figures, over 700 people suffered from Spice, about 30 of them died.

The first deaths of poisoning by the new type of "spice" were recorded in late September in Surgut. The largest number of victims was noted in the Khanty-Mansiysk Autonomous Okrug, Kirov Region and Bashkiria. Also, cases of poisoning occurred in Vladimir and Ivanovo regions, Chuvashia, St. Petersburg, Tula. In mid-October, the FSKN announced the liquidation of the SPIIS-killer supply channel to Russia.

According to the agency, the smoking mixtures that caused mass poisoning contained a new synthesized substance-"Mezha-2 [1- (4-fluenzil) -1-n-indazole-3-carboxamide] -3.3, -domethylbutaniat, abbreviated MDMB (n) -BZ-F." This substance is not in the list of controlled and, thus, is not prohibited for circulation in the territory of the Russian Federation. According to RIA Novosti , the procedure for introducing this substance has already begun in the list of prohibited, but due to bureaucratic subtleties, it is delayed.
