The project of the congress center on Obukhovskaya Oborony Avenue was adjusted to meet the requirements of the time

PKF Pyramida-D LLC, an investor in the construction of the Time congress and business center (formerly Tricolor) at 120 Obukhovskaya Oborony Avenue, has changed the parameters of the facility. As a result, the amount of office space was significantly reduced, and the implementation deadline was pushed back to 2018.

For the first time, the project for the construction of the Time Congress Center (the original name was “Tricolor”) on Obukhovskaya Oborony Avenue, 120, near the Proletarskaya metro station was presented at the investment council under the governor in October 2013. The construction investor, LLC PKF Pyramida-D, associated with the Advex-Rosstro group, planned to build two office buildings with conference rooms and a hotel on a plot of 1.5 hectares; the company intended to complete the construction in 2015. Investments in the project were to amount to 4.8 billion rubles.

Yesterday, a representative of the contracting organization Forus Group, Deputy General Director for General Issues Igor Temnyshev told Kommersant that the parameters of the project have changed significantly. According to him, the technical and economic indicators of the project had to be adapted to the needs of the market and the requirements of the city administration. Office functions were significantly reduced. As a result, the project implementation period has been pushed back from 2015 to 2018, and investments in the project have not yet been disclosed.

According to the latest project, the area of the congress and business center will be 85 thousand square meters. m. The complex will include a three- to four-star congress hotel. It is still unknown which international hotel operator will manage the hotel. The site will also house a conference hall designed for 2.6 thousand people, a class B office center with an area of 15 thousand square meters. m and a fitness room with a swimming pool.

Recently, the largest congress and exhibition venue in the city, Expoforum (a project of Gazprom structures), opened in St. Petersburg. Expoforum is located a ten-minute drive from Pulkovo Airport. Investments in the building complex, which includes office, hotel, and exhibition functions, are estimated at $1 billion.

But Mr. Temnyshev believes that it is not worth comparing the site of the Time Congress Center with Expoforum. “I would not compare our project with Expoforum - these are objects of different formats, designed for different price niches and accepting different formats of events,” he believes.

Evgenia Tuchkova, deputy director of the consulting department of Colliers International in St. Petersburg (the company acted as a consultant on the project), says: “The convention and exhibition center will be the first facility of this level on the left bank of the Nevsky district, creating a new urban center of business activity, and will serve as a locomotive for further development of this part of the city."

Managing Director of LCMC Evgeniy Kaur believes that the payback period for the project will be at least 10-15 years. Albert Kharchenko, General Director of East Real, notes that the disadvantages of the property include its poor location: “Obukhovskaya Oborony Avenue is still a depressed area, despite the projects developing in this location.”
