As stated in the conclusion of Dissernet , the doctoral dissertation of Kolokoltsev on the topic “Ensuring the state interests of Russia in the context of the National Security Concept” contains literal continuous coincidences with four other scientific works, including the candidate dissertation of the current head of the State Aircontrol of Viktor Ivanov on a similar topic. Kolokoltsev defended himself in St. Petersburg in 2005. Ivanov became a candidate of legal sciences in 2002.

In March last year, Kolokoltsev proposed to introduce criminal liability for plagiarism in dissertations. According to him, this measure should concern not only the plagiators themselves, but also members of the Higher Attestation Commission. "It is necessary to amend the current criminal legislation so that the whole chain from the beginning to the end receives a well -deserved punishment," the minister said at a meeting of the government commission. He noted that we are talking about the country's budget, as doctors of science receive various payments.

On Thursday, the Rain TV channel said that Kolokoltsev resigned from the post of head of the Ministry of Internal Affairs. According to the television channel, the petition can be satisfied before the end of the week. Presidential spokesman Dmitry Peskov said that he did not have such information.
