In Solnechnogorsk near Moscow, the police scored a migrant from Tajikistan, suspected of violence against a six -year -old girl. The case was opened under Article 286 of the Criminal Code of the Russian Federation (abuse of authority). Human rights activists from the Committee against torture are trying to figure out how the murder happened.
On the afternoon of September 17, Svetlana Brilliantova, a resident of Solnechnogorsk near Moscow, heard in the courtyard the sobs of her 6-year-old daughter. She ran out to the cries of the child and saw that the girl was sitting on the ground. On her face, her mother noticed bruises, and on her neck - redness. Svetlana’s daughter could not explain anything, but only waved her hand towards the change house, located near their house. Two immigrants from Tajikistan lived there - Farrukh of the lessons and his brother Ilkhom Alikhonov. Svetlana ran there.
“I saw my daughter, she could not explain anything for a long time, she only said that her throat hurt. Then she said that he strangled her and pointed a finger at the lesson. Before that, I was not familiar with him, as with his brother. As I found out later, he started her in his household, grabbed and began to squeeze her neck. At that moment, my four -year -old son went there, who was curious why Diana was taken to this house. The lessons were drunk, distracted the calling phone and the children were able to miraculously run out of there, ”says Svetlana Brilliantova. In the change house, she began to beat the migrant on her cheeks and demand that he telling what he had done with her daughter.
In the hospital, the girl, in addition to bruises, found an abrasion in the pubic region, which is why the doctors called the police. After interviewing Svetlana, employees of the Ministry of Internal Affairs went to the scene. S. Svetlana, Inna Sorokina, led them to the house to the tutorial. As Ilkhom Alikhonov later told, at that moment his brother was already asleep. The police began to wake the migrant, while inflicting several beats to him, including a rubber club and using a stun gun. Putting on him handcuffs, the lesson was taken to the department.
“Not only the brother of Farrukh, but also Inna Sorokina saw the use of the electric shocker. The fact that employees used physical strength and special equipment also confirms Sorokin. In addition, according to her, the police inflicted several beats to the detainee with their hands and feet, although Farruch, according to witnesses, did not resist, ”says Sergey Babinets, lawyer of the human rights organization“ Committee against torture ”.
Following the police, Svetlana Brilliantova drove in her car. According to her, they saw how the employees of the Ministry of Internal Affairs continued to strike the detainee in the UAZ window.

During the interrogation, Svetlana Brilliantova heard a detained migrant screaming in a neighboring office. Two hours later, Ilhoma Alikhonov’s brother was taken to the police department with his friend. They stood at the 51st cabinet and heard a lesson to beat the door, while the rest of the Ministry of Internal Affairs silently passed by. Once at the ajar door, Alikhonov saw his brother - Farruch was chained to the leg of the table, there was blood on his face; In Tajik, he whispered: "I can’t stand it anymore, I have my whole body in holes." A passing police officer slammed the door to the office.
Svetlana Brilliantova testified until 3 in the morning, and then went home. The cries of the lesson stopped at some point-either the police closed the door, or transferred it to another room, says Svetlana. At about 4 a.m., the police released Alkhom Alikhonov and his friend from the site, without compiling a protocol on them. Early in the morning, the police informed him that Farrukh Urozov died in the police department.
At about 8 in the morning, an ambulance was called to the department. The corpse of a lesson, as the paramedic told the “committee against torture”, was in the corridor of the second floor - the body was put on the floor and leaned with his back against the chair. The ambulance employee did not undress, because they are forbidden to inspect the corpses. According to the paramedic, he did not find visible damage on the corpse, with the exception of abrasion on the nose. From the moment of death until the ambulance was called, he noted, at least two hours have passed - the body managed to stain. All this time, the police decided what to do with the corpse, human rights activists from the Committee against torture are sure.
After a couple of days, three local OMVD employees were detained in Solnechnogorsk: the 39-year-old chief of the operational-angle search Vitaliy Meatodov and two operational employees-35-year-old Andrei Chernyshev and 31-year-old Stanislav Dikun. However, later two police officers were released, and only Stanislav Dikun was in custody. Major of Myasoedov, released on a recognizance not to leave, claims that the migrant was beaten even before he was brought to the police.
“On September 19, we arrived in Solnechnogorsk. Just at this moment, the relatives of the lesson took the body from the morgue, then to transfer it to Tajikistan. We managed to go and take a few pictures. On the body of the murdered, you can see huge bruises in the chest area, multiple hematomas, striped bruises, probably from police batons. Incomprehensible knee injuries, as if a lesson was burned with something, ”says Sergey Babinets. According to data obtained in the morgue, the cause of the death of the migrant was “a combined injury of several areas of the body, obtained as a result of an attack using a dull object”.
The Russian news reports did not get that several dozen migrants gathered on the afternoon of September 19 at the building of the local department of the UK, moving there from the building of the police department. Representatives of the Embassy of Tajikistan arrived in Solnechnogorsk, reassured the crowd and promised to follow the situation around the death of a lesson.
The “Committee against torture” began its own investigation of what happened. “No one has the right to apply medieval methods of the Inquisition to the suspects. The fact that a person is recognized as a criminal as a result of a trial is a basic constitutional law, and no one should deprive a person’s right to a fair trial and a proportionate punishment for a crime, ”Babinets explains. He emphasizes that only the investigation authorities can engage in the investigation of crimes, and an exclusively court should establish the guilt of a person in committing a crime.
According to the primary documents issued in the hospital after the inspection, the six -year -old girl was not raped. Doctors who recorded a child in the pubic region noted that the traces were similar to traces of a bite. After the death of a lesson, he was taken from his teeth. Soon the results of the examination should be known.
The case of Uruzova resembles the murder of an immigrant from Armenia Armen Sargsyan in Orenburg, says the human rights activist. In November 2011, a detainee on suspicion of embezzlement of values from cars was scored to death in the police department. The police tied him with ropes, tortured an electric current and strangled him using a gas mask. As a result, Sargsyan died of the onset of mechanical asphyxiation.
The department of the Ministry of Internal Affairs in the Orenburg region was initially provided by another version of what happened: Sargsyan suddenly felt bad during the interrogation and grabbed his chest. According to the Ministry of Internal Affairs, the death of the detainee came from acute heart failure.
The police managed to attract the police, since the parents of the deceased, who came to the morgue, recorded numerous bodily injuries on the body of the deceased, including the wounds on his head, numerous bruises on the body. According to doctors, the deceased also repulsed the kidneys.
Against five employees of the Ministry of Internal Affairs, several criminal cases were instituted, including those provided for in paragraph “a” of part 3 of Art. 286 of the Criminal Code of the Russian Federation (abuse of authority committed with the use of violence and the threat of its application), paragraphs "D, g" Part 2 of Art. 105 of the Criminal Code of the Russian Federation (murder committed with particular cruelty, a group of persons by prior conspiracy), part 1 of Art. 293 of the Criminal Code (negligence), Art. 316 (hiding of particularly serious crimes). During the investigation, it turned out that three accused were not involved in beating - they only did not interfere with what was happening.
On December 26, 2012, the Orenburg Regional Court appointed two ex-police, who killed Sargsyan during the interrogation, 13 years in prison in a maximum security colony. Three of their colleagues, who witnessed the beating of the detainee, received 150-170 hours of compulsory work.
“When it comes to a crime against migrants, the entire system defends criminals, even if it is not police officers. Everyone covers their own, the names of witnesses are lost, confrontation is not held, and so on, ”says Svetlana Gannushkin, the head of the Civil Assistance Committee. Her committee became the first human rights organization to help refugees and forced immigrants.
“We had quite a few cases when they shot at migrants when they came for a salary. There was a case when the migrant was shot by the spine when they burst into the apartment, ”says Gannushkina. Far from the diplomatic countries of the countries whose natives they are.
According to Svetlana Gannushkina, “civil assistance” never managed to ensure that citizens who committed crimes against migrants be punished properly. The perpetrators moved away from punishment even when it came to slavery. In 2013, opposition activists released 12 foreign workers who were kept in the back room of a regular grocery store in Golyanovo in the east of Moscow. According to “Civil Assistance”, visitors from Uzbekistan and Kazakhstan for several months were held by the owners of the store, they took their passports and forced them to work for food. Despite the fact that the victims of slaveholders are ready to testify in court, for more than a year the case has been on a preliminary investigation, the criminal case has not yet been set.
“We are trying to somehow help labor migrants who have been in a difficult situation in Russia. In response, we very often hear reproaches: why are you standing for them when our people are all bad? It is not possible to explain to people that there are no “our” and “not our” people, ”says Gannushkina.
Now the Investigative Department of the Investigative Committee of the Moscow Region is investigating the beating of a migrant at the police department. The change house in which Farrukh lived with his brother, is empty, says Svetlana Brilliantova. She does not doubt the fault of the migrant and does not regret what happened. “Dog is a dog death,” the woman says.
“This is a miracle that he did not bury her anywhere, a miracle. He would still not live before the trial. Only the guys are sorry, they were substituted because of him, ”says Svetlana about the employees of the Ministry of Internal Affairs. Most of all, she sorry for Stas Deikun, arrested in the mirror of the migrant. Only he managed to find an approach to her daughter, who refused to speak with the investigators, only she smiled at him, says Svetlana. On September 18, when she left the department at 3 a.m., Deikun approached her and said: “The lesson admitted that he bit your daughter, he began to confess!”
